Distribution System Blackstart and Restoration Using DERs and Dynamically Formed Microgrids

Extreme weather events have led to long-duration outages in the distribution system (DS), necessitating novel approaches to blackstart and restore the system. Existing blackstart solutions utilize blackstart units to establish multiple microgrids (MGs), sequentially energize non-blackstart units, and restore loads. However, these approaches often result in isolated MGs. In DERs-aided blackstart, the continuous operation of these MGs is limited by the finite energy capacity of commonly used blackstart units like battery energy storage (BES)-based gridforming inverters (GFMIs). To address this issue, this article proposes a holistic blackstart and restoration framework that incorporates synchronization between dynamic MGs and the entire DS with the transmission grid (TG). To support synchronization, we leveraged virtual synchronous generator-based control for GFMIs to estimate their frequency response to load pick-up events using only initial/final quasi-steady-state points. Subsequently, a synchronization switching condition is developed to model synchronizing switches, aligning them seamlessly with a linearized branch flow problem. Finally, we designed a bottomup blackstart and restoration framework that considers the switching structure of the DS, energizing/synchronizing switches, DERs with grid-following inverters, and BES-based GFMIs with frequency security constraints. In conclusion, the proposed framework is validated in IEEE-123-bus system, considering cases with two and four GFMIs under various TG recovery instants.

Landfalling Droughts: Global Tracking of Moisture Deficits From the Oceans Onto Land

Abstract Droughts threaten food, energy, and water security, causing death and displacement of millions of people and billions of dollars in damages. However, there are still important gaps in the understanding of drought mechanisms and behaviors, inhibiting the accuracy of early‐warning systems designed to protect communities worldwide. We use an object‐tracking algorithm to track clusters of precipitation‐minus‐evaporation moisture deficits across land and ocean areas of the globe from 1981–2018. This analysis reveals a new type of “landfalling drought” that originates over the ocean and “migrates” onto land. We find that 16% of droughts that affected the continents worldwide from 1981–2018 were landfalling droughts. These droughts were significantly larger (220–425%) and more intense (4–30%)—and grew (253–285%) and intensified (9–28%) faster—than droughts that developed solely over the land or ocean. To identify potential underlying mechanisms, we analyze moisture transport associated with landfalling droughts over western North America. We find that landfalling droughts in this region are associated with anomalously anticyclonic atmospheric pressure patterns that reduce moisture fluxes over the Pacific Ocean toward the continent. By advancing understanding of the spatiotemporal evolution of droughts, our findings offer the potential to improve seasonal‐scale prediction and long‐term projection of global drought risks.

Comparison of simulated and experimentally measured detector impulse responses to pulsed x-rays

The Gamma Array Simulation Toolkit (GAST) is a multi-physics software stack comprised of Geant4, MATLAB, and experimentally measured photomultiplier tube (PMT) impulse response waveforms that is used to model and inform the end-toend performance of radiation detector systems. In order to validate the ability of GAST to predict the impulse response of a modeled detector configuration operated in current mode, experimental measurements using the Nevada National Security Site Transformational Diagnostics and Imaging 2 MeV endpoint energy electron linear accelerator (linac) with a tungsten target were performed. Seven different detector configurations consisting of unique combinations of scintillator material, size, reflectivity conditions, presence or absence of light guide, and PMT were evaluated. The resultant impulse response of each detector configuration was recorded and compared to a GAST simulation that emulated the respective linac experiment conditions. The comparison of the experimental and simulated detector impulse responses indicated that GAST can reliably predict detector impulse responses.

Bayesian GAN-Based False Data Injection Attack Detection in Active Distribution Grids With DERs

Advancements in information and communication technologies have revolutionized monitoring and control capabilities within smart grids. However, it also brings new vulnerabilities to data acquisition systems and state estimation functions, which attackers can subtly tamper with the measurement data through compromising the communication network. Moreover, the high penetration of renewable energy sources with the inherited characteristics of uncertainty and variability further complicates the design of effective intrusion detection systems. In this paper, a Bayesian deep learning-based approach is developed to detect cyber attacks and maintain the security of smart grids. Our method specifically addresses the prevalent issue of imbalanced data in real power systems, which arises from the predominance of normal system operations over compromised or attacked states. Employing a novel Bayesian GAN-based technique, our approach successfully discriminates between secure and compromised measurement data, even in scenarios with significant data imbalance. Furthermore, the proposed method accommodates various practical application factors, ensuring accurate intrusion detection despite the presence of measurement noise. The feasibility and effectiveness of the proposed detection mechanism are validated by testing on IEEE 13-node and 123-node test systems. Simulation results and comparisons with literature methods demonstrate the superiority of proposed cybersecurity solutions.

