NASA/Drexel program

The results are reported of the NASA/Drexel research effort which was conducted in two separate phases. The initial phase stressed exploration of the problem from the point of view of three primary research areas and the building of a multidisciplinary team. The final phase consisted of a clinical demonstration program in which the research associates consulted with the County Executive of New Castle County, Delaware, to aid in solving actual problems confronting the County Government. The three primary research areas of the initial phase are identified as technology, management science, and behavioral science. Five specific projects which made up the research effort are treated separately. A final section contains the conclusions drawn from total research effort as well as from the specific projects.

Reflectance of vegetation, soil, and water

The author has identified the following significant results. The majority of the rangelands of Hidalgo County, Texas are used in cow-calf operations. Continuous year-long grazing is practiced on about 60% of the acreage and some type of deferred system on the rest. Mechanical brush control is used more than chemical control. Ground surveys gave representative estimates for 15 vegetable crops produced in Hidalgo County. ERTS-1 data were used to estimate the acreage of citrus in the county. Combined Kubleka Munk and regression models, that included a term for shadow areas, gave a higher correlation of composite canopy reflectance with ground truth than either model alone.

Determination of points of entry for potential contaminants into limestone aquifers using thermal infrared imagery

Lineations were identified involving the application of ERTS imagery to geologic and hydrologic problems. Interpretation of the southwest Madison County area is discussed. The tracing of the Beech Grove lineament to the northern boundary of Madison County, Alabama raises the question of its relationship to the trend of lineations in southwestern Madison County. The use of thermography as an indication of soil moisture is reviewed. The effect of soil moisture on surface temperature and the relationship between soil moisture and ground water are examined.

Photomorphic mapping for land-use planning

A comparison of different land types based on their physical and environmental characteristics is seen as a useful, if not vital, element of land-use planning decisions. The use of the photomorphic-mapping technique is described in order to delineate and compare the different land types in Boulder County, Colorado, according to their constraints and values for agricultural and urban uses. Employing high-altitude color infrared aerial photography of Boulder County at a scale of 1:100,000, photomorphic areas were delineated according to similarities in pattern, tone, and texture on the photographs. The boundaries of the areas were checked and adjusted using information from thematic maps and sampling data. Constraints on specific land uses in the county could then be described on a regional basis using the photomorphic areas as a framework.

Practical applications of low, medium, and high altitude aircraft remote sensing data to land use planning

Remotely sensed data is gaining wider acceptance in land use planning activities because of several inherent advantages offered by the technology. Scope of applications have increased to meet planners broadening responsibilities and needs for more comprehensive and specific information in response to new legislative mandates. Specific data needs associated with the land use planning process are varied. To illustrate how remote sensing surveys can be designed to meet a variety of goals at several planning levels, specific examples of the use of remotely sensed data and analysis techniques in four planning oriented land use surveys are discussed. These examples illustrate the use of aerial photography at the state planning level in Maryland and county level in Jefferson Parish, Louisiana. Special applications of aerial photography are demonstrated by energy planning in San Bernardino County, California and water management planning in New Castle County, Delaware.

Automated image processing of LANDSAT 2 digital data for watershed runoff prediction

The U.S. Soil Conservation Service (SCS) model for watershed runoff prediction uses soil and land cover information as its major drivers. Kern County Water Agency is implementing the SCS model to predict runoff for 10,400 sq cm of mountainous watershed in Kern County, California. The Remote Sensing Unit, University of California, Santa Barbara, was commissioned by KCWA to conduct a 230 sq cm feasibility study in the Lake Isabella, California region to evaluate remote sensing methodologies which could be ultimately extrapolated to the entire 10,400 sq cm Kern County watershed. Digital results indicate that digital image processing of Landsat 2 data will provide usable land cover required by KCWA for input to the SCS runoff model.

Crop identification and area estimation by computer-aided analysis of Landsat data

This report describes the results of a study involving the use of computer-aided analysis techniques applied to Landsat MSS data for identification and area estimation of winter wheat in Kansas and corn and soybeans in Indiana. Key elements of the approach included use of aerial photography for classifier training, stratification of Landsat data and extension of training statistics to areas without training data, and classification of a systematic sample of pixels from each county. Major results and conclusions are: (1) Landsat data was adequate for accurate identification and area estimation of winter wheat in Kansas, but corn and soybean estimates for Indiana were less accurate; (2) computer-aided analysis techniques can be effectively used to extract crop identification information from Landsat MSS data, and (3) systematic sampling of entire counties made possible by computer classification methods resulted in very precise area estimates at county as well as district and state levels.

Area estimation of crops by digital analysis of Landsat data

The study for which the results are presented had these objectives: (1) to use Landsat data and computer-implemented pattern recognition to classify the major crops from regions encompassing different climates, soils, and crops; (2) to estimate crop areas for counties and states by using crop identification data obtained from the Landsat identifications; and (3) to evaluate the accuracy, precision, and timeliness of crop area estimates obtained from Landsat data. The paper describes the method of developing the training statistics and evaluating the classification accuracy. Landsat MSS data were adequate to accurately identify wheat in Kansas; corn and soybean estimates for Indiana were less accurate. Systematic sampling of entire counties made possible by computer classification methods resulted in very precise area estimates at county, district, and state levels.

