Results for the July 2022 Semiannual Tank 50 Salt Solution Sample

In this Technical Report, the chemical and radionuclide contaminant results from the July 2022 Semiannual sample of Tank 50 salt solution are presented in tabulated form. The information from this characterization will be used by Savannah River Mission Completion (SRMC) for the transfer of aqueous waste from Tank 50 to the Saltstone Production Facility (SPF), where the waste will be treated and disposed in the Saltstone Disposal Facility. This Technical Report compares results, where applicable, to SPF Waste Acceptance Criteria (WAC) LIMITS and TARGETS that were established at the time the Tank 50 sample was obtained. The chemical and radionuclide contaminant results from the characterization of the July 2022 semiannual sampling of Tank 50 were requested by SRMC personnel via a Task Technical Request (TTR) and details of the testing are presented in the Savannah River National Laboratory (SRNL) Task Technical and Quality Assurance Plan (TTQAP). This Technical Report is part of Deliverable 2 relating to Task 1 from the SRMC request. Data pertaining to the regulatory limits for Resource Conservation and Recovery Act (RCRA) metals per Task 2 from the SRMC request, will be obtained semiannually for the January 2022 and July 2022 Tank 50 samples.

Queued Up: Characteristics of Power Plants Seeking Transmission Interconnection As of the End of 2022 [Slides]

Proposed large-scale electric generation and storage projects must apply for interconnection to the bulk power system via interconnection queues. While most projects that apply for interconnection are not subsequently built, data from these queues nonetheless provide a general indicator for mid-term trends in developer interest. Berkeley Lab compiled and analyzed data from all seven ISOs/RTOs in concert with 35 non-ISO utilities, representing an estimated 85% of all U.S. electricity load. We include all "active" projects in these generation interconnection queues through the end of 2022, as well as data on "operational" and "withdrawn" projects where those data are available. We find that the amount of new electric capacity in these queues is growing dramatically, with over 2,000 gigawatts (GW) of total generation and storage capacity now seeking connection to the grid (over 95% of which is for zero-carbon resources like solar, wind, and battery storage). Solar (947 GW) and battery storage (~680 GW) are – by far – the fastest growing resources in the queues; combined they accounted for over 80% of new capacity entering the queues in 2022. Substantial wind (300 GW) capacity is also seeking interconnection, 38% of which is for offshore projects (113 GW). In total, about 1,250 GW of zero-carbon generating capacity is currently seeking transmission access, as is 82 GW of natural gas capacity. Hybrids projects (co-locating multiple generation and/or storage types) comprise a large – and increasing – share of proposed projects, particularly in CAISO and the non-ISO West. 457 GW of solar hybrids (primarily solar+battery) and 24 GW of wind hybrids are currently active in the queues; over half of battery storage in the queues is paired with generation. However, much of this proposed capacity will be withdrawn from the queues and not built. Among a subset of queues for which data are available, only 21% of the projects (and 14% of capacity) seeking connection from 2000 to 2017 have been built as of the end of 2022. Additionally, interconnection wait times are on the rise: The typical duration from connection request to commercial operation increased from <2 years for projects built in 2000-2007 to nearly 4 years for those built in 2018-2022 (with a median of 5 years for projects built in 2022).

SolarAPP+ Performance Review (2022 Data)

