Oak Ridge National Laboratory Roane and Anderson Counties, Tennessee Historic Architectural Resource Survey June 2018

From February through September 2017, Cultural Resource Analysts, Inc. personnel completed a historic architectural resource survey of the Oak Ridge National Laboratory in Roane and Anderson Counties, Tennessee. The survey was completed at the request of UT-Battelle, LLC, the private not-for-profit company that manages and operates Oak Ridge National Laboratory for the U.S. Department of Energy. The purpose of the survey was to assist the Department of Energy in complying with the National Historic Preservation Act of 1966, as amended, by providing updated recommendations regarding the National Register of Historic Places eligibility of historic architectural resources at Oak Ridge National Laboratory. The survey included the entirety of Oak Ridge National Laboratory’s main campus that occupies approximately 1,100 acres in Bethel and Melton Valleys and on Chestnut Ridge. Based on Facilities Information Management System data and guidance provided by UT-Battelle, LLC, preservation and modernization staff, the survey team developed a list of resources for inclusion in the survey. The list included all substantial buildings constructed in or before 1980 in order to provide sufficient coverage of buildings that will turn 50 years of age within the next decade. Only those buildings with recorded area over 100 sq ft were included in the survey. Additionally, the UT-Battelle team identified 15 buildings for more intensive survey because such buildings are central to Oak Ridge National Laboratory’s future mission needs and are expected to undergo renovations in the foreseeable future. These building were subject to both exterior and interior documentation with particular focus on identifying character-defining features, and thus were subject to more detailed analysis than the other resources included in the survey. The findings of this historic resource survey build on the conclusions of the 1994 survey by DuVall & Associates, Inc., as well as the survey updates completed by Thomason and Associates in 2004 and 2015 in support of the Oak Ridge National Laboratory Historic Preservation Plan. Within 12 distinct areas of Oak Ridge National Laboratory, as well as outlying areas, the survey recorded 195 buildings and structures constructed in or before 1980. In consideration of the role and significance of each area and each individual resource within the context of Oak Ridge National Laboratory, and in light of their current integrity and condition, each recorded resource was evaluated to determine if it is eligible for listing in the National Register of Historic Places.

A Survey of Open Source Software Repositories in the U.S. Department of Energy’s National Laboratories

There are 17 national laboratory systems in the United States operating under the auspices of the U.S. Department of Energy (DOE). These government labs employ tens of thousands of people engaging in research software engineering activities across a variety of missions. To support this work, many open source projects are maintained. Further, many of these projects have broad utility to the computing community at large and domain scientists in a variety of fields. However, the complexity and decentralized nature of the laboratory system has resulted in a situation where no one entity even knows about all the open source software projects in this ecosystem, let alone crude metrics of their health. In this article, we do the first external inventory of open source software repositories with a nexus to DOE labs. We posit that a project’s need for sustainability support can be determined by comparing measures of active use to measures of active maintenance.

Transportation Plan Los Alamos National Laboratory FY2023

Los Alamos National Laboratory’s (LANL’s) mission expansion is expected to increase the workforce population (badge holders) to more than 18,000 by 2028. Before the COVID-19 pandemic, traffic congestion was notable and was impeding commuting workers in the forms of traffic congestion, travel delay, inconvenience, frustration, and time lost hunting for parking near an office location or programmatic operation. The Laboratory transportation strategy is moving toward transit-based commuting and not status quo expansion of onsite parking and roadways to serve this growing workforce. This plan addresses a multi-faceted transit and transportation solution. The body of the plan describes each aspect of this solution and concludes with a recommended set of Fiscal Year 2023 (FY23) investments planned as next steps toward implementation. The broad strategy is to offer agility and program depth for services and systems that can enable LANL to confidently invest, monitor performance, seek participant feedback, and make necessary adjustments.

Idaho National Laboratory Water Assessment

Established in 1949, Idaho National Laboratory (INL) is part of the U.S. Department of Energy’s (DOE) complex of national laboratories. INL performs work in each of the strategic goal areas of the department: energy, national security, science, and environment, and is the nation’s center for nuclear energy research and development. Located in southeastern Idaho, its physical footprint includes 569,180 acres of federally owned land. A water balance for the fiscal year (FY) 2022 year was conducted for INL to identify major water using equipment and calculate the end-use categories. FY 2022 was selected as the evaluation year per the DOE Sustainability Performance Office. This report provides an analysis of facilities on the INL Site operated by Battelle Energy Alliance, LLC (BEA). This water balance report focused on the Advanced Test Reactor (ATR) Complex, Materials and Fuels Complex, Idaho Falls campus, and Central Facilities Area campuses, which consumed 98% of the 540,611 thousand gallons (kGal) of water used by INL in FY 2022. The resulting water balance identified the use categories for 75.3% of the FY 2022 water consumption.
