DOE Zero Energy Ready Manufactured Housing: Subject Matter Expert Technical Assistance Summary

Manufactured homes offer American consumers an affordable option for decent single-family detached housing. For working-class American families in many U.S. markets, manufactured homes are the first step toward home ownership. They now make up 10% of all new homes constructed in the United States, with higher percentages in the south and in rural communities. To help encourage the production of homes that are more durable, healthy, efficient, and disaster resistant, the U.S. Department of Energy is bringing its building science research to the manufactured housing industry through DOE’s Zero Energy Ready Manufactured Home (ZER-MH) program, which provides technical assistance and voluntary guidelines to manufactured home builders. Homes built to these guidelines are better able to handle power outages and less likely to experience moisture issues, offering a better product option for American families. This higher quality is evidenced by energy modeling which shows homes manufactured to these voluntary guidelines will typically use half the energy of manufactured homes built to the current minimum requirements of the U.S. Department of Housing and Urban Development (HUD)’s Manufactured Housing and Construction Safety Standard (MHCSS). These homes can also reduce critical energy demand during the busiest hours of the day, typically late afternoon and early evening in the summer when air conditioning demand is highest and mornings in the winter when furnaces and heaters are heating up. Reducing electricity demand during these peak periods when electricity rates are at their highest reduces costs for American families while freeing up capacity on overburdened energy distribution networks. Builders participating in the DOE ZER-MH program are eligible for a tax incentive via the 45L tax credit, which helps to offset the costs of ZER-MH upgrades, enabling builders to offer these certified homes at no additional cost. Together these factors enable manufactured homes to offer home buyers a housing option that is both affordable to finance and affordable to operate, with lower monthly mortgage payments and lower monthly energy bills.

It documents key findings on benefits, challenges, and best practices, highlights examples from multiple states, and provides guidance to support wider adoption of these innovations in the construction sector.

Waste-to-Energy Technical Assistance for Local Governments

The goal of this project is to mobilize data, information, and knowledge generated about organic waste streams to local governments and support their decision-making. It builds on previous work related to wet organic waste resources (food waste, sludge, manure, waste fats and oils). The project provides an improved understanding of local waste challenges and priorities to inform BETO's R&D strategies and decision-making. It also supports local governments' goals and plans related to sustainable waste management, enables energy and/or resource recovery projects development at municipal level, and facilitates public-private partnerships. A key challenge is associated with more activities requested by entities than program allows which is mitigated by prioritization by requesting agency. All FY21 and FY22 TA requests have been completed. Major accomplishments include: 1). 34 requests managed in the past two years, 2) Distilled key challenges faced by communities. Key outcomes include strong community participation since inception of the program, dedicated program web site, deliverables tailored to communities' needs, and distribution materials (e.g., fact sheets, brochures) for a broader audience.

Deployment Readiness Framework Subtask 1.2 Outreach Report: Common Themes Among Clean Energy Transition Technical Assistance Projects

Island and remote coastal communities face an uncertain energy future. These communities build, operate, and maintain energy infrastructure in extremely challenging environments and pay the highest prices for electricity and fuels. Moreover, climate change increasingly affects grid reliability, resiliency, and, ultimately, the cost of energy. Marine energy could address many of the challenges faced by island and remote coastal communities, but these communities often have limited resources and capacity to invest in complex energy and coastal resilience issues. The Deployment Readiness Framework (DRF) is being developed to support community-driven energy transitions in these coastal communities and to better understand the readiness of communities for marine energy demonstration and operation. Led by the National Renewable Energy Laboratory and Pacific Northwest National Laboratory, the DRF builds on the Energy Transitions Initiative Partnership Project (ETIPP) supported in part by the U.S. Department of Energy's Water Power Technologies Office. This report details the results from the stakeholder outreach and engagement effort linked to the previously reported literature review.