The Solar Automated Permit Processing Plus (SolarAPP+) platform is an online portal to facilitate and expedite rooftop solar photovoltaic (PV) permitting processes. SolarAPP+ allows PV contractors to upload system specifications, have those specifications automatically reviewed for code compliance, and receive instant approval for code-compliant systems. SolarAPP+ also provides inspection checklists to verify installation practices and adherence to approved designs. SolarAPP+ is available to authorities having jurisdiction (AHJs) at no cost. This report is part of an ongoing series of reviews of SolarAPP+ performance. Consistent with previous performance reviews, we summarize SolarAPP+ adoption trends to date and compare various metrics for PV systems permitted through SolarAPP+ versus systems permitted through conventional AHJ permitting processes. As of the end of 2022, the National Renewable Energy Laboratory (NREL) had contacted over 1,500 AHJs with significant solar permitting volume regarding SolarAPP+. Of those, 607 AHJs had at least expressed interest in the platform. 16 AHJs had begun piloting the platform and 15 of these had publicly launched the platform by the end of 2022. In 2022, 206 installers submitted 11,092 permits through the SolarAPP+ platform, including 708 permits for solar+storage systems. SolarAPP+ permits accounted for around 37% of all permits issued in participating AHJs. We compare permitting timelines through SolarAPP+ to traditional AHJ permitting processes to assess the platform's performance. Consistent with previous SolarAPP+ performance reviews, we find that permitting timelines are significantly shorter for SolarAPP+ projects. Based on median timelines, a typical SolarAPP+ project is permitted and inspected 8 business days sooner than traditional projects. We estimate that automatic SolarAPP+ permitting saved between 3,500 and 13,900 hours of AHJ staff time in 2022. Finally, we find evidence that SolarAPP+ may improve inspection outcomes, with SolarAPP+ projects failing inspections about 28% less frequently than traditional projects.

SPRUCE: Carbon Dioxide and Methane Soil Flux Measurements at High Temporal Resolution, Beginning in 2022

This data set contains high temporal resolution measurements of greenhouse gas flux (CO2 and CH4) from the SPRUCE (Spruce and Peatland Responses Under Changing Environments) experiment (Hanson et al. 2017) over the growing seasons in 2022 (30-minute resolution) and 2023 (15-minute resolution). Additional data will be appended to this dataset periodically until the close out of the SPRUCE experiment in 2025. This dataset contains two data files in comma-separate (*.csv) format. ABB GLA131-GGA CO2/CH4 gas analyzers, each paired with an Eosense eosMX multiplexer and 2 eosAC-LT automated flux chambers, were deployed from during the 2022 and 2023 growing seasons (2022-06-06 – 2023-10-26). Each SPRUCE experimental enclosure included two Eosense 50 cm diameter flux chambers with 40 cm tall stainless steel collars embedded approximately 15 cm into the peat soil, to measure soil gas flux of peatland ecosystem moss-shrub communities. . Measurements were taken for three minutes, alternating between the flux chambers, with each Eosense flux chamber sampling gas fluxes four times per hour in 2023 and twice per hour for 2022. In addition, time-series environmental data measured at the flux chamber are included: Photosynthetically active radiation (PAR), soil temperature, soil volumetric water content (at 10 cm depth), air temperature, soil temperature (0-200 cm depth), and volumetric water at 20 cm depth.

SPRUCE Ground Observations of Phenology in Experimental Plots, 2022

This data set consists of one comma separated (*.csv) file containing phenological transition dates, as derived from direct observations of vegetative and reproductive phenology recorded by a human observer, from the SPRUCE experiment during 2022 (2022-03-28 to 2021-11-17), the seventh full year of whole-ecosystem warming (Hanson et al. 2017). Both spring and autumn phenological events are included. Since April 2016, human observers have been directly tracking the phenology of both woody and herbaceous species on a weekly schedule within the SPRUCE experimental chambers, these data are reported in annual ground observations data sets (see Related Data Sets). The observed date reported here is the first survey date in 2022 on which an event/phenophase was definitively observed. This data set also contains a companion file in HTML (*.html) containing figures showing the relationship between the day of year and temperature treatment for different phenological phases by species for 2022.