Commercial Fishing Port Development in North Florida

The author has identified the following significant results. Seven major counties were examined: Escambia, Bay, Gulf, Franklin, Wakulla, Nassau, and Duval. Population and economic activity were reviewed, along with commercial fishing and port facilities. Recommendations for five northwest Florida counties were based on interpretation of aerial photographs, satellite imagery, an aerial survey site visit, and published data. Major needs in Pensacola included docking, ice supply, and net and engine repair services. Costs for additional docks, an ice plant, and gear storage were estimated at $3,658,600. Port users in Panama City identified additional docking and gear storage as primary needs, along with gear repair and a marine railway. Estimated costs for dock and gear storage were $2,860,000. Added docking, gear storage, and ice supply, as well as gear electronics and diesel repair were needed in Port St. Joe. Costs were calculated at $1,231,500. Franklin County has three ports (Apalachicola - $1,107,000 for docks and gear storage, Eastpoint - $420,000 for additional docks, and Carrabella - $2,824,100 for docks, gear storage, and ice plant).

Western energy related overhead monitoring project. Phase 2: Summary

Assistance by NASA to EPA in the establishment and maintenance of a fully operational energy-related monitoring system included: (1) regional analysis applications based on LANDSAT and auxiliary data; (2) development of techniques for using aircraft MSS data to rapidly monitor site specific surface coal mine activities; and (3) registration of aircraft MSS data to a map base. The coal strip mines used in the site specific task were in Campbell County, Wyoming; Big Horn County, Montana; and the Navajo mine in San Juan County, New Mexico. The procedures and software used to accomplish these tasks are described.

Environmental impact statement Space Shuttle advanced solid rocket motor program

The proposed action is design, development, testing, and evaluation of Advanced Solid Rocket Motors (ASRM) to replace the motors currently used to launch the Space Shuttle. The proposed action includes design, construction, and operation of new government-owned, contractor-operated facilities for manufacturing and testing the ASRM's. The proposed action also includes transport of propellant-filled rocket motor segments from the manufacturing facility to the testing and launch sites and the return of used and/or refurbished segments to the manufacturing site. Sites being considered for the new facilities include John C. Stennis Space Center, Hancock County, Mississippi; the Yellow Creek site in Tishomingo County, Mississippi, which is currently in the custody and control of the Tennessee Valley Authority; and John F. Kennedy Space Center, Brevard County, Florida. TVA proposes to transfer its site to the custody and control of NASA if it is the selected site. All facilities need not be located at the same site. Existing facilities which may provide support for the program include Michoud Assembly Facility, New Orleans Parish, Louisiana; and Slidell Computer Center, St. Tammany Parish, Louisiana. NASA's preferred production location is the Yellow Creek site, and the preferred test location is the Stennis Space Center.

The Parent Magmas of the Cumulate Eucrites: A Mass Balance Approach

The cumulate eucrite meteorites are gabbros that are related to the eucrite basalt meteorites. The eucrite basalts are relatively primitive (nearly flat REE patterns with La approx. 8-30 x CI), but the parent magmas of the cumulate eucrites have been inferred as extremely evolved (La to greater than 100 x CI). This inference has been based on mineral/magma partitioning, and on mass balance considering the cumulate eucrites as adcumulates of plagioclase + pigeonite only; both approaches have been criticized as inappropriate. Here, mass balance including magma + equilibrium pigeonite + equilibrium plagiociase is used to test a simple model for the cumulate eucrites: that they formed from known eucritic magma types, that they consisted only of magma + crystals in chemical equilibrium with the magma, and that they were closed to chemical exchange after the accumulation of crystals. This model is tested for major and Rare Earth Elements (REE). The cumulate eucrites Serra de Mage and Moore County are consistent, in both REE and major elements, with formation by this simple model from a eucrite magma with a composition similar to the Nuevo Laredo meteorite: Serra de Mage as 14% magma, 47.5% pigeonite, and 38.5% plagioclase; Moore County as 35% magma, 37.5% pigeonite, and 27.5% plagioclase. These results are insensitive to the choice of mineral/magma partition coefficients. Results for the Moama cumulate eucrite are strongly dependent on choice of partition coefficients; for one reasonable choice, Moama's composition can be modeled as 4% Nuevo Laredo magma, 60% pigeonite, and 36% plagioclase. Selection of parent magma composition relies heavily on major elements; the REE cannot uniquely indicate a parent magma among the eucrite basalts. The major element composition of Y-791195 can be fit adequately as a simple cumulate from any basaltic eucrite composition. However, Y-791195 has LREE abundances and La/Lu too low to be accommodated within the model using any basaltic eucrite composition and any reasonable partition coefficients. Postcumulus loss of incompatible elements seems possible. It is intriguing that Serra de Mage, Moore County, and Moama are consistent with the same parental magma; could they be from the same igneous body on the eucrite parent asteroid (4 Vesta)?