ISO 50001-Based Energy Management Systems as a Practical Path for Decarbonization: Initial Findings from a Survey of Technical Assistance Cohort Participants

Organizations face rising pressure to take action to reduce their climate-affecting emissions (i.e., decarbonize). While many responses are possible, an essential approach—strategically managing their energy consumption as an essential business practice via an ISO 50001-based energy management system—is not yet widely recognized as a framework for decarbonization. This study analyzes interim survey results from 24 organizations (a 48% response rate) implementing a rigorous energy management system, one deployed by the U.S. Department of Energy as “50001 Ready”, to test whether participating organizations perceive the energy management system under development as an essential aspect of their decarbonization efforts. The results are preliminary in nature, given the ongoing nature of the program and associated data collection; however, they are sufficient to refute our hypothesis that energy management systems are perceived by organizations participating in 50001 Ready cohorts to primarily affect energy performance with little-to-no connection regarding decarbonization efforts. Major findings include that participants’ decarbonization targets and commitments are driven by market imperatives (highlighting the importance of ISO 50001 as a management system tool) and that they see energy efficiency as vital to decarbonizing. We conclude by suggesting future research directions to further establish the premise that energy management systems are an effective, efficient, and long-lasting decarbonization strategy.

The Perils of AI-Assisted Time Conversion Critical Errors in J2000 Time to UNIX/UTC Conversions Using AI Assistants (Technical Memorandum)

This memo addresses a critical issue encountered when using AI assistants for time system conversions, specifically converting data tagged with J2000 seconds through UNIX time to UTC. Initial AI responses to this common conversion task were fundamentally incorrect, with errors exceeding 37 seconds - enough to cause significant issues in many applications. This document demonstrates the problem, quantifies the error, and provides best practices for using AI tools safely in technical work. Both Claude 4.5 Sonnet and ChatGPT GPT-5.5 Thinking gave the same answer.

GMLC Technical Assistance to States

This presentation provides an overview of the U.S. Department of Energy's Grid Modernization Laboratory Consortium (GMLC) efforts to provide customized technical support specific to state public utility commissions (PUCs), specifically on the integration of distributed energy resources (DERs). The goals are to increase awareness of existing materials and support to help state PUCs move forward on DER interconnection activities, to help participants make connections to colleagues with similar challenges (and solutions), and to help the GMLC/National Renewable Energy Laboratory project team understand context and implementation challenges.

Online Monitoring Applications Enabled by Phasor Measurement Units: Technical Assistance to the Power Sectors of Southeast Asia

In this report, an overview of several online applications enabled by PMU measurements is provided. Besides a brief technical background for each application, the report also discusses control room displays and alarming methodologies used by North American organizations, and applicable standards set by the North American Electric Reliability Corporation (NERC). The five applications discussed herein are inertia monitoring, linear state estimation, voltage stability monitoring, small-signal stability monitoring, and forced oscillation monitoring.

Tribal Colleges and Universities/Advanced Manufacturing Network Initiative Phase II Sandia Technical Assistance (Q2 FY2021 Progress Report)

The National Nuclear Security Agency (NNSA) initiated the Minority Serving Institution Partnership Plan (MSIPP) to 1) align investments in a university capacity and workforce development with the NNSA mission to develop the needed skills and talent for NNSA’s enduring technical workforce at the laboratories and production plants, and 2) to enhance research and education at under-represented colleges and universities. Out of this effort, MSIPP launched a new consortium in early FY17 focused on Tribal Colleges and Universities (TCUs) known as the Advanced Manufacturing Network Initiative (AMNI). This consortium has been extended for FY20 and FY21. The following report summarizes the status update during this quarter.

Results from Electrochemical Leach Experiments under the DOE Technical Assistant Program

The activities described in this (report) are related to the analysis and testing of graphite and mine tailing samples provided by the Recipient for the extraction and recovery of embedded metals. This report focused on recovery of platinum group metals (PGMs), which appear in relatively high abundance, particularly technically important elements ruthenium and rhodium. Work performed involved assessment of materials followed by extraction tests using two methods. A novel electrochemically-driven route was compared to a chemical route for extraction of the metals. The electrochemically driven route showed similar results while producing the lixiviant in the electrochemical cell, hence reducing chemical requirements.