Wind Energy Accomplishments and Year-End Performance Report: Fiscal Year 2022

Four decades ago, construction was just beginning on experimental turbines at the National Wind Technology Center (NWTC). Today, the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) facility is the centerpiece of the laboratory's Flatirons Campus, a world-class hub for renewable energy research. The nation's shift to 100% clean electricity by 2035 will require a mix of renewable energy sources and strategies - and together, wind and solar energy could account for 60% to 80% of that clean energy resource. In Fiscal Year (FY) 2022, NREL scientists, engineers, and analysts contributed to these visionary goals through their wind energy research. As wind innovations push into new areas, NREL continues to play a vital role in advancing technology and addressing deployment barriers in pursuit of more efficient, reliable, and predictable wind energy systems. FY 2022 wind research and development explored the potential for dramatic growth in land-based systems, the launch of the nation's first commercial-scale offshore installations, and transmission infrastructure buildout. Land-based wind energy is one of the most cost-effective electricity supply options - but utility-scale deployment will require up to 10 times the current number of turbines. An NREL plan addressed this need to accelerate U.S. wind technology rollout at distributed and utility scales. Another project conducted by NREL and the Pacific Northwest National Laboratory (PNNL) helps position the nation's first major offshore wind corridor for success. The WETO-funded Atlantic Offshore Wind Transmission Study is evaluating options for balancing electricity supply and demand, while supporting resilience of the grid and marine industries. WETO, NREL, and other partners are working to enable the enormous supply chain and workforce changes the U.S. wind energy industry will need to meet net-zero-carbon-emissions targets. As part of a seminal series of DOE-funded supply chain studies, NREL analysts reported on the trade-offs involved in manufacturing large volumes of wind technologies, while addressing cost, workforce, and logistics issues. All of this research is supported by NREL's outstanding research teams, tools, data, and facilities. A WETO-funded international wind energy field campaign, the American WAKE experimeNt (AWAKEN), has brought together experts from NREL, PNNL, and Sandia National Laboratories to create the world's most comprehensive set of high-resolution data on wind energy atmospheric phenomenon. This study could lead to more accurate predictions of losses from turbine-to-turbine wake interactions, eventually helping wind plants capture more energy and operators save millions of dollars. In addition, NREL researchers developed testing, modeling, and analysis tools to improve the security of power grids by identifying wind power plant dynamic stability problems. A new Stochastic Soaring Raptor Simulator (SSRS) protects golden eagles from turbine encounters by predicting flight paths. This report provides more detail on these top achievements and other accomplishments made by NREL and its partners during FY 2022 (between October 1, 2021, and September 30, 2022).

