A Minimum Creep Rate for 2-1/4Cr-1Mo Steel Consistent With the ASME Section III, Division 5 Rules

This technical note describes a minimum creep rate model for 2-1/4Cr-1Mo steel that is consistent with the current creep strain equation embedded in the ASME Boiler & Pressure Vessel Code Section III, Division 5, Subsection HB, Subpart B isochronous stress–strain curves. Minimum creep rate models for all the Section III, Division 5 Class A materials are required for the development of improved high temperature design methods. Of all the Class A materials, only 2-1/4Cr-1Mo does not have a readily identifying minimum creep rate term in the current isochronous stress–strain curve model.

Technical Qualification of New Materials for High Efficiency Coal-Fired Boilers and Other Advanced FE Concepts: Haynes® 282® ASME Boiler and Pressure Vessel Code Case

This DOE Fossil Energy project, FEAA117, addressed materials issues relevant to qualifying and deploying a Ni-base alloy for a new application in an advanced ultra-supercritical coal-fired boiler. The goal was the deployment of Haynes International alloy Haynes® 282® for applications in superheaters, reheaters, and steam delivery pipes, by completing base metal, cross-weld and all-weld metal mechanical testing needed for an ASME Boiler and Pressure Vessel Code Case and the associated microstructural analyses needed for assurance of boiler-relevant lifetimes. The alloy also is of interest for other applications including supercritical CO₂ power generation cycles. Tensile testing was completed from 20°-927°C on the three base metal alloy 282 heats, two sets of cross-weld specimens and all weld metal specimens. A total of 148 creep tests with over 565,000 h of cumulative testing was completed on base metal, cross-weld and all weld metal specimens. This project was performed with cost share from Haynes International.

Equivalent Safety Evaluation of the 2021 Edition of the ASME Boiler and Pressure Vessel Code to Editions Incorporated by Reference in 49 CFR 192, 193, and 195

Federal safety standards for natural gas and hazardous liquid pipelines and liquid natural gas facilities incorporate rules and requirements for boiler and pressure vessel design and fabrication into 49 CFR Parts 192, 193, and 195 through the IBR process. The equivalent safety evaluations documented in this report demonstrate that boilers and pressure vessels in pipeline facilities that are designed and fabricated in accordance with rules and requirements specified in the 2021 edition do not violate the fundamental safety assumptions stated or implied in the 2007 edition of the ASME BPVC and therefore provide equivalent safety.

Report on FY 2023 Welding R&D at ORNL in support of ASME Alloy 709 Code Case Development

As part of the Alloy 709 (A709) ASME Code Case development effort under the Advanced Reactor Technologies (ART) Program, this work covers the development of the technical basis for weld fabrication and weld qualification of A709. This report summarizes the A709 welding research conducted at Oak Ridge National Laboratory (ORNL) in FY 2023. One of the focuses of the A709 welding research at ORNL is to relax the restriction of the P content in the A709 filler metal weld wire. In this report, we show the success in welding of high phosphorus (P) commercial A709 plates using A709 weld wires with relaxed P content of 80 wppm. A test weld was fabricated with the 80 wppm weld wire on the first commercial heat A709 base metal with 140 wppm P content using gas tungsten arc welding (GTAW). The test weld passed all weld qualification tests without issues. This study concludes that A709 matching filler metal with moderate amount of P of less than 80 wppm could be used to produce code qualified A709 welds with standard welding process without special treatment. It is recommended that the P level in the weld wire to be kept low to avoid hot cracking. Cross-weld specimens were machined from the two A709 production welds.. Cross welding creep rupture Code Case testing on these two production welds was initiated . The preliminary cross-weld creep tests results continue to show little or no creep strength reduction relative to the base metal.

