Technical Assistance for Rural Alaska Tribal Energy Solutions (Final Technical Report)

The original intent of this project was to provide technical assistance (TA) to rural Tribal communities across all regions of Alaska with a focus on public infrastructure. The Alaska Native Tribal Health Consortium (ANTHC) met this goal by providing more than 48 instances of energy-related technical assistance to rural Alaska Native communities, many of which led to them securing funding and implementing new projects that contributed to reducing the high cost of energy. Additionally, the Department of Energy (DOE) Office of Indian Energy staff saw the benefits of the energy technical assistance services being provided by ANTHC and, recognizing the value of having a trusted tribal non-profit entity providing technical support to its membership, amended the project to include standardization of TA services, internal capacity building, and regional outreach. This amended scope allowed ANTHC to streamline and standardize its technical assistance process, provide outreach to rural Alaska Native communities about DOE and ANTHC’s technical assistance program, and improve the ability of staff to provide even higher quality technical deliverables in support of energy projects. Overall, this project was successful in using technical assistance to empower both rural Alaska Native communities and the Alaska Native Tribal Health Consortium to develop and deploy energy efficiency and renewable energy solutions that will reduce the extremely high energy cost burdens facing Tribal communities in Alaska.

Draft ASME Boiler and Pressure Vessel Code Cases and Technical Bases for Use of Alloy 617 for Constructions of Nuclear Component Under Section III, Division 5

The American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code currently only allows five materials for use in construction of nuclear components for high temperature service. These are: 2.25Cr-1Mo and V-modified 9Cr-1Mo steels, Types 304 and 316 stainless steels and the high nickel Alloy 800H. Since 2005, the US high temperature gas-cooled reactor program has been characterizing elevated temperature mechanical properties of Alloy 617 as the leading candidate construction material for the intermediate heat exchanger. After analysis of these experimental results, along with historical data and additional results available through the Generation IV International Forum, Very High Temperature Reactor, Materials Program Management Board Materials Handbook, a draft ASME Code Case to allow nuclear construction with Alloy 617 for temperatures up to 1750°F (954°C) has been developed. This report contains the Code Case for Low Temperature Service Construction of Section III, Division 5, Subsection HB, Subpart A, Class A and Subsection HC, Subpart A, Class B components, which has been approved in Section II, Materials, and Section III, Rules for Construction of Nuclear Facility Components. Supporting technical justification for the low temperature Code Case is also included. This Code Case allows use of Alloy 617 up to 800°F (425°C). This report also contains an updated draft of a Section III, Division 5, Subsection HB, Subpart B, Class A Code Case for Alloy 617 to qualify it for use in construction of nuclear components up to 1750°F (954°C) for service life up to 100,000 hours. The draft contained in Appendix 4, subject to editorial revision and approval by the ASME Special Task Group on Alloy 617 Code Qualification, will be submitted for approval by letter ballot by the appropriate ASME Committees. The technical justification supporting the Code Case is presented in Appendix 5 of this report. This background document is part of the information package that will be submitted with the Code Case for ballot.

Stirling engine supporting research and technology

The supporting research and technology effort is intended to provide technical support to the current engine program and also to investigate advanced concepts for the next generation of Stirling engines. Technical areas represented are: seals, materials, engine experiments, combustion, system analysis, cseramics, and tribology. A collage of more recent work in each area is presented. Under seals, analysis and some experimental data on the effect of wear on rod seal performance is presented. The material work described concerns the effect of water content on hydrogen permeation. Results of experiments with the Philips' Advenco engine are presented. A comparison is made of two combustor nozzles, an air atomizing and an ultrasonic atomizing nozzle. A new venture in systems analysis to provide more rigorous Stirling engine simulation is discussed. The results of hydrogen corrosion tests on silicon carbide are presented. Friction and wear tests on candidate materials for engine hot ring tests are discussed.

TEAMER: Pitching Foil Crossflow Turbine Efficiency Data

This dataset documents the efficiency testing of a pitching foil crossflow turbine, conducted at the University of New Hampshire's (UNH) Chase Ocean Engineering Laboratory tow tank facility. The tests explored various pitch phases and amplitudes, ranging from 0 to 18 degrees, across different flow speeds and turbine RPMs. Specifically, testing was performed at pitch amplitudes of 0,3,6,9,12,15 and 18 degrees. The results indicate that turbine efficiency improves with increased pitch amplitude, reaching optimal performance at 12 degrees. Modifications were made to the test frame by UNH to enhance the stiffness of the support structure. The testing specifically mapped the efficiency of a single quadrant of the Ocean Renewable Power Company (ORPC) Autonomous Turbine Generator Unit (ATGU), covering the full range of allowable pitching amplitudes and phases. The dataset provides both raw and processed data, including drag and torque measurements, and contains Python scripts used for data processing and visualization. This research was supported by funding from TEAMER RFTS 1 (Request for Technical Support).

California four cities program, 1971 - 1973

A pilot project in aerospace-to-urban technology application is reported. Companies assigned senior engineering professionals to serve as Science and Technology Advisors to participating city governments. Technical support was provided by the companies and JPL. The cities, Anaheim, Fresno, Pasadena, and San Hose, California, provided the working environment and general service support. Each city/company team developed and carried out one or more technical or management pilot projects together with a number of less formalized technology efforts and studies. An account and evaluation is provided of the initial two-year phase of the program.

Alloy undercooling experiments

The research accomplished during 1995 can be organized into three parts. The first task involves analyzing the results of microgravity experiments carried out using TEMPUS hardware during the IML-2 mission on STS-65. The second part was to finalize ground-based experimentation which supported the above flight sample analysis. The final part was to provide technical support for post-flight mission activities specifically aimed at improving TEMPUS performance for potential future missions.

Streamlining: Reducing costs and increasing STS operations effectiveness

The development of streamlining as a concept, its inclusion in the space transportation system engineering and operations support (STSEOS) contract, and how it serves as an incentive to management and technical support personnel is discussed. The mechanics of encouraging and processing streamlining suggestions, reviews, feedback to submitters, recognition, and how individual employee performance evaluations are used to motivation are discussed. Several items that were implemented are mentioned. Information reported and the methodology of determining estimated dollar savings are outlined. The overall effect of this activity on the ability of the McDonnell Douglas flight preparation and mission operations team to support a rapidly increasing flight rate without a proportional increase in cost is illustrated.