Ultra Wide Bandgap Laser Addressable Photoconductors

Wide Band Gap (WBG) and Ultra Wide Band Gap (UWBG) photoconductors have the potential to meet several critical mission needs for LLNL and the broader USG due to their exceptional characteristics related to large critical electric field. In particular, high energy laser systems such as the National Ignition Facility would benefit from the development of new materials for active optical devices such as the Optically Addressable Light Valve (OALV) used in the Programmable Spatial Shaper System. Missions in Global Security would benefit from higher performance Photoconductive Semiconductor Switches for pulsed power and radiofrequency amplifiers. This project examined the suitability of both commercially available and custom synthesized semi insulating WBG and UWBG materials for several of these applications. We developed high laser damage threshold OALVs for optical systems based on several of these materials as well as new RF, pulsed power, and power electronics devices based on the same. These devices show superior power handling in terms of laser damage threshold, electric field, and power output. A number of the technologies developed have been transitioned to both internal and external customers.

Consequence and Resilience Modeling for Chemical Supply Chains

The U.S. chemical sector produces more than 70,000 chemicals that are essential material inputs to critical infrastructure systems, such as the energy, public health, and food and agriculture sectors. Disruptions to the chemical sector can potentially cascade to other dependent sectors, resulting in serious national consequences. To address this concern, the U.S. Department of Homeland Security (DHS) tasked Sandia National Laboratories to develop a predictive consequence modeling and simulation capability for global chemical supply chains. This paper describes that capability , which includes a dynamic supply chain simulation platform called N_ABLE(tm). The paper also presents results from a case study that simulates the consequences of a Gulf Coast hurricane on selected segments of the U.S. chemical sector. The case study identified consequences that include impacted chemical facilities, cascading impacts to other parts of the chemical sector. and estimates of the lengths of chemical shortages and recovery . Overall. these simulation results can DHS prepare for and respond to actual disruptions.

The Jupiter High-240 Experiment

The Jupiter High-240 experiment was performed in May of 2019 by researchers from Los Alamos National Laboratory (LANL) at the National Criticality Experiments Research Center (NCERC) in the Device Assembly Facility (DAF) located at the Nevada National Security Site (NNSS). This experiment has previously been mentioned briefly in prior publication related to a collaborative effort with the Japan Atomic Energy Agency (JAEA) to assess lead void coefficients of reactivity in uranium- and plutonium-fueled systems with lead. This series of experiments supports JAEA’s research into the development of an accelerator driven transmutation system for spent nuclear fuel. The Jupiter High-240 experiment built upon the previous Jupiter experiment by incorporating plutonium fuel plates with higher 240 Pu content. Efforts to formally benchmark the original Jupiter experiment have continued for inclusion in the benchmark handbook of the International Criticality Safety Benchmark Evaluation Project (ICSBEP). Whereas there is much similarity between the two Jupiter experiments, there is a desire to also evaluate and benchmark this second experiment to further contribute towards the availability of lead-sensitive benchmarks. The components utilized in these two experiments have also been used to perform other subcritical and Rossi-α measurements.

Blockchain-Enabled Cyber-Secure Microgrid Control Using Consensus Algorithm

This paper proposes a distributed control method based on a consensus algorithm for distributed energy resources (DERs) using blockchain as a secure communication medium for cyber resilience. Each DER communicates with a local blockchain server that is maintained by the distributed ledger technology to allow for securely sharing local measurements among neighbouring assets to achieve the global control objectives, i.e., voltage and frequency regulation as well as accurate power sharing among the DERs, including collective grid-forming capability. To prove that the distributed control can retain system stability under a blockchain-induced variable communication delay, Lyapunov function-based stability analysis is carried out. This paper demonstrates the concept on an 11-bus test case developed in MATLAB Simulink, which has been modified from the IEEE 9-bus test case, to study dynamic operations of the five inverter-based DERs working with a blockchain-induced variable delay. The results validate the superior performance of the proposed control method, compared to heavily compromised operations of the other test cases without the security measure, affected by heavy communication delays and communication interruptions.

Radiation portal monitor data file format for comprehensive background radiation monitoring

Radiation portal monitors (RPMs) are widely used at border security checkpoints to detect the presence of radioactive materials in people, vehicles, and cargo. Typically, RPM detection systems consist of two pillars equipped with gamma and neutron detectors. To improve detection efficiency, RPMs employ techniques such as a limited energy window, dynamic alarm thresholds, and lead shielding. However, without continuous monitoring of background radiation, signal interpretation can be compromised, because environmental factors and mechanical failures can cause fluctuations. Here, we introduce a daily file format that logs gamma background and neutron background radiation levels continuously over a 24 h period; this format is different from traditional formats that record data only when the RPM is active or occupied. The approach enables RPM operators and analysts to (1) identify and diagnose malfunctioning components, (2) adjust system settings to account for dynamic environmental factors, and (3) use the recorded data to characterize outer space phenomena. Continuous background reporting is essential for identifying issues such as faulty connections, voltage divider failures, and errors in background updates. Continuous background reporting also enables the detection of external influences, including nearby X-ray scanners, temperature fluctuations, rainfall, cosmic radiation, and lunar phase changes. These data files are designed to be easily evaluated and parsed using common tools, and a quick review by an expert is often sufficient for problem diagnosis. We anticipate that continuous background radiation monitoring and these new strategies will significantly improve the accuracy and reliability of RPM systems, reducing the rate of false alarms and enhancing overall system performance.
