The preparation of new perfluoroether fluids exhibiting excellent thermal-oxidative stabilities

A series of low molecular weight perfluoroalkylethers (PFAE) were synthesized by direct fluorination. Viscosity-temperature properties and oxidation stabilities were determined. Viscosity-temperature correlations indicated that increases in branching and increases in the size of the branching substituent caused a deterioration in viscometric properties (i.e., an increase in ASTM slope). In addition, increasing the ratio of carbon to oxygen in these compounds also increased the ASTM slope. Preliminary oxidation stability tests indicated that highly branched PFAE fluids. (i.e., those containing quaternary carbons) may be less stable than either those containing a single trifluoromethyl pendant group or those containing no branching at all.

The Office of Space Science and Applications strategic plan, 1990: A strategy for leadership in space through excellence in space science and applications

A strategic plan for the U.S. space science and applications program during the next 5 to 10 years was developed and published in 1988. Based on the strategies developed by the advisory committees of both the National Academy of Science and NASA, the plan balances major, moderate, and small mission initiatives, the utilization of the Space Station Freedom, and the requirements for a vital research base. The Office of Space Science and Applications (OSSA) strategic plan is constructed around five actions: establish a set of programmatic themes; establish a set of decision rules; establish a set of priorities for missions and programs within each theme; demonstrate that the strategy will yield a viable program; and check the strategy for consistency within resource constraints. The OSSA plan is revised annually. This OSSA 1990 Strategic Plan refines the 1989 Plan and represents OSSA's initial plan for fulfilling its responsibilities in two major national initiatives. The Plan is now built on interrelated, complementary strategies for the core space science and applications program, for the U.S. Global Change Research Program, and for the Space Exploration Initiative. The challenge is to make sure that the current level of activity is sustained through the end of this century and into the next. The 1990 Plan presents OSSA's strategy to do this.

Using microsoft excel applications in the graduate intern program at Goddard Space Flight Center

An outline of the Project Operations Branch at Goddard Space Flight Center is presented that describes the management of the division and each subgroup's responsibility. The paper further describes the development of software tools for the Macintosh personal computer, and their impending implementation. A detailed step by step procedure is given for using these software tools.

Seventy-five years of excellence

This booklet highlights the history of American aeronautical and aerospace research over a 75-year period. It begins with the activities of the National Advisory Committee for Aeronautics, which was established in 1915, and continues with the National Aeronautics and Space Administration. The chief accomplishments for each decade are listed. It concludes with President Bush's challenge to NASA to land people on Mars.

The development of new, low-cost perfluoroalkylether fluids with excellent low and high-temperature properties

A series of perfluoroalkylether (PFAE) fluids were synthesized by direct fluorination. Viscosity-temperature properties, oxidation stabilities, oxidation-corrosion properties, and lubricity were determined. The fluids were tested in the presence of common elastomers to check for compatibility. The bulk modulus of each was measured to determine if any could be used as nonflammable aircraft hydraulic fluid. It was determined that as the carbon to oxygen ratio decreases, the viscometric properties improve, the fluids may become poor lubricants, the bulk modulus increases, the surface tension increases, and the fluid density increases. The presence of difluoromethylene oxide units in the polymer does not seriously lower the oxidation and oxidation-corrosion stabilities as long as the difluoromethylene oxide units are separated by other units.

The Center for Aerospace Research: A NASA Center of Excellence at North Carolina Agricultural and Technical State University

This report documents the efforts and outcomes of our research and educational programs at NASA-CORE in NCA&TSU. The goal of the center was to establish a quality aerospace research base and to develop an educational program to increase the participation of minority faculty and students in the areas of aerospace engineering. The major accomplishments of this center in the first year are summarized in terms of three different areas, namely, the center's research programs area, the center's educational programs area, and the center's management area. In the center's research programs area, we focus on developing capabilities needed to support the development of the aerospace plane and high speed civil transportation system technologies. In the educational programs area, we developed an aerospace engineering option program ready for university approval.

