V-INT: Automated Vulnerability Intelligence and Risk Assessment

The project team, including the University of Arkansas (UA) as the lead, the University of Arkansas at Little Rock (UALR), Network Perception (NP), and Bastazo, has successfully researched, developed, and demonstrated the V-INT toolset, and also integrated it into the commercial products of NP (i.e., NP-View) and Bastazo (i.e., Spartan). The end product is a cybersecurity software tool for energy utilities that can automatically assess the risks of software vulnerabilities in an organization’s assets considering the organization’s firewall policies. It allows security operators to identify the small portion of vulnerabilities that poses true threats to their system (i.e., those that are not protected by firewall policies) and prioritize the mitigation of these vulnerabilities to minimize risks. It also allows security operators to identify the vulnerability-induced attack paths under their organization’s firewall policy, providing effective decision supports for mitigating potential attacks.

Modeling and Detection of Future Cyber-Enabled DSM Data Attacks

Demand-Side Management (DSM) is an essential tool to ensure power system reliability and stability. In future smart grids, certain portions of a customer’s load usage could be under the automatic control of a cyber-enabled DSM program, which selectively schedules loads as a function of electricity prices to improve power balance and grid stability. In this scenario, the security of DSM cyberinfrastructure will be critical as advanced metering infrastructure and communication systems are susceptible to cyber-attacks. Such attacks, in the form of false data injections, can manipulate customer load profiles and cause metering chaos and energy losses in the grid. The feedback mechanism between load management on the consumer side and dynamic price schemes employed by independent system operators can further exacerbate attacks. To study how this feedback mechanism may worsen attacks in future cyber-enabled DSM programs, we propose a novel mathematical framework for (i) modeling the nonlinear relationship between load management and real-time pricing, (ii) simulating residential load data and prices, (iii) creating cyber-attacks, and (iv) detecting said attacks. In this framework, we first develop time-series forecasts to model load demand and use them as inputs to an elasticity model for the price-demand relationship in the DSM loop. This work then investigates the behavior of such a feedback loop under intentional cyber-attacks. We simulate and examine load-price data under different DSM-participation levels with three types of random additive attacks: ramp, sudden, and point attacks. We conduct two investigations for the detection of DSM attacks. The first studies a supervised learning approach, with various classification models, and the second studies the performance of parametric and nonparametric change point detectors. Results conclude that higher amounts of DSM participation can exacerbate ramp and sudden attacks leading to better detection of such attacks, especially with supervised learning classifiers. We also find that nonparametric detection outperforms parametric for smaller user pools, and random point attacks are the hardest to detect with any method.

It's Not Just About the Megawatts - ARC Industry Forum, The Future of Power Generation

As the world transitions to less carbon intensive energy portfolios, much of the attention understandably centers on generating capacity – replacing megawatts of fossil fuel with megawatts of solar, wind, nuclear, hydroelectric, hydrogen, and more. The actual operation of a reliable grid needs more than just megawatts though: adequate quantities of a portfolio of essential reliability services; flexible and capable power delivery systems; governance to operate in 5-10 minute intervals, forecast hourly, and plan and build on a generational time horizon; and dependable and secure communications. We can choose our fuel mix for climate reasons, but the grid itself and the society that relies upon it impose constraints on those choices that we ignore at our peril.

A python package for analyzing Resilience of Complex Systems (pyRoCS) v.0.0

SAND2024-01040O PyRoCS software synthesizes mathematical equations from several domains—including information theory, ecology, and engineering sciences—to support resilience analysis for complex systems. Resilience is the ability of the complex system being analyzed to withstand, operate through, and recover from a disruption. The complex system can be a physical system such as an electric grid, an organization such as a company, or even a subfunction of an organization. Existing mathematical equations for resilience analysis are found within multiple domains including information theory, biological sciences, and complex systems. This package synthesizes and refactors equations from these various domains to make them more generalizable for application across different types of complex systems relevant for resilience analysis. Users will be able to apply these equations to characterize different components of complex systems based on available data. NRAP-Open-IAM Analytical Reservoir Model: Development and Testing

