The non-Federal oceanographic community: An overview

A portion of the broad domestic non-Federal oceanographic community that represents a potential market for satellite remote sensor derived oceanographic data and/or marine environmental information is presented. The overview consists of listings of individuals and/or organizations who have used, or are likely to use such data or information for scientific research, offshore engineering purposes, marine resources exploration and utilization, marine related operational applications, or coastal zone management.

Application of intelligent systems to wind tunnel test facilities

An approach to the application of intelligent-systems technology to the wind tunnel facilities at NASA Ames Research Center is outlined. To help fulfill the long-range goals of improving data quality and increasing personnel efficiency and management effectiveness, three major areas of intelligent systems application are recommended. The available state-of-the-art technology for developing the proposed systems is reviewed including the application of commercial software packages. The initial tasks and effort to develop these systems are recommended. A prototype expert system for selection of internal strain-gage balances has been built and is presented herein as an example model for the future systems.

Early-EOS data and information system

NASA's Earth Observing System (EOS), an integral part of the U.S. Global Change Research Program, will provide simultaneous observations from a suite of instruments in low-earth orbit. The EOS Data and Information System (EOSDIS) will handle the data from those instruments, as well as provide access to observations and related information from other earth science missions. The Early-EOSDIS Program will provide initial improved support for global change research by building upon present capabilities and data, and will establish a working prototype EOSDIS for selected archiving, distribution, and information management functions by mid-1994.

MRM Evaluation Research Program

This is an interim report on the current output of the MRM evaluation research program. During 1998 this research program has used new and existing data to create an important tool for the development and improvement of "maintenance resource management" (MRM). Thousands of surveys completed by participants in airline MRM training and/or behavior change programs have, for the first time, been consolidated into a panel of "MRM Attitudes and Opinion Profiles." These profiles can be used to compare the attitudes about decision making and communication in any given company at any stage in its MRM program with attitudes of a large sample of like employees during a similar period in their MRM involvement. This panel of comparison profiles for attitudes and opinions is a tool to help audit the effectiveness of a maintenance human factors program. The profile panel is the first of several tools envisioned for applying the information accumulating in MRM databases produced as one of the program's long range objectives.

MODIS Snow and Ice Products from the NSIDC DAAC

The National Snow and Ice Data Center (NSIDC) Distributed Active Archive Center (DAAC) provides data and information on snow and ice processes, especially pertaining to interactions among snow, ice, atmosphere and ocean, in support of research on global change detection and model validation, and provides general data and information services to cryospheric and polar processes research community. The NSIDC DAAC is an integral part of the multi-agency-funded support for snow and ice data management services at NSIDC. The Moderate Resolution Imaging Spectroradiometer (MODIS) will be flown on the first Earth Observation System (EOS) platform (AM-1) in 1998. The MODIS Instrument Science Team is developing geophysical products from data collected by the MODIS instrument, including snow and ice products which will be archived and distributed by NSIDC DAAC. The MODIS snow and ice mapping algorithms will generate global snow, lake ice, and sea ice cover products on a daily basis. These products will augment the existing record of satellite-derived snow cover and sea ice products that began about 30 years ago. The characteristics of these products, their utility, and comparisons to other data set are discussed. Current developments and issues are summarized.

CM and DM in an ISO R and D Environment

ISO 9000 - a common buzz word in industry is making inroads to government agencies. The National Aeronautics and Space Agency (NASA) achieved ISO 9001 certification at each of its nine (9) Centers and Headquarters in 1998-1999. NASA Glenn Research Center (GRC) was recommended for certification in September 1999. Since then, each of the Centers has been going through the semi-annual surveillance audits. Growing out of the manufacturing industry, successful application of the international quality standard to a research and development (R&D) environment has had its challenges. This paper will address how GRC applied Configuration Management (CM) and Data (or Document) Management (DM) to meet challenges to achieve ISO certification. One of the first challenges was to fit the ISO 9001-1994 elements to the GRC environment. Some of the elements fit well-Management Responsibility (4.1), Internal Audits (4.17), Document and Data Control (4.5). Other elements were not suited or applied easily to the R&D environment-Servicing (4.19), Statistical Techniques (4.20). Since GRC "builds" only one or two items at a time, these elements were considered not applicable to the environment.

Integrating Safety in the Aviation System: Interdepartmental Training for Pilots and Maintenance Technicians

The study of human factors has had a decisive impact on the aviation industry. However, the entire aviation system often is not considered in researching, training, and evaluating human factors issues especially with regard to safety. In both conceptual and practical terms, we argue for the proactive management of human error from both an individual and organizational systems perspective. The results of a multidisciplinary research project incorporating survey data from professional pilots and maintenance technicians and an exploratory study integrating students from relevant disciplines are reported. Survey findings suggest that latent safety errors may occur during the maintenance discrepancy reporting process because pilots and maintenance technicians do not effectively interact with one another. The importance of interdepartmental or cross-disciplinary training for decreasing these errors and increasing safety is discussed as a primary implication.

Traffic Flow Management and Optimization

This talk will present an overview of Traffic Flow Management (TFM) research at NASA Ames Research Center. Dr. Rios will focus on his work developing a large-scale, parallel approach to solving traffic flow management problems in the national airspace. In support of this talk, Dr. Rios will provide some background on operational aspects of TFM as well a discussion of some of the tools needed to perform such work including a high-fidelity airspace simulator. Current, on-going research related to TFM data services in the national airspace system and general aviation will also be presented.
