Energy and other non-renewable resources

Anticipated U.S. demands for non-renewable energy and mineral resources exceed domestic supplies essential for economic growth. For the long term changes necessary in the energy supply and demand gap, new technologies and substitute materials as well as legislation and socio-economic strategies are elaborated.

Benefit assessment of NASA space technology goals

The socio-economic benefits to be derived from system applications of space technology goals developed by NASA were assessed. Specific studies include: electronic mail; personal telephone communications; weather and climate monitoring, prediction, and control; crop production forecasting and water availability; planetary engineering of the planet Venus; and planetary exploration.

Application of remote sensing to state and regional problems

Mississippi State University was awarded a grant by NASA to effect remote sensing technology transfer in Mississippi and the Mid-South region and to demonstrate the operational uses of remoting sensing in providing the basic data and information necessary to solve problems of state and regional nature. Thus, the primary purpose of the Remote Sensing Applications Program at Mississippi State University is for members of the University community to participate in activities that improve effective communication between the scientific community engaged in remote sensing research and development, and the potential users of modern remote sensing technology. The state-of-the-art remote sensing capability is significantly beyond the present-day applications of the potential user group. The program services to accelerate the operational use of proven remote sensing technology which will help to insure reasonable pay-off from the better usage of space, high altitude, and other remote sensing products evolved by the NASA program. Outputs of this program are assisting the State of Mississippi in recognizing and solving its environmental resource planning, and socio-economic sensing system.

A study of geothermal prospects in the western United States

The commercial development potential of 13 underdeveloped geothermal prospects in the Western United States was examined, and the prospects were ranked in order of relative potential for development on the basis of investment considerations. The following were considered in the ranking: geotechnical and engineering data, energy market accessibility, administrative constraints, and environmental and socio-economic factors. The primary ranking criterion is the unit cost of energy production expected from each prospect. Secondary criteria are administrative constraints, environmental factors and the quality of the geotechnical data.

Development of a multi-disciplinary ERTS user program in the state of Ohio

The author has identified the following significant results. Although the analysis of the results of presently - used methodology has showed inadequate correlation between the land use change and the various socio-economic factors, a system of analysis was produced that will aid in the future work in this area pointing out the adequacy of the land use data for producing models of desired accuracy. This testing methodology is applicable to other LANDSAT/land use interpretation systems.

Solar thermal electric power plants - Their performance characteristics and total social costs

The central receiver (power tower) concept as a thermal conversion approach to the conversion of solar energy into electricity is compared to other solar power plant designs which feature distributed solar collection and use other types of solar collector configurations. A variety of solar thermal storage concepts are discussed and their impacts on system performance are assessed. Although a good deal of quantification is possible in a comparative study, the subjective judgments carry enormous weight in a socio-economic decision, the ultimate choice of central power plant being more a social than an economic or technical decision. Major elements of the total social cost of each type of central plant are identified as utility economic costs, R&D funds, health costs, and other relevant social impacts.

Electric load management and energy conservation

Electric load management and energy conservation relate heavily to the major problems facing power industry at present. The three basic modes of energy conservation are identified as demand reduction, increased efficiency and substitution for scarce fuels. Direct and indirect load management objectives are to reduce peak loads and have future growth in electricity requirements in such a manner to cause more of it to fall off the system's peak. In this paper, an overview of proposed and implemented load management options is presented. Research opportunities exist for the evaluation of socio-economic impacts of energy conservation and load management schemes specially on the electric power industry itself.

A study of characteristics of intercity transportation systems. Phase 1: Definition of transportation comparison methodology

Decision making in early transportation planning must be responsive to complex value systems representing various policies and objectives. The assessment of alternative transportation concepts during the early initial phases of the system life cycle, when supportive research and technology development activities are defined, requires estimates of transportation, environmental, and socio-economic impacts throughout the system life cycle, which is a period of some 40 or 50 years. A unified methodological framework for comparing intercity passenger and freight transportation systems is described and is extended to include the comparison of long term transportation trends arising from implementation of the various R & D programs. The attributes of existing and future transportation systems are reviewed in order to establish measures for comparison, define value functions, and attribute weightings needed for comparing alternative policy actions for furthering transportation goals. Comparison criteria definitions and an illustrative example are included.

Some problems of Maryland towns as seen by their mayors

Conversations were held with the mayors of six Maryland towns to discuss possible models and needs for technology transfer. An unexpected outcome of the discussions was a considerable insight into local problems as perceived by the mayors. Problems, whether administrative, socio-economic, or technological, are different, from town to town, in degree, not in kind. Recognition of this feature of local priorities is vital to any considerations of external assistance.

Economic and demographic issues related to deployment of the Satellite Power System (SPS)

Growth in energy consumption stimulated interest in exploitation of renewable sources of electric energy. One technology that was proposed is the Satellite Power System (SPS). Before committing the U.S. to such a large program, the Department of Energy and the National Aeronautics and Space Administration are jointly participating in an SPS Concept Development and Evaluation Program. This white paper on industrial and population relocation is part of the FY 78 preliminary evaluation of related socio-economic issues. Results of four preliminary assessment activities are documented.

A photovoltaic power system in the remote African village of Tangaye, Upper Volta

A photovoltaic (PV) system powering a grain mill and a water pump was installed in the remote West African village of Tangaye, Upper Volta. Village characteristics as well as system design, hardware, installation and operation to date are described. The PV system cost is discussed. A baseline socio-economic study performed and a follow-up study is planned to determine the impact of the system on the villagers.