The Origin of Eucrites: An Experimental Perspective

The origin of eucrites has been the subject of debate. At issue is whether high-Mg# eucrites such as Sioux County are primitive or evolved liquids. We believe that the problem of the origin of eucrites is essentially solved. Problems associated with the petrogenesis of other achondrite groups remain, but the eucrites, taken as a whole, seem to present a clear and understandable story that we will present using experiments, analyses, and calculations. The two traditional eucrite groupings, the partial melting trend a.k.a. Stannem trend) and the fractional crystallization trend (a.k.a. Nuevo Laredo trend) have both been reproduced experimentally. The partial melting trend culminates in Sioux County. Sioux County is also an acceptable starting point for the fractional crystallization trend. The implication of these experimental results is that it is extremely difficult to relate the eucrites to diogenites, a group of pyroxene cumulates that conceivably could have crystallized from eucrite parent magmas.

Aeronautics Learning Laboratory for Science, Technology, and Research (ALLSTAR)

We finished the material development of Level 1, Level 2 and most of Level 3. We created three new galleries, one of streaming videos enabling the user to select his/her appropriate speed of Internet connectivity for better performance. The second gallery on NASA's X-series aircraft and the third is on F-series aircraft. We also completed the placement and activation of all thirteen kiosks. We added one more kiosk over the number suggested in the proposal at Baker Aviation High School - a Dade County Public School for special aviation programs. We felt that the goals of this school matched ALLSTAR's goals and that the placement of the kiosk would better help the local students become interested in the Aviation and Aeronautics field. We continue to work on the development of our "Teacher Resource Guide to ALLSTAR material" in which we tied our material into the national and Florida State standards. We finished the Florida Sunshine State standards, getting positive feedback from local and other educators who use the material on a regular basis. We had another successful workshop on October 29 th, 1997. We introduced the ALLSTAR website and kiosk to about twenty science and history teachers from Dade County Public Schools (DCPS). Most teachers were from middle schools, although we had some from elementary schools also. We provided several demonstrations of the ALLSTAR material to local schools in the Dade County Public Schools (DCPS) system. We used the ALLSTAR material with FIU's summer immersion program for FLAME students. This program includes a high number of minority students interested in science and engineering. We also presented the material at National Science Teachers Association (NSTA) and National Congress on Aviation and Space Education (NCASE) conferences and will be presenting the material at the Southeast Florida Aviation Consortium (SEFAC). We provided two on-site workshops in the NSTA conference with total attended of about 70 teachers. The BBS was converted to an on-line discussion forum with a unique section on Blacks in Aviation, Prime Technologies coordinated with NASA LaRC and the Teacher Resource Centers (TRCs) for scale-up of ALLSTAR and performed live demonstrations of the software in schools and at conventions.

NASA Master Teacher Re-Certification Program

Edward Waters College is submitting a final report covering the grant period from January 1999 - April 30, 2000. The Teacher re-certification program at Edward Waters College created a high quality professional development opportunity for middle and high school science teachers which will contribute to the improvement of science education and the use of innovation technologies in the classroom for years to come. The following goals and objectives were met and exceeded during the grant period. 1) A focused and relevant educational technology curriculum based on National Science Education Standard and state-of-the art educational resources that are accepted as one of the qualifications for re-certification in the scientific discipline in Duval County, Florida. 2) The program goal was to recertify 40 middle and high school science teachers over a two- year period. This goal was met and exceeded the projected number by recertifying over 80 middle and high school science and math teachers over a two-year period. 3) Teachers that were recertified were given an opportunity to public information that they developed on EWC's Web page or develop a web page of their own. Area schools were made aware of this information through various forms of communication with the teachers in Duval County School District, i.e., flyers sent from EWC to participants, school newspapers, word of mouth, etc. 4) A multimedia technology resource lab is available at EWC for use as a "Learning Lab" for class field trips by Duval County teachers.

Detection Of Tornado Damage Tracks With EOS Data

The damage surveys conducted by the NWS in the aftermath of a reported tornadic event are used to document the location of the tornado ground damage track (path length and width) and an estimation of the tornado intensity. This study explored the possibility of using near real-time medium and high-resolution satellite imagery from the NASA EOS satellites to provide additional information for the surveys. MODIS and ASTER data were used to study the damage tracks from three tornadic storms; the La Plata, Maryland storm of 28 April 2002 and the Carter-Butler Counties and Madison County Missouri storms of 24 April 2002. These storms varied in intensity (from F0-F4) and occurred over regions with different land use. It was found that, depending on the nature of land use, tornado damage tracks from intense storms (F2 or greater) may be evident in both ASTER and MODIS satellite imagery. In areas of dense vegetation the scar patterns show up very clearly, while in areas of grassland and regions with few trees, scar patterns are not at all obvious in the satellite imagery. The detection of previously unidentified segments of a damage track caused by the 24 April 2004 Madison County, Missouri tornado demonstrates the utility of satellite imagery for damage surveys. However, the capability to detect tornado tracks in satellite imagery appears to be as much dependent on the nature of the underlying surface and land use as on the severity of the tornadic storm. The imaging sensors on the NPOESS operational satellites to be launched in 2006 will continue the unique observing capabilities of the EOS instruments.