COVID-19 Technical Assistance Program: Agrivoltaic for Rural Economic Development and Electric Grids Resilience

Over the past 50 years, the Renewable Energy Program at Sandia has advanced research in the field with a focus on three key goals; 1) reduce the cost, 2) improve resilience and reliability and, 3) decrease the regulatory burden of renewable energy. Sandia’s expertise, coupled with the Village of Questa’s expanding renewable energy portfolio, presents the opportunity to deploy the Labs’ deep science and engineering capabilities towards the energy goals of KCEC and the Village of Questa. Preliminary research efforts by Sandia technical staff has broadly identified early opportunities for further research, development, and demonstration in the emerging renewable energy segment of agrivoltaics. Agrivoltaics is an emerging and promising area of photovoltaics which entails land use considerations as well as concerns regarding landscape transformation, biodiversity, and ecosystem well-being. In recent years, agrivoltaics systems have been the subject of numerous studies due to their potential in the food-energy (and water) nexus. This document is a preliminary evaluation of the projects performance opportunities of agrivoltaics as a renewable energy technology strategy in the region of Questa, NM.

Offline Power Systems Applications Enabled by Phasor Measurement Units: Technical Assistance to the Power Sectors of Southeast Asia

This report provides a brief overview of several offline (non-real-time) applications facilitated by high-resolution time-synchronized measurements recorded by phasor measurement units (PMUs). The high reporting rate and time-synchronization of PMU records provide a detailed view of power system dynamics, enabling electric utilities to obtain a better understanding of their systems. In this report, the following applications have been reviewed: Power plant model validation, System model validation, Ringdown oscillation analysis, Frequency response analysis, Postmortem analysis of disturbance events Along with a brief technical background of the applications above, applicable North American Electric Reliability Corporation (NERC) standards have been discussed, and examples of implementation in North American organizations have been provided. Implementing several of the discussed applications may need a preliminary stage of data gathering from multiple entities, and several frameworks and process flows have been formulated by organizations around the world for this purpose. However, the data-gathering stage has not been considered in the scope of the present report.

Technical Assistance for Characterization Studies of Personal Protection Equipment (PPE) (Final CTAP Report)

Sandia National Laboratories (SNL) conducted an independent assessment of three different certified N95 respirators for the State of New Mexico Department of Homeland Security and Emergency Management. The testing conducted under this effort mimicked traditional NIOSH certification testing methodologies, where possible (NIOSH 2019). This included the use of a commercially available off-the-shelf (COTS) instrument typically used in industry for N95 respirator certification (ATI 2018). The COTS system, an Air Techniques International 100Xs automated filter tester, was used for all the testing reported in this document. It is important to note that SNL is NOT a certification laboratory, and all quantitative results are for informational purposes only. Integrating Cambium Marginal Costs into Electric Sector Decisions: Opportunities to Integrate Cambium Marginal Cost Data into Berkeley Lab Analysis and Technical Assistance

NREL’s Cambium tool generates forward-looking simulations of marginal wholesale electricity costs associated with NREL’s Standard Scenarios. The scenarios include growing shares of variable renewable energy (VRE, i.e. wind and solar), among other power sector assumptions, between 2018 and 2050. The tool’s primary output—hourly costs at more than 130 balancing areas—could serve as public and transparent data source that supports electric-sector decision-making processes across the U.S. Berkeley Lab conducts a large range of analyses that use historical and forward-looking wholesale electricity prices to inform electric-sector decisions. In this report, Berkeley Lab uses its expertise to evaluate the Cambium cost data. We compare Cambium data with historical wholesale prices for the year 2018 and other modeled prices for the year 2030. We then present eight case studies in which Berkeley Lab researchers use Cambium data to replicate previous analyses based on other price datasets. We describe where primary findings and underlying key price dynamics align or differ, and highlight possible novel insights from the Cambium data. Finally, we qualitatively evaluate the suitability of Cambium costs in ten additional Berkeley Lab studies, though a direct comparison with alternative price data was not feasible at this time. The goal is to inform how electric-sector decision-makers and DOE program offices may be able to use this cohesive dataset, and to highlight what improvements to Cambium may make it even more useful.
