Commercial Building Prototypes Based on ANSI/ASHRAE/IES Standard 90.1-2019 Appendix G PRM: Technical Support Document

The two paths for documenting compliance with ANSI/ASHRAE/IES Standard 90.1 are the prescriptive path and the performance path. Beyond code programs and rating systems (for example, USGBC-LEED ) are primarily known to use a third path – the Appendix G Performance Rating Method. An update in the 2016 edition of Standard 90.1 approved the Appendix G Performance Rating System for code compliance, extending its application and allowing for greater consistency of modeling rules for code and beyond code building energy modeling. The Appendix G PRM provides rules for the development of whole building energy models of baseline and proposed models for calculating the “performance cost index target” value using the simulated energy results of the baseline and proposed models and the building performance factors published in Table 4.2.1.1 of the Standard. This report documents (1) the methodology used for development of the baseline and proposed energy models of the Pacific Northwest National Laboratory and U.S. Department of Energy commercial building prototypes using the Appendix G Performance Rating Method; and (2) the building performance factors that were calculated using those models.

BETTER Together

The Standard Energy Efficiency Data (SEED) and Building Efficiency Targeting Tool for Energy Retrofits (BETTER) platforms are both developed by the Department of Energy and work better together. SEED is a database to manage building characteristics and performance data from a variety of sources. BETTER provides simple energy efficiency measure analyses based on high level data about the building or portfolio of buildings. A demonstration of each platform and their integration will be provided. The inputs for BETTER are building type, floor area, location, utility data, and whether PV shall be included in the analysis. The BETTER analysis can be manually set up through the web application or data can be uploaded with a BuildingSync XML file either directly or through the API. SEED can be the source of this data and the data can be sent to BETTER through the SEED application after the BETTER API token has been entered. The benefit of utilizing SEED is that it has connections to many other sources of data such as ENERGY STAR Portfolio Manager, Audit Template, and Salesforce. Therefore, it is likely that a user of SEED will already have the required inputs for BETTER in SEED already and can create BETTER analyses across their whole portfolio in a couple mouse clicks. This is a major time savings and enables decision makers an easy path to identify buildings that should undergo more detailed audits or retrofit pathways.

INL High-Performance and Sustainable Building Strategy

High-performance buildings are reliable, cost effective, and sustainable structures that minimize energy and water use, reduce solid waste and pollutant emissions, and limit the depletion of natural resources. High-performance buildings also provide a thermally and visually comfortable working environment that increases productivity for building occupants. As Idaho National Laboratory (INL) is the nation’s premier nuclear energy research laboratory, the physical infrastructure requires continual updating and repurposing to help accomplish that mission. INL’s infrastructure must incorporate high-performance sustainable design features to be fiscally responsible and reflect an image of innovation to the public and prospective employees. INL is a large consumer of energy with annual energy costs exceeding $16M. This High-Performance and Sustainable Building Strategy will help engineering and construction project teams design sustainable facilities, reduce life cycle operating costs, and support the INL net-zero plan while providing INL employees with a safe and healthy working environment. With these goals in mind, the recommendations described in this document are intended to form INL’s foundation for sustainable and high-performance building standards. This strategy incorporates the latest federal and Department of Energy (DOE) orders and directives, including DOE Order 436.1A, “Departmental Sustainability,” the DOE Sustainability Plan (SP), the INL Site Sustainability Plan (SSP), and Code of Federal Regulations (CFR). This document identifies the requirements of the “Guiding Principles for Sustainable Federal Buildings” (Guiding Principles) and briefly highlights the Leadership in Energy and Environmental Design (LEED) Gold certification. LEED Gold certification can be used to meet many of the requirements of the Guiding Principles.
