An On-line Technology Information System (OTIS) for Advanced Life Support

OTIS is an on-line communication platform designed for smooth flow of technology information between advanced life support (ALS) technology developers, researchers, system analysts, and managers. With pathways for efficient transfer of information, several improvements in the ALS Program will result. With OTIS, it will be possible to provide programmatic information for technology developers and researchers, technical information for analysts, and managerial decision support. OTIS is a platform that enables the effective research, development, and delivery of complex systems for life support. An electronic data collection form has been developed for the solid waste element, drafted by the Solid Waste Working Group. Forms for other elements (air revitalization, water recovery, food processing, biomass production and thermal control) will also be developed, based on lessons learned from the development of the solid waste form. All forms will be developed by consultation with other working groups, comprised of experts in the area of interest. Forms will be converted to an on-line data collection interface that technology developers will use to transfer information into OTIS. Funded technology developers will log in to OTIS annually to complete the element- specific forms for their technology. The type and amount of information requested expands as the technology readiness level (TRL) increases. The completed forms will feed into a regularly updated and maintained database that will store technology information and allow for database searching. To ensure confidentiality of proprietary information, security permissions will be customized for each user. Principal investigators of a project will be able to designate certain data as proprietary and only technical monitors of a task, ALS Management, and the principal investigator will have the ability to view this information. The typical OTIS user will be able to read all non-proprietary information about all projects.Interaction with the database will occur over encrypted connections, and data will be stored on the server in an encrypted form. Implementation of OTIS will initiate a community-accessible repository of technology development information. With OTIS, ALS element leads and managers will be able to carry out informed technology selection for programmatic decisions. OTIS will also allow analysts to make accurate evaluations of technology options. Additionally, the range and specificity of information solicited will help educate technology developers of program needs. With augmentation, OTIS reporting is capable of replacing the current fiscal year-end reporting process. Overall, the system will enable more informed R&TD decisions and more rapid attainment of ALS Program goals.

Photogrammetry of Apollo 15 photography, part C

In the Apollo 15 mission, a mapping camera system and a 61 cm optical bar, high resolution panoramic camera, as well as a laser altimeter were used. The panoramic camera is described, having several distortion sources, such as cylindrical shape of the negative film surface, the scanning action of the lens, the image motion compensator, and the spacecraft motion. Film products were processed on a specifically designed analytical plotter.

A case study in technology utilization: Industrial products and practices

In pursuit of such missions as Apollo, the National Aeronautics and Space Administration has called into being unique equipment that obviously has little direct application beyond the achievement of mission objectives. Yet, to assume that further direct application of space program hardware is somehow a measure of the industrial benefits accruing to the nation is to misunderstand how the creation of new technology affects modern industrial capability. This document presents a profile of the significant ways in which technological developments in response to aerospace mission requirements have been coupled into industrial practice, with the result being that improved products and processes are now being utilized to benefit the nation.

Are large time differences in meteorite formation real

Considerations are given concerning the interpretation of the results of two types of cosmochronological dating in order to examine the validity of the conclusions inferred from these results that the time intervals between the formation of various meteorite samples are very great. It is theorized that the isotopic differences between Angra dos Reis and other basaltic achondrites may be due to real fluctuations between the relative abundances of s-process and r-process nucleosynthesis products at a level delta about 0.001.

Cost-effectiveness of integrated analysis/design systems /IPAD/ An executive summary. II

Evaluation of the cost-effectiveness of integrated analysis/design systems with particular attention to Integrated Program for Aerospace-Vehicle Design (IPAD) project. An analysis of all the ingredients of IPAD indicates the feasibility of a significant cost and flowtime reduction in the product design process involved. It is also concluded that an IPAD-supported design process will provide a framework for configuration control, whereby the engineering costs for design, analysis and testing can be controlled during the air vehicle development cycle.

Computer mapping of LANDSAT data for environmental applications

The author has identified the following significant results. Land cover overlays and maps produced from LANDSAT are providing information on existing land use and resources throughout the 208 study area. The overlays are being used to delineate drainage areas of a predominant land cover type. Information on cover type is also being combined with other pertinent data to develop estimates of sediment and nutrients flows from the drainage area. The LANDSAT inventory of present land cover together with population projects is providing a basis for developing maps of anticipated land use patterns required to evaluate impact on water quality which may result from these patterns. Overlays of forest types were useful for defining wildlife habitat and vegetational resources in the region. LANDSAT data and computer assisted interpretation was found to be a rapid cost effective procedure for inventorying land cover on a regional basis. The entire 208 inventory which include acquisition of ground truth, LANDSAT tapes, computer processing, and production of overlays and coded tapes was completed within a period of 2 months at a cost of about 0.6 cents per acre, a significant improvement in time and cost over conventional photointerpretation and mapping techniques.

Preparation of zinc orthotitanate

Use of decomposable precursors to enhance zinc oxide-titanium dioxide reaction and rapid fixing results in rapid preparation of zinc orthotitanate powder pigment. Preparation process allows production under less stringent conditions. Elimination of powder grinding results in purer that is less susceptible to color degradation.

Technology transfer and other public policy implications of multi-national arrangements for the production of commercial airframes

A study to examine the question of technology transfer through international arrangements for production of commercial transport aircraft is presented. The likelihood of such transfer under various representative conditions was determined and an understanding of the economic motivations for, effects of, joint venture arrangements was developed. Relevant public policy implications were also assessed. Multinational consortia with U.S. participation were focused upon because they generate the full range of pertinent public issues (including especially technology transfer), and also because of recognized trends toward such arrangements. An extensive search and analysis of existing literature to identify the key issues, and in-person interviews with executives of U.S. and European commercial airframe producers was reviewed. Distinctions were drawn among product-embodied, process, and management technologies in terms of their relative possibilities of transfer and the significance of such transfer. Also included are observations on related issues such as the implications of U.S. antitrust policy with respect to the formation of consortia and the competitive viability of the U.S. aircraft manufacturing industry.

Insight is provided toward the development of an optimal program for investment analysis of project proposals offering commercial potential and its components. This involves a critique of economic investment criteria viewed in relation to requirements of engineering economy analysis. An outline for a systems approach to project analysis is given Application of the Leontief input-output methodology to analysis of projects involving multiple processes and products is investigated. Effective application of elements of neoclassical economic theory to investment analysis of project components is demonstrated. Patterns of both static and dynamic activity levels are incorporated.
