The Partnership: a History of the Apollo-Soyuz Test Project

Correspondance, interviews, official documents, and other published materials were used to trace the evolution of the Apollo Soyuz Test Project from the initial proposal for international cooperation in space use and exploration until the successful completion of the joint Soviet-American mission. Conceptual drawings of proposed docking modules and mechanisms are presented and dicussed. Black and white photographs taken during mission planning and in-flight activities are included with color photographs of the earth taken during the mission. Joint meetings are summarized and the scientific experiments and launch vehicles are discussed in the appendices.

Applications of thermal energy storage to process heat and waste heat recovery in the iron and steel industry

The system identified operates from the primary arc furnace evacuation system as a heat source. Energy from the fume stream is stored as sensible energy in a solid medium (packed bed). A steam-driven turbine is arranged to generate power for peak shaving. A parametric design approach is presented since the overall system design, at optimum payback is strongly dependent upon the nature of the electric pricing structure. The scope of the project was limited to consideration of available technology so that industry-wide application could be achieved by 1985. A search of the literature, coupled with interviews with representatives of major steel producers, served as the means whereby the techniques and technologies indicated for the specific site are extrapolated to the industry as a whole and to the 1985 time frame. The conclusion of the study is that by 1985, a national yearly savings of 1.9 million barrels of oil could be realized through recovery of waste heat from primary arc furnace fume gases on an industry-wide basis. Economic studies indicate that the proposed system has a plant payback time of approximately 5 years.

Ion beam technology applications study

Specific perceptions and possible ion beam technology applications were obtained as a result of a literature search and contact interviews with various institutions and individuals which took place over a 5-month period. The use of broad beam electron bombardment ion sources is assessed for materials deposition, removal, and alteration. Special techniques examined include: (1) cleaning, cutting, and texturing for surface treatment; (2) crosslinking of polymers, stress relief in deposited layers, and the creation of defect states in crystalline material by ion impact; and (3) ion implantation during epitaxial growth and the deposition of neutral materials sputtered by the ion beam. The aspects, advantages, and disadvantages of ion beam technology and the competitive role of alternative technologies are discussed.

Review of industry interest in space processing

The interest on the part of selected U.S. corporation in using the research facilities and capabilities for materials processing in space utilizing the Space Shuttle was assessed. The effectiveness of the interview techniques as a method for gaining insight into the complex array of issues related to materials processing in space was evaluated. The survey, conducted was intended as a random sample of individuals, representing industry, who were currently involved in materials processing in space.

Study of Federal technology transfer activities in areas of interest to NASA Office of Space and Terrestrial Applications

Forty-three ongoing technology transfer programs in Federal agencies other than NASA were selected from over 200 current Federal technology transfer activities. Selection was made and specific technology transfer mechanisms utilized. Detailed information was obtained on the selected programs by reviewing published literature, and conducting telephone interviews with each program manager. Specific information collected on each program includes technology areas; user groups, mechanisms employed, duration of program, and level of effort. Twenty-four distinct mechanisms are currently employed in Federal technology transfer activities totaling $260 million per year. Typical applications of each mechanism were reviewed, and caveats on evaluating program effectiveness were discussed. A review of recent federally funded research in technology transfer to state and local governments was made utilizing the Smithsonian Science Information Exchange, and abstracts of interest to NASA were selected for further reference.

Remote sensing as a tool for estimating soil erosion potential

The Universal Soil Loss Equation is a frequently used methodology for estimating soil erosion potential. The Universal Soil Loss Equation requires a variety of types of geographic information (e.g. topographic slope, soil erodibility, land use, crop type, and soil conservation practice) in order to function. This information is traditionally gathered from topographic maps, soil surveys, field surveys, and interviews with farmers. Remote sensing data sources and interpretation techniques provide an alternative method for collecting information regarding land use, crop type, and soil conservation practice. Airphoto interpretation techniques and medium altitude, multi-date color and color infrared positive transparencies (70mm) were utilized in this study to determine their effectiveness for gathering the desired land use/land cover data. Successful results were obtained within the test site, a 6136 hectare watershed in Dane County, Wisconsin.