Geological carbon sequestration (GCS) is a key technology for reducing global carbon dioxide (CO 2 ) emissions. Over the last decade, the U.S. Department of Energy has invested in understanding the science base, developing practical implementation methods, and demonstrating secure GCS technologies to mitigate the environmental impacts associated with the atmospheric release of CO 2 . As part of the National Risk Assessment Partnership, a systems-level risk assessment tool, called the NRAP-Open-IAM, has been developed to conduct risk assessment and enable safe operations at a GCS site. The current NRAP-Open-IAM contains a simple reservoir model component that calculates the evolution of CO 2 saturation and fluid pressure in a storage reservoir during CO 2 injection operations. This report presents the development and testing of a new analytical reservoir reduced-order model (ROM), which is extended from an existing semi-analytical model for estimation of CO 2 and brine leakage along legacy wells, and enhances the capability of the NRAP-Open-IAM to simulate more types of reservoir conditions. The developed model is validated against three reference studies, and the results indicate that the new ROM predicts the behavior of the two-phase fluids (brine and injected CO 2 ) well and is applicable to different reservoir simulation boundary conditions (i.e., constant pressure boundary and infinite-acting boundary) without a priori user specification of the boundary type. Sensitivity analysis for a set of model parameters is performed using 4,000 synthetic cases prepared via a fully automated process and using machine-learning-based feature selection. The stochastic analysis identifies gravitational number (i.e., ratio of gravitational forces to viscous force) and distance between the injection well and observation location as the most impactful parameters for matching the pressure and CO 2 saturation, respectively, between the numerical simulations and the ROM. This report details the possible ROM uncertainties and serves as a guide for users to understand the use and limitations of this ROM. The code implementation of the model will be released as a module within the NRAP-Open-IAM.

Cybersecurity and Digital Components: Supply Chain Deep Dive Assessment

The report “America’s Strategy to Secure the Supply Chain for a Robust Clean Energy Transition” lays out the challenges and opportunities faced by the United States in the energy supply chain as well as the federal government plans to address these challenges and opportunities. It is accompanied by several issue-specific deep dive assessments, including this one, in response to Executive Order 14017 “America’s Supply Chains,” which directs the Secretary of Energy to submit a report on supply chains for the energy sector industrial base. The Executive Order is helping the federal government to build more secure and diverse U.S. supply chains, including energy supply chains. As the energy sector has become more globalized and increasingly complex, digitized, and even virtualized, its supply chain risk for digital components – the software, virtual platforms and services, and data – in energy systems has evolved and expanded. All digital components in U.S. energy sector systems are vulnerable and may be subject to cyber supply cha in risks stemming from a variety of threats, vulnerabilities, and impacts. This includes digital components in all systems within the ESIB, namely those systems operated by asset owners across different energy subsectors (e.g., electricity, oil and natural gas, and renewables) and the systems operated by a worldwide industrial complex with capabilities to perform research and development and design, produce, operate, and maintain energy sector systems, subsystems, components, or parts to meet U.S. energy requirements. Supply chain risks for digital components including software, virtual platforms and services, and data have grown in recent years as increasingly sophisticated cyber adversaries have targeted exploiting vulnerabilities in these digital assets. Supply chain risks for digital components in energy sector systems will continue to evolve and likely increase as these systems are increasingly interconnected, digitized, and remotely operated.

Hyperspectral Detail Meets Radiometric Accuracy: A Foundational Reflected Solar Capability for the Coming Decade

Hyperspectral Earth-reflected solar measurements contain rich, detailed information about clouds, aerosols, and the atmosphere. This information compounds when paired with high, SI-traceable radiometric accuracy. Unlike spectral resolution, which can be resampled to coarser spectral resolutions, radiometric accuracy cannot be recovered once a measurement is made, making the choice to invest in this capability now a decision with lasting consequences for the climate record. CLARREO Pathfinder is demonstrating that this combination of hyperspectral sampling and benchmark-quality accuracy is achievable today, but no follow-on mission is currently planned within NASA's Earth Science Division portfolio, and the recent cancellation of the European Space Agency TRUTHS mission has heightened the urgency of sustaining this capability. We recommend prioritizing investment in a follow-on to CLARREO Pathfinder, along with dedicated support for the science community to fully exploit these measurements. This capability would reduce long-standing uncertainties in cloud feedback, aerosol forcing, and global energy imbalance, while providing a degradation-resistant, gap-resilient calibration foundation for the broader Earth observing system. Building on flight-proven technology and an engaged science community, this is a near-term, fiscally realistic opportunity to secure a foundational Earth observation capability for the coming decade.