Evaluation of the Mechanical Properties of Cast and Wrought CF8C-Plus Relevant to ASME Code Case Qualification

The mechanical behavior of a cast form of an advanced austenitic stainless steel, CF8C-Plus, is compared with that of its wrought equivalent in terms of both tensile and creep-rupture properties and estimated allowable stress values for pressurized service at temperatures up to about 850°C. A traditional Larson-Miller parametric model is used to analyze the creep-rupture data and to predict long-term lifetimes for comparison of the two alloy types. The cast CF8C-Plus exhibited lower yield and tensile strengths, but higher creep strength compared to its wrought counterpart. Two welding methods, shielded-metal-arc welding (SMAW) and gas-metal-arc welding, met the weld qualification acceptance criteria in ASME BPVC Section IX for the cast CF8C-Plus. However, for the wrought CF8C-Plus, while SMAW and gas-tungsten-arc welding passed the tensile acceptance criteria, they failed the side bend tests due to lack of fusion or weld metal discontinuities.

Recommendation for Limiting Conditions for ASME BPVC Section III Division 5 Allowable Stress Criteria

Section III, Division 5 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC) specifies rules for elevated temperature nuclear reactors. Time dependent allowable stresses are an important aspect of the high temperature design models and are related to the time to 1% strain, time to rupture, and time to onset of tertiary creep. The time to onset of tertiary creep criterion has an overly strong negative influence on the allowable stresses for some structural materials, likely due to very limited datasets and misidentification of microstructural changes rather than onset of significant creep damage, as tertiary creep is meant to represent. It is recommended that the onset of tertiary creep be determined through an alloy specific ratio between onset of tertiary creep and creep rupture time, which would give access to the significantly larger creep rupture time datasets.

ASME Code Rules and ASTM Standards Integration for Ceramic Composite Core Materials and Components 1

Fiber-reinforced ceramic matrix composites have many desirable properties for high-temperature nuclear applications, including excellent thermal and mechanical properties and reasonable to outstanding radiation resistance. Over the last 20 years, the use of ceramic composite materials has already expanded in many commercial nonnuclear industries as fabrication and application technologies mature. The new ASME design and construction rules under Section III, Subsection HH, Subpart B lay out the requirements and criteria for materials, design, machining and installation, inspection, examination, testing, and the marking procedure for ceramic composite core components, which is similar to the established graphite code under Section III, Subsection HH, Subpart A. Moreover, the general requirements listed in Section III, Subsection HA, Subpart B are also expanded to include ceramic composite materials. The code rules rely heavily on the development and publication of standards for composite specification, classification, and testing of mechanical, thermal, and other properties. These test methods are developed in the American Society for Testing and Materials Committee C28 on Advanced Ceramics with a current focus on ceramic composite tubes. Details of the composites code, design methodology, and similarities to the graphite code, as well as guidance for the development of specifications for ceramic composites for nuclear application and recent standard developments, are discussed. The next step is to "close the gap" to support licensing aspects by validating the code with benchmarking data.

Initial Development of Variable Design Lifetimes and Creep-Fatigue Evaluations for ASME Section III, Division 5, Class B Code Rules

This report summarizes the initial development of new ASME Section III, Division 5, Class B rules to address the gaps identified for new high temperature reactor designs. The overall objective is to introduce the design-by-analysis approach, the variable design lifetimes for primary load design, and the strain limits and creep-fatigue damage evaluations for Class B components. It is also desired that the new evaluation procedures do not require stress classification and stress linearization. Further, the data requirements to support the development of design parameters for the new Class B rules would not be overly burdensome, and less extensive than those supporting Class A rules. We have identified the Elastic, Perfectly Plastic (EPP) method as the design by-analysis approach for primary load design, and developed allowable stress criteria for variable design lifetimes, up to 500,000 hours, that only require data typical for the allowable stresses in Section II, Part D, Tables 1A and 1B. We have also adapted the elastic analysis approach from HBB-T-1400 and Section III, Mandatory Appendix XIII, XIII-2400 and XIII-3520(e) for the new Class B creep-fatigue evaluation procedure. A new elastic follow-up-based Isochronous Stress Strain Curve (ISSC) stress relaxation procedure has been developed to provide adequate conservatism commensurate with Class B constructions. No stress classification and stress linearization are required in the new procedure. Future work needed to complete the development is also summarized.