Pathways to excellence: A Federal strategy for science, mathematics, engineering, and technology education

This Strategic Plan was developed by the Federal Coordinating Council for Science, Engineering, and Technology (FCCSET) through its Committee on Education and Human Resources (CEHR), with representatives from 16 Federal agencies. Based on two years of coordinated interagency effort, the Plan confirms the Federal Government's commitment to ensuring the health and well-being of science, mathematics, engineering, and technology education at all levels and in all sectors (i.e., elementary and secondary, undergraduate, graduate, public understanding of science, and technology education). The Plan represents the Federal Government's efforts to develop a five-year planning framework and associated milestones that focus Federal planning and the resources of the participating agencies toward achieving the requisite or expected level of mathematics and science competence by all students. The priority framework outlines the strategic objectives, implementation priorities, and components for the Strategic Plan and serves as a road map for the Plan. The Plan endorses a broad range of ongoing activities, including continued Federal support for graduate education as the backbone of our country's research and development enterprise. The Plan also identifies three tiers of program activities with goals that address issues in science, mathematics, engineering, and technology education meriting special attention. Within each tier, individual agency programs play important and often unique roles that strengthen the aggregate portfolio. The three tiers are presented in descending order of priority: (1) reforming the formal education system; (2) expanding participation and access; and (3) enabling activities.

The Center of Excellence for Hypersonics Training and Research at the University of Texas at Austin

Over the period of this grant (1986-92), 23 graduate students were supported by the Center and received education and training in hypersonics through MS and Ph.D. programs. An additional 8 Ph.D. candidates and 2 MS candidates, with their own fellowship support, were attracted to The University of Texas and were recruited into the hypersonics program because of the Center. Their research, supervised by the 10 faculty involved in the Center, resulted in approximately 50 publications and presentations in journals and at national and international technical conferences. To provide broad-based training, a new hypersonics curriculum was created, enabling students to take 8 core classes in theoretical, computational, and experimental hypersonics, and other option classes over a two to four semester period. The Center also developed an active continuing education program. The Hypersonics Short Course was taught 3 times, twice in the USA and once in Europe. Approximately 300 persons were attracted to hear lectures by more than 25 of the leading experts in the field. In addition, a hypersonic aerodynamics short course was offered through AIAA, as well as short courses on computational fluid dynamics (CFD) and advanced CFD. The existence of the Center also enabled faculty to leverage a substantial volume of additional funds from other agencies, for research and graduate student training. Overall, this was a highly successful and highly visible program.

Strategic plan, 1991: A strategy for leadership in space through excellence in space science and applications

In 1988, the Office of Space Science and Applications (OSSA) developed and published a Strategic Plan for the United States' space science and applications program during the next 5 to 10 years. The Plan presented the proposed OSSA program for the next fiscal year and defined a flexible process that provides the basis for near-term decisions on the allocation of resources and the planning of future efforts. Based on the strategies that have been developed by the advisory committees both of the National Academy of Sciences and of NASA, the Plan balances major, moderate, and small mission initiatives, the utilization of Space Station Freedom, and the requirements for a vital research base. The Plan can be adjusted to accommodate varying budget levels, both those levels that provide opportunities for an expanded science and applications program, and those that constrain growth. SSA's strategic planning is constructed around five actions: establish a set of programmatic themes; establish a set of decision rules; establish a set of priorities for missions and programs within each theme; demonstrate that the strategy can yield a viable program; and check the strategy for consistency with resource constraints. The outcome of this process is a clear, coherent strategy that meets both NASA's and OSSA's goals, that assures realism in long-range planning and advanced technology development, and that provides sufficient resiliency to respond and adapt to both known and unexpected internal and external realities. The OSSA Strategic Plan is revised annually to reflect the approval of new programs, improved understanding of requirements and issues, and any major changes in the circumstances, both within NASA and external to NASA, in which OSSA initiatives are considered.

