ATD-1 Avionics Phase 2: Post-Flight Data Analysis Report

This report aims to satisfy Air Traffic Management Technology Demonstration - 1 (ATD-1) Statement of Work (SOW) 3.6.19 and serves as the delivery mechanism for the analysis described in Annex C of the Flight Test Plan. The report describes the data collected and derived as well as the analysis methodology and associated results extracted from the data set collected during the ATD-1 Flight Test. All analyses described in the SOW were performed and are covered in this report except for the analysis of Final Approach Speed and its effect on performance. This analysis was de-prioritized and, at the time of this report, is not considered feasible in the schedule and costs remaining.

ATD-2 Metroplex Planner User Manual

This document serves as a user manual for the ATD-2 Metroplex Planner (version 5.11) utilized by the Air Route Traffic Control Center (ARTCC), Terminal Radar Approach Control (TRACON), airport ATC Towers, and by Flight Operators. It describes the elements of the Metroplex Planner interface and provides step-by-step instructions for using the tool. Metroplex Planner functionality includes the display of live flight information, management of traffic restrictions, prediction of expected traffic demand/delay, andTrajectory Option Set (TOS) Operations. The Metroplex Planner is a component of the NASA Airspace Technology Demonstration 2 (ATD-2) sub-project.

ATD-2 HITL Experiment Overview

ATD-2 HITL plans and how experiments are planned or created will be discussed here. The previous HITLs- TSTR, CEED and upcoming HITLs will be described here. The full experiment plan including methodology, data collection and such will be described to help the KARI folks design their own experiments and get a flavor for how experiments are designed and conducted.

Airspace Technology Demonstration 2 (ATD-2) Integrated Surface and Airspace Simulation - Experiment Plan

This presentation describes the overview of the ATD-2 project and the integrated simulation of surface and airspace to evaluate the procedures of IADS system and evaluate surface metering capabilities via a high-fidelity human-in-the-loop simulation. Two HITL facilities, Future Flight Central (FFC) and Airspace Operations Laboratory (AOL), are integrated for simulating surface operations of the Charlotte-Douglas International Airport (CLT) and airspace in CLT TRACON and Washington Center.

ATD-2 Surface Scheduling and Metering Concept

This presentation describes the concept of ATD-2 tactical surface scheduling and metering. The concept is composed of several elements, including data exchange and integration; surface modeling; surface scheduling; and surface metering. The presentation explains each of the elements. Surface metering is implemented to balance demand and capacity• When surface metering is on, target times from surface scheduler areconverted to advisories for throttling demand• Through the scheduling process, flights with CTOTs will not get addedmetering delay (avoids potential for ‘double delay’)• Carriers can designate certain flights as exempt from metering holds• Demand throttle in Phase 1 at CLT is through advisories sent to rampcontrollers for pushback instructions to the flight deck– Push now– Hold for an advised period of time (in minutes)• Principles of surface metering can be more generally applied to otherairports in the NAS to throttle demand via spot-release times (TMATs Strong focus on optimal use of airport resources• Flexibility enables stakeholders to vary the amount of delay theywould like transferred to gate• Addresses practical aspects of executing surface metering in aturbulent real world environment• Algorithms designed for both short term demand/capacityimbalances (banks) or sustained metering situations• Leverage automation to enable surface metering capability withoutrequiring additional positions• Represents first step in Tactical/Strategic fusion• Provides longer look-ahead calculations to enable analysis ofstrategic surface metering potential usage

Initial Data Analysis Results for ATD-2 ISAS HITL Simulation

To evaluate the operational procedures and information requirements for the core functional capabilities of the ATD-2 project, such as tactical surface metering tool, APREQ-CFR procedure, and data element exchanges between ramp and tower, human-in-the-loop (HITL) simulations were performed in March, 2017. This presentation shows the initial data analysis results from the HITL simulations. With respect to the different runway configurations and metering values in tactical surface scheduler, various airport performance metrics were analyzed and compared. These metrics include gate holding time, taxi-out in time, runway throughput, queue size and wait time in queue, and TMI flight compliance. In addition to the metering value, other factors affecting the airport performance in the HITL simulation, including run duration, runway changes, and TMI constraints, are also discussed.

Airspace Technology Demonstration 2 (ATD-2) Integrated Surface and Airspace Simulation - Experiment Plan

This presentation describes the objectives and high level setup for the human-in-the-loop simulation of the integrated surface and airsapce simulation of the ATD-2 Integrated Arrival, Departure, Surface (IADS) system. The purpose of the simulation is to evaluate the functionality of the IADS system, including tactical surface scheduler, negotiation of departure times for the flights under Traffic Management Initiatives (TMIs), and data exchange between ATC Tower and airline Ramp. The same presentation was presented to serve the experiment review prior to the simulation.

Airspace Technology Demonstration 3 (ATD-3): Multi-Flight Common Route (MFCR) Technology Transfer Document Summary Version 1.0

This summary document and accompanying technology artifacts satisfy the second of three Research Transition Products (RTPs) defined in the ATD-3 Applied Traffic Flow Management (ATFM) Research Transition Team (RTT) Plan. This transfer consists of NASA's Multi-Flight Common Route (MFCR) research for efficient route corrections for en-route weather avoidance. The MFCR concept builds on the experience of the legacy Dynamic Weather Routes (DWR) and focuses on a better balance of potential savings with ATC acceptability, common route corrections options for multiple flights on similar routings, and better use of existing and/or modern automation for communication and coordination of route change options. All of these capabilities are expected to improve system performance significantly in terms of actual delay-reducing clearances issued to flights compared to that of the DWR tool and operating concept.

Air Traffic Management Technology Demonstration - 3 (ATD-3) Dynamic Weather Routes Domestic En Route Concept of Operations Synopsis Version 1.0

NASA conducted a survey in 2015 of stakeholders in industry, flight operators, and others to collect data on the most pressing air traffic management (ATM) issues impacting en route operations. Weather related delays and interruptions were identified as the most significant and costly problem impacting en route operations in today's system. Additionally, future traffic demands will place greater demands on the FAA's air traffic control system, necessitate a more efficient and integrated traffic management system and provide controller tools to leverage human productivity. Consequently, NASA is assembling a suite of integrated ground and aircraft-based technologies and decision-making aids under the Airspace Technology Demonstrations 3 (ATD-3) project to continuously search for more efficient weather-avoidance routes and to rapidly respond to weather changes and associated traffic management initiatives. These route efficiency enhancements are targeted at en route airspace and will enable continued use of en route and arrival metering in the presence of weather. NASA's Dynamic Weather Routes (DWR) concept represents a subset of those technologies and focuses primarily on the cruise phase of flight. It leverages existing air traffic weather, airspace, and traffic data, as well as improvements in navigation, surveillance, communication and digital network technologies, and builds upon existing ATM automation to address the shortcomings associated with strategic traffic flow management initiatives and weather forecasting uncertainties. The potential benefits in the form of time, fuel, and cost savings are significant. This concept of operations synopsis provides a detailed description of DWR, its potential benefits and notional implementation paths.

ATD-2 Perspective: SWIFT Day 2 Introduction

This presentation describes the manner in which the ATD-2 began consuming data from SWIM and gradually built new services to satisfy in its mission. This lessons learned from this work indicate that additional data-rich services will be required in the future. This also led to the development of data pre-processing and mediation services that are now of much interest to the community. The presentation mentions some of the barriers to progress that exist for those seeking to use SWIM flight data, and NASA's desire to share its lessons learned with the aviation community.