A global biogeocenotical biosphere simulation

This model of the D. Forrester type, constructed in differential equations, predicts the food and mineral supply for the factors biosphere population, depending on two socio-economic factors, until about the year 2500. If contemporary rates of natural resources utilization are maintained and there is no management of the environment, food resources will begin to limit human population growth after 2200, and mineral resources will after 2300. A decrease in the biosphere pollution, increase in effective agricultural production, and discovery of new energy sources may forestall or completely avert the onset of a crisis situation. Conservation measures, according to the model, are to a considerable extent realizable only if carried out simultaneously in both areas.

A methodology for long-range prediction of air transportation

A framework and methodology for long term projection of demand for aviation fuels is presented. The approach taken includes two basic components. The first was a new technique for establishing the socio-economic environment within which the future aviation industry is embedded. The concept utilized was a definition of an overall societal objective for the very long run future. Within a framework so defined, a set of scenarios by which the future will unfold are then written. These scenarios provide the determinants of the air transport industry operations and accordingly provide an assessment of future fuel requirements. The second part was the modeling of the industry in terms of an abstracted set of variables to represent the overall industry performance on a macro scale. The model was validated by testing the desired output variables from the model with historical data over the past decades.

Assessment of a satellite power system and six alternative technologies

The satellite power system is assessed in comparison to six alternative technologies. The alternatives are: central-station terrestrial photovoltaic systems, conventional coal-fired power plants, coal-gasification/combined-cycle power plants, light water reactor power plants, liquid-metal fast-breeder reactors, and fusion. The comparison is made regarding issues of cost and performance, health and safety, environmental effects, resources, socio-economic factors, and institutional issues. The criteria for selecting the issues and the alternative technologies are given, and the methodology of the comparison is discussed. Brief descriptions of each of the technologies considered are included.

1981 LTA technology assessment - Past and present

A four-part presentation is made of (1) lessons learned from the design and operation of the 'classic' airships of the 1920s and 30s, with respect to such issues as construction, propulsion, control, instrumentation, ground handling, habitability, aerodynamics, and structure and construction; (2) lessons learned from the development of such specialized lighter-than-air (LTA) concepts as metal-clad airships, semi-buoyant lifting bodies, experimental, sport and commercial free balloons, high-altitude platforms, and tethered aerostats; (3) the current status of LTA technology in various countries, with emphasis on significant developments in configuration, dynamics, control, structures, materials, and propulsion; and (4) a projection of future trends. It is concluded that socio-economic factors will strongly influence and encourage LTA development in the 1990s.

Pilot study of the domestic information display system in state and local government

An interactive computer based system that can retrieve a wide range of data (demographic, environmental, socio-economic, etc.,) from a large data base and display these data for different geographic units in the form of choropleth maps was developed. The system was designed to display statistical information in a geographic format for national policy makers.

Follow-on proposal identifying environmental features for land management decisions

Urban morphology (an examination of spatial fabric and structure), natural ecosystem (investigations emphasizing biophysical processes and patterns), and human ecosystem (emphasizing socio-economic and engineering parameters) were studied. The most critical variable, transpiration, in the ASPCON model, created by Jaynes (1978), describing the hydrology of aspen to conifer succession was studied to improve the accuracy. Transpiration is determined by a canopy transpiration model which estimates consumptive water use (CWU) for specific species and a plant activity index. Also studied was Pinyon-Juniper woodland erosion.

Specification of parameters for development of a spatial database for drought monitoring and famine early warning in the African Sahel

Parameters were described for spatial database to facilitate drought monitoring and famine early warning in the African Sahel. The proposed system, referred to as the African Drought and Famine Information System (ADFIS) is ultimately recommended for implementation with the NASA/FEMA Spatial Analysis and Modeling System (SAMS), a GIS/Dymanic Modeling software package, currently under development. SAMS is derived from FEMA'S Integration Emergency Management Information System (IEMIS) and the Pacific Northwest Laborotory's/Engineering Topographic Laboratory's Airland Battlefield Environment (ALBE) GIS. SAMS is primarily intended for disaster planning and resource management applications with the developing countries. Sources of data for the system would include the Developing Economics Branch of the U.S. Dept. of Agriculture, the World Bank, Tulane University School of Public Health and Tropical Medicine's Famine Early Warning Systems (FEWS) Project, the USAID's Foreign Disaster Assistance Section, the World Resources Institute, the World Meterological Institute, the USGS, the UNFAO, UNICEF, and the United Nations Disaster Relief Organization (UNDRO). Satellite imagery would include decadal AVHRR imagery and Normalized Difference Vegetation Index (NDVI) values from 1981 to the present for the African continent and selected Landsat scenes for the Sudan pilot study. The system is initially conceived for the MicroVAX 2/GPX, running VMS. To facilitate comparative analysis, a global time-series database (1950 to 1987) is included for a basic set of 125 socio-economic variables per country per year. A more detailed database for the Sahelian countries includes soil type, water resources, agricultural production, agricultural import and export, food aid, and consumption. A pilot dataset for the Sudan with over 2,500 variables from the World Bank's ANDREX system, also includes epidemiological data on incidence of kwashiorkor, marasmus, other nutritional deficiencies, and synergistically-related infectious diseases.