Cerberus Plains: A most excellent Pathfinder landing site

The Cerberus Plains in southeastern Elysium and western Amazonis cover greater than 10(exp 5) sq km, extending an east-west distance of approximately 3000 km and a north-south distance of up to 700 km near 195 deg. Crater numbers are 89 plus or minus 15 craters greater than 1 km/10(exp 6) sq km, indicating a stratigraphic age of Upper Amazonian and an absolute age of 200-500 Ma. The material forming the surface is referred to as the Cerberus Formation. The two ideas postulated about the unit's origin are fluvial and volcanic. Regardless of which interpretation is correct, the Cerberus Plains is an important candidate for a pathfinder landing site because it represents the youngest major geologic event (be it fluvial or volcanic) on Mars.

A history of the development of standard units and regulations of measurement are discussed in this educational video. John Aston narrates the historical background, from colonial times to the present, of the need for measurement standardization and discusses the conception of the National Bureau of Standards (1901), of the United States Department of Commerce. Historical photography and film footage is included.

Endeavour's excellent adventure

A brief report on the Space Shuttle Endeavour's mission to repair the optics on the Hubble Space Telescope (HST) is given. Pictures of the extravehicular activity and the HST during the orbital servicing are presented along with a description of the optical correction procedure.

Current Lewis Turbomachinery Research: Building on our Legacy of Excellence

This Wu Chang-Hua lecture is concerned with the development of analysis and computational capability for turbomachinery flows which is based on detailed flow field physics. A brief review of the work of Professor Wu is presented as well as a summary of the current NASA aeropropulsion programs. Two major areas of research are described in order to determine our predictive capabilities using modern day computational tools evolved from the work of Professor Wu. In one of these areas, namely transonic rotor flow, it is demonstrated that a high level of accuracy is obtainable provided sufficient geometric detail is simulated. In the second case, namely turbine heat transfer, our capability is lacking for rotating blade rows and experimental correlations will provide needed information in the near term. It is believed that continuing progress will allow us to realize the full computational potential and its impact on design time and cost.

Benchmarking for Excellence and the Nursing Process

Nursing is a service profession. The services provided are essential to life and welfare. Therefore, setting the benchmark for high quality care is fundamental. Exploring the definition of a benchmark value will help to determine a best practice approach. A benchmark is the descriptive statement of a desired level of performance against which quality can be judged. It must be sufficiently well understood by managers and personnel in order that it may serve as a standard against which to measure value.

Center of Excellence in Remote Sensing at SDSM&T

The College of Earth Systems at the South Dakota School of Mines and Technology established a Center for Remote Sensing to consolidate and coordinate the educational and research thrusts from different parts of campus into unified center with a focus on applications of remote sensing data in integrated environmental assessments. The threefold mission objectives of the Center are: 1) To educate students and the community in the principles and applications of remote sensing 2) To facilitate use of remote sensing in research coupling earth modeling, monitoring, and GIS 3) To distribute remote sensing data and expertise to regional federal, state, tribal, and local agencies.

Earth Remote Sensing Center of Excellence at Scripps Institution of Oceanography

We developed advanced communications and networking capability and satellite reception systems for Earth science to improve the ability of scientists at Scripps Institution of Oceanography (SIO) to conduct interdisciplinary research. With matching funds from the SIO Director's office we implemented a "virtual center" utilizing modern networking hardware and software to enhance access for researchers and students to unique satellite and in situ data sets. The center provides facilities and data access to graduate students as well as research scientists at SIO, and outside SIO. Our private sector partners installed and testes and advanced X-band data acquisition system for satellite data capture relevant for Earth science research and applications. Some of the commercial applications of these partners have been developed (or are under development) with NASA SBIR resources. The X-band system collected RADARSAT, ERS-2 and MODIS imagery. Perhaps most importantly, this COE brought together - for the first time - an interdisciplinary team of SIO scientists with interests in Earth remote sensing. The collaboration extended beyond our infrastructure and research accomplishments leading to a dialog that resulted in a report with strong recommendations to the SIO community for enhancing satellite remote sensing at SIO.
