How to Create, and Sustain, R&D Leadership A blueprint for international collaboration

How the United States can compete in the twenty-first century is one of the most vexing challenges for policy makers and academics today. Many studies have shown that most impactful science and technology advances happen in open and diverse environments, under excellent research conditions, with sufficient funding. Since the end of World War II, the United States has been the most attractive country for open research and commercialization of new discoveries. This strategy—partly articulated in science administrator Vannevar Bush’s Endless Frontier report of 1945—leverages federal government investments in research and development (R&D) to enhance economic competitiveness and national security. The combination of a dynamic, open research ecosystem and world-leading science infrastructure provided an exciting work environment leading to groundbreaking discoveries, and propelled economic growth through the second half of the twentieth century.

Re-187, recycling r-process elements through stars, and the age of the Galaxy.

The enhanced beta-decay rate of ionized Re-187 in stars has been studied within the context of a detailed numerical model of the production of r-process elements and their recycling through stars during the course of galactic evolution. It is concluded that the enhanced decay rate does not significantly reduce the Re-Os chronometer age for the Galaxy. Consequently, the Re-187 beta-decay half-life and the Os-186/Os-187 neutron cross-section ratio remain as the significant uncertainties in this chronology. Unlike the uncertainties in other chronologies, both are amenable to laboratory measurements.

Safety management of a complex R&D ground operating system

Report discusses safety program implementation for large R&D operating system. Analytical techniques are defined and suggested as tools for identifying potential hazards and determining means to effectively control or eliminate hazards.

Safety management of a complex R and D ground operating system

A perspective on safety program management was developed for a complex R&D operating system, such as the NASA-Lewis Research Center. Using a systems approach, hazardous operations are subjected to third-party reviews by designated-area safety committees and are maintained under safety permit controls. To insure personnel alertness, emergency containment forces and employees are trained in dry-run emergency simulation exercises. The keys to real safety effectiveness are top management support and visibility of residual risks.

Uranium lines in the spectra of peculiar A stars - A search for recent r-process events

Uranium wavelengths in the spectra of Ap stars are studied to see if they give any indication of a recent r-process event. It is concluded that there is no credible evidence for an admixture of uranium-235 in these stars, which would imply such an event. The evidence, though negative, is badly confused by blending of lines, and a final judgement must wait for an observational clarification of the situation.

On the reality of a boundary in the H-R diagram between late-type stars with and without high temperature outer atmospheres

The Linsky-Haisch hypothesis (1979) that a boundary exists in the H-R diagram separating yellow giants from red giants and supergiants is tested. IUE 1150-2000 A low-resolution spectra of 10 stars chosen to constitute a reverse bias sample are presented and discussed. Despite the bias, weak C IV emission indicative of high-temperature plasma was observed in four of the six stars chosen to be probable red stars, while no C IV emission was detected in the four stars chosen to be yellows. In a second test using the entire sample of 39 stars, nearly all of the yellow giants and supergiants were found to have an emission feature at 1549 A, which is attributed to C IV. The large magnitude dispersion could be attributed to temporal or spatial variability, differing magnetic field strengths and geometries, or age-related effects during post-main-sequence evolution. It is concluded that the Linsky-Haisch transition region boundary is a real phenomenon.

HOST instrumentation R and D program overview

The HOST Instrumentation R&D program is focused on two categories of instrumentation. One category is that required to characterize the environment imposed on the hot section components of turbine engines. This category includes instruments for measuring gas flow, gas temperature, and heat flux. The second category is that for measuring the effect of the environment on the hot section components. This category includes strain measuring instruments and an optical system for viewing the interior of an operating combustor to detect cracks, buckling, carbon buildup, etc.

Microstructure And Weld Cracking In Inconel 718(R)

Theories on relationship between metallurgy and microfissuring confirmed. Report describes research on effects of microstructure on cracking of heat-affected zones of welds in Inconel 718(R) alloy. In experimental studies, specimens subjected to various combinations of time-varying thermal and mechanical stresses to simulate welding conditions and to identify physical and chemical effects causing microfissuring.
