Playa de Ponce's Advancements in Energy Affordability and Reliability

Un Nuevo Amanecer Inc. (UNA), a community-based nonprofit organization, partnered with the U.S. Department of Energy's Energy Technology Innovation Partnership Project (ETIPP) to develop a Strategic Energy Plan (SEP) for the community of Playa de Ponce on the southern coast of Puerto Rico. The SEP provides a community-driven roadmap to improve local energy systems by identifying shared priorities, strategies, and actions that support a more reliable, affordable, and resilient energy future. Over a seven-month period, researchers from the National Laboratory of the Rockies (NLR) worked with UNA, the Puerto Rico Hispanic Federation, community leaders, and residents to gather input through engagement workshops held in March and June 2025. These discussions helped define the community's energy vision and identify key challenges, including high electricity costs, unreliable service during extreme weather events, and risks to public health and safety - particularly for the community's aging population. This fact sheet summarizes the key elements of the Strategic Energy Plan, including four priority strategies organized around three focus areas identified by the community: energy reliability, safety and security, and stakeholder participation, education, and capacity building. Together, these strategies outline actionable pathways to strengthen Playa de Ponce's energy resilience and support long-term community goals. The plan serves as a shared reference for community members, local organizations, and government partners working to advance energy solutions in Playa de Ponce and complements broader municipal and island-wide planning efforts.

Energy Baseline Assessment and Project Considerations for the Wai'anae Moku Community Energy Plan

This report was prepared as a supplement to the Waianae moku community's energy plan and includes results of two activities conducted by the National Laboratory of the Rockies in support of the planning process: (1) an energy baseline assessment and (2) considerations and resources for possible energy projects prioritized by the community in its energy plan. Results of the energy assessment describe the energy landscape in the state of Hawaii, on the island of Oahu, and in the Waianae moku at the time the plan was developed, with the intention of supporting informed community participation in the planning process. Considerations and resources align with each of the energy project ideas identified in the community's energy plan, and are intended to describe the current context and activities related to each, along with possible next steps toward implementation, and additional resources. The report concludes with takeaways for the community to consider as they pursue their energy goals.

Assessment of Energy Technology Options for the Island of Molokai, Hawaii: Analysis of Floating Solar, Pumped Storage Hydropower, and Backup Energy Systems [Slides]

This presentation summarizes analysis done by researchers at the National Laboratory of the Rockies and Pacific Northwest National Laboratory to evaluate the potential for and explore project concepts of electricity generation and storage additions on the island of Molokai, Hawaii, as identified in the Community Energy Resilience Action Plan (CERAP) by the Molokai Clean Energy Hui (MCEH), Sustainable Molokai, and the Hawaii Natural Energy Institute (HNEI). These electricity generation and storage additions include distributed photovoltaics (PV), battery energy storage, and generators for critical facilities on the island that can provide backup energy to the facilities during grid disruptions and outages, a floating PV (FPV) system on Kualapuu Reservoir, and pumped storage hydropower (PSH) systems scaled to act as a significant or primary source of energy storage on the Molokai grid. Building Energy Analysis of Manufactured and Multifamily Housing Types in Juneau, Alaska

This report details the results of building energy modeling analysis evaluating the potential energy savings, economic outcomes, and grid-level electricity reduction associated with cold climate air source heat pump (ccASHP) adoption across multifamily and manufactured housing (MMFH) building typologies in the City and Borough of Juneau (CBJ). Three building archetypes were evaluated: multifamily 4-plex apartments, multifamily 8-plex apartments, and manufactured housing units. Building energy models were developed using OpenStudio-HPXML and calibrated to actual utility consumption data and local meteorological data from the Juneau International Airport weather station using an automated calibration tool following the BPI-2400-S-2015 v.2 standard for model calibration. Occupant behaviors present the greatest variability in successful calibrations. Calibrated models were benchmarked against a baseline electric resistance heating condition, with the selected ccASHP modeled as the retrofit condition and typical meteorological year weather data for all results generation.
