Outage Forecast-Based Preventative Scheduling Model for Distribution System Resilience Enhancement

Distribution system resilience enhancement is an important topic to ensure customers have access to power supply during extreme events. In fact, certain weather-related extreme events can be predicted ahead of time. Therefore, it is important to investigate how to predict grid outages using extreme weather forecasts, and how outage predictions can be incorporated into distribution system resilience enhancement. In this paper, a preventative scheduling model for distribution systems is proposed. The model targets at allocating resources, especially mobile responsive resources such as mobile backup generators and mobile energy storage systems, to prepare for an extreme event in the day-ahead context. To achieve efficient resource allocation and scheduling, a machine learning-based outage prediction module is developed to predict vulnerable or risky segments of the distribution system based on historical operating records and extreme weather event forecast. By integrating the outage prediction results into the scheduling model, optimal resource allocation can be derived to help distribution systems prepare for an upcoming event and improve resilience performance. A real distribution feeder in North Carolina, U.S. is used in the case study to validate the proposed approach.

JPL Resource Allocation Planning Scheduling Office (RAPSO) long range forecasting

The paper introduces the concept of the long range forecasting function, which is then used to identify periods of peak oversubscription of resources years before they actually happen, so that proper corrective actions (construction of additional antennas, reduction in support committment to the impacted projects) can be implemented.

Improving Learning Performance Through Rational Resource Allocation

This article shows how rational analysis can be used to minimize learning cost for a general class of statistical learning problems. We discuss the factors that influence learning cost and show that the problem of efficient learning can be cast as a resource optimization problem. Solutions found in this way can be significantly more efficient than the best solutions that do not account for these factors. We introduce a heuristic learning algorithm that approximately solves this optimization problem and document its performance improvements on synthetic and real-world problems.

Multi-fidelity information fusion and resource allocation

This project created and demonstrated a framework for the efficient and accurate prediction of complex systems with only a limited amount of highly trusted data. These next generation computational multi-fidelity tools fuse multiple information sources of varying cost and accuracy to reduce the computational and experimental resources needed for designing and assessing complex multi-physics/scale/component systems. These tools have already been used to substantially improve the computational efficiency of simulation aided modeling activities from assessing thermal battery performance to predicting material deformation. This report summarizes the work carried out during a two year LDRD project. Specifically we present our technical accomplishments; project outputs such as publications, presentations and professional leadership activities; and the project’s legacy.

Resource allocation planning with international components

Dumas, Briggs, Reid and Smith (1989) describe the need for identifying mutually acceptable methodologies for developing standard agreements for the exchange of tracking time or facility use among international components. One possible starting point is the current process used at the Jet Propulsion Laboratory (JPL) in planning the use of tracking resources. While there is a significant promise of better resource utilization by international cooperative agreements, there is a serious challenge to provide convenient user participation given the separate project and network locations. Coordination among users and facility providers will require a more decentralized communication process and a wider variety of automated planning tools to help users find potential exchanges. This paper provides a framework in which international cooperation in the utilization of ground based space communication systems can be facilitated.

Hotter droughts alter resource allocation to chemical defenses in piñon pine

Abstract Heat and drought affect plant chemical defenses and thereby plant susceptibility to pests and pathogens. Monoterpenes are of particular importance for conifers as they play critical roles in defense against bark beetles. To date, work seeking to understand the impacts of heat and drought on monoterpenes has primarily focused on young potted seedlings, leaving it unclear how older age classes that are more vulnerable to bark beetles might respond to stress. Furthermore, we lack a clear picture of what carbon resources might be prioritized to support monoterpene synthesis under drought stress. To address this, we measured needle and woody tissue monoterpene concentrations and physiological variables simultaneously from mature piñon pines ( Pinus edulis ) from a unique temperature and drought manipulation field experiment. While heat had no effect on total monoterpene concentrations, trees under combined heat and drought stress exhibited ~ 85% and 35% increases in needle and woody tissue, respectively, over multiple years. Plant physiological variables like maximum photosynthesis each explained less than 10% of the variation in total monoterpenes for both tissue types while starch and glucose + fructose measured 1-month prior explained ~ 45% and 60% of the variation in woody tissue total monoterpene concentrations. Although total monoterpenes increased under combined stress, some key monoterpenes with known roles in bark beetle ecology decreased. These shifts may make trees more favorable for bark beetle attack rather than well defended, which one might conclude if only considering total monoterpene concentrations. Our results point to cumulative and synergistic effects of heat and drought that may reprioritize carbon allocation of specific non-structural carbohydrates toward defense.

Adaptive resource allocation for surrogate modeling of systems comprised of multiple disciplines with varying fidelity

We present an adaptive algorithm for constructing surrogate models for integrated systems composed of a set of coupled components. With this goal we introduce ‘coupling’ variables with a priori unknown distributions that allow approximations of each component to be built independently. Once built, the surrogates of the components are combined and used to predict system-level quantities of interest (QoI) at a fraction of the cost of interrogating the full system model. We use a greedy experimental design procedure, based upon a modification of Multi-Index Stochastic Collocation (MISC), to minimize the error of the combined surrogate. This is achieved by refining each component surrogate in accordance with its relative contribution to error in the approximation of the system-level QoI. Our adaptation of MISC is a multi-fidelity procedure that can leverage ensembles of models of varying cost and accuracy, for one or more components, to produce estimates of system-level QoI. Several numerical examples demonstrate the efficacy of the proposed approach on systems involving feed-forward and feedback coupling. For a fixed computational budget, the proposed algorithm is able to produce approximations that are orders of magnitude more accurate than approximations that treat the integrated system as a black-box.

Thematic Mapper data for forest resource allocation

A technique for classifying a Landsat Thematic Mapper image was demonstrated on the Wayne National Forest of southeastern Ohio. The classified image was integrated into a geographic information system database, and prescriptive forest land use allocation models were developed using the techniques of cartographic modeling. Timber harvest sites and accompanying haul roads were allocated.

A sustainable genetic algorithm for satellite resource allocation

A hybrid genetic algorithm is used to schedule tasks for 8 satellites, which can be modelled as a robot whose task is to retrieve objects from a two dimensional field. The objective is to find a schedule that maximizes the value of objects retrieved. Typical of the real-world tasks to which this corresponds is the scheduling of ground contacts for a communications satellite. An important feature of our application is that the amount of time available for running the scheduler is not necessarily known in advance. This requires that the scheduler produce reasonably good results after a short period but that it also continue to improve its results if allowed to run for a longer period. We satisfy this requirement by developing what we call a sustainable genetic algorithm.