Herbaceous Feedstock 2022 State of Technology Report

The U.S. Department of Energy promotes production of advanced liquid transportation fuels from lignocellulosic biomass by funding fundamental and applied research that advances the state of technology (SOT). As part of its involvement in this mission, Idaho National Laboratory completes an annual SOT report for nth-plant and 1st-plant herbaceous biomass feedstock logistics. The purpose of the SOT is to provide the status of feedstock supply system technology development for herbaceous biomass to biofuels relative to technical targets and cost goals from specific design cases, based on data and experimental results. Although conventional feedstock supply systems form the backbone of the emerging biofuels industry, they have limitations that restrict widespread implementation on a national scale. To meet the demands of the future industry, the feedstock supply system must shift from the conventional system to what has been termed “advanced” supply systems. In advanced designs, a distributed network of aggregation and processing centers, termed “depots,” are employed near the points of biomass production (i.e., the field or forest) to reduce feedstock variability and produce feedstocks of a uniform format, moving toward biomass commoditization. The 2022 Herbaceous SOT is part of a vision of achieving an implemented advanced feedstock supply system, which produces a stable, tradable commodity at the decentralized distributed depot. It utilizes feedstock fractionation by incorporating technologies that can separate the biomass into its anatomical fractions (leaves, husks, stems and cobs) to reduce impurities and produce fractions that satisfy downstream quality considerations. By using a series of air classification steps, this strategy can reduce the extrinsic ash in corn stover and produce enriched tissue fractions that can be blended to a conversion specification or converted individually in optimized biochemical conversion campaigns. Additionally, a majority of the leaves (which do not meet the quality specification) are separated out early and can be supplied to alternate markets. The 2022 Herbaceous SOT incorporates an advanced biomass fractionation and processing system to produce pellets enriched tissues from three-pass corn stover. The resulting enriched pellets are delivered to the biorefinery individually where they can be blended to a specification or converted in campaigns where the conditions are optimized for each tissue. Unused fractions can be sent to a a midstream market or to a different conversion process that is better suited to their properties to offset the cost of the delivered feedstock. The main benefits from the proposed system can be summarized as: (1) $6.86/dry ton (2016$) lower cost for the air classification due to elimination of the requirement to discard the high ash lights fraction; (2) $1.56/dry ton lower delivered cost by selling the unsuitable leaf fraction into the feed market as a midstream co-product (assuming a selling price that is 11% higher than their cost of production); (3) 0.98% increase in carbohydrate content (from 60.16% to 61.14%); and (4) 0.97% decrease in ash content (from 6.00% to 5.03%) compared to the 2021 Herbaceous SOT. Overall, the 2022 nth-plant Herbaceous SOT predicts a modeled delivered feedstock cost of $78.64/dry ton (2016$) if it is assumed that the enriched leaf fraction is sold at its production cost; this is a slight increase of $0.43/dry ton increase from the 2021 Herbaceous SOT nth-Supply case cost. The increased cost derived from a $0.38/dry ton increase in transportation and handling cost to procure more biomass (to replace the enriched leaf fraction that was not delivered to the biorefinery. The total preprocessing cost was $0.27/dry ton higher than the 2021 result because of updates to energy consumption, purchasing price and dry matter loss data for the rotary shear ($3.00/dry ton increase) and the pelleting mill ($4.52/dry ton increase). The data utilized were generated in pilot-scale tests in the Biomass Feedstock National User Facility (BFNUF) at INL and at Forest Concepts, including tests for rotary shear and pelleting of the air classified fractions. A greenhouse gas emissions analysis was performed by Argonne National Laboratory using the most up to date version of the Greenhouse Gases, Regulated Emissions, and Energy use in Transportation model (GREET®). The analysis showed an increase of 17.34 kg CO2e/dry ton from the 2021 SOT (67.71 kg CO2e/ton in the 2021 Herbaceous SOT to 85.05 kg CO2e/ton in the 2022 Herbaceous SOT). The net increase is primarily attributed to increased energy consumption in pelleting mill.

Evaluation of FluSight influenza forecasting in the 2021–22 and 2022–23 seasons with a new target laboratory-confirmed influenza hospitalizations

Accurate forecasts can enable more effective public health responses during seasonal influenza epidemics. For the 2021–22 and 2022–23 influenza seasons, 26 forecasting teams provided national and jurisdiction-specific probabilistic predictions of weekly confirmed influenza hospital admissions for one-to-four weeks ahead. Forecast skill is evaluated using the Weighted Interval Score (WIS), relative WIS, and coverage. Six out of 23 models outperform the baseline model across forecast weeks and locations in 2021–22 and 12 out of 18 models in 2022–23. Averaging across all forecast targets, the FluSight ensemble is the 2nd most accurate model measured by WIS in 2021–22 and the 5th most accurate in the 2022–23 season. Forecast skill and 95% coverage for the FluSight ensemble and most component models degrade over longer forecast horizons. In this work we demonstrate that while the FluSight ensemble was a robust predictor, even ensembles face challenges during periods of rapid change.

For visitors, the survey focused on whether they would consider alternatives to rental cars if such options were available. Ultimately, survey results will inform the development of sustainable transportation strategies for the island. ## Data Collection Agency NREL and the Kauai Office of Economic Development conducted the study as part of the U.S. Department of Energy's Energy Transitions Initiative Partnership Project. ## Survey Methodology The survey was conducted July—October 2022. Respondents were recruited via direct email invitation, a press release on the Kauai County website and Facebook page, and posters at community outreach events. ## Survey Records, Data, and Documentation Survey records include 1,437 participants.