Satellite Power System (SPS): an Overview of Prospective Organizational Structures in the Solar Satellite Field

A literature survey, interviews with acknowledged experts in the fields of organizational entities, space, solar energy, and the SPS concept, and an analysis of these inputs to identify the organizational alternatives and make judgments as to their feasibility to serve as patterns for a future SPS entity are presented. Selection and evaluation criteria were determined to include timeliness, reliability, and adequacy to contribute meaningfully to the U.S. supply; political feasibility (both national and international) and cost-effectiveness (including environmental and other external costs). Based on these criteria, four organizational alternatives are discussed which offer reasonable promise as potential options for SPS. These included three domestic alternatives and one international alternative.

Central station applications planning activities and supporting studies

The application of photovoltaic technology in central station (utility) power generation plants is considered. A program of data collection and analysis designed to provide additional information about the subset of the utility market that was identified as the initial target for photovoltaic penetration, the oil-dependent utilities (especially muncipals) of the U.S. Sunbelt, is described along with a series of interviews designed to ascertain utility industry opinions about the National Photovoltaic Program as it relates to central station applications.

Designing community surveys to provide a basis for noise policy

After examining reports from a large number of social surveys, two areas were identified where methodological improvements in the surveys would be especially useful for public policy. The two study areas are: the definition of noise indexes and the assessment of noise impact. Improvements in the designs of surveys are recommended which would increase the validity and reliability of the noise indexes. Changes in interview questions and sample designs are proposed which would enable surveys to provide measures of noise impact which are directly relevant for public policy.

Overview of escalator applications in rail transit

The difference in operating environment and in construction between escalators in transit and nontransit use, the impact of recent escalator innovations, and areas which could benefit from urban mass transportation administration sponsored research and development are determined. Several factors causing a more severe transit escalator operating environment are identified. There are no significant design differences between transit and nontransit escalators. Recent innovations that have affected performance and cost include outdoor escalators, extra flat steps at both landings, and modular escalators. Data were collected by interviews at transit agencies. Long term, unscheduled, escalator maintenance records were available for analysis from one property. A description of escalator operating principles is provided. Transit represents less than 5% of the U.S. escalator market. Transit agencies have limited leverage on escalator industry practices. A substantial impact on transit escalator cost and performance can be achieved by research identifying when and how to apply and specify several of the more recent innovations. Purchase of escalators under long term (25 year) maintenance contracts is one method that has been used to promote escalators manufactured for minimum life cycle cost.

Costs and benefits to industry of online literature searches

A description is given of a client survey conducted by the NASA Industrial Application Center, U.S.C., examining user-identified dollar costs and benefits of an online computerized literature search. Telephone interviews were conducted on a random sample of clients using a Denver Research Institute questionnaire. Of the total 159 clients surveyed, over 53% identified dollar benefits. A direct relationship between client dollars invested and benefits derived from the search was shown. The ratio of dollar benefit to investment dollar averaged 2.9 to 1. Precise data on the end user's evaluation of the dollar value of an information search are presented.

MSFC personnel management tasks: Recruitment and orientation of new employees

In order to encourage highly motivated young students to learn about NASA and consider it for a career, a formal program is to be initiated whereby selected students can work on a voluntary basis at Marshall Space Flight Center (MSFC). The first task was to develop the working plan and procedures for this program, called Student Volunteer Service Program, in the writing of MSFC official guidelines, the Marshall Management Instruction (the MMI) which is a binding document that defines policy and establishes procedures and guidelines. Particular considerations written into the MMI after numerous consultations, interviews, and discussions about a satisfactory policy, include: arrangements to be made between the student, the school authorities, and concerned MSFC employees; management of the work assignments; and procedures for the student's welfare and safety. The second task was the development of a recruitment brochure for the attraction of new employees, especially scientists and engineers. The third task assigned was to develop a plan called Orientation of New Employees.

An assessment of General Aviation utilization of advanced avionics technology

Needs of the general aviation industry for services and facilities which might be supplied by NASA were examined. In the data collection phase, twenty-one individuals from nine manufacturing companies in general aviation were interviewed against a carefully prepared meeting format. General aviation avionics manufacturers were credited with a high degree of technology transfer from the forcing industries such as television, automotive, and computers and a demonstrated ability to apply advanced technology such as large scale integration and microprocessors to avionics functions in an innovative and cost effective manner. The industry's traditional resistance to any unnecessary regimentation or standardization was confirmed. Industry's self sufficiency in applying advanced technology to avionics product development was amply demonstrated. NASA research capability could be supportive in areas of basic mechanics of turbulence in weather and alternative means for its sensing.

The state of the art of general aviation autopilots

The study is based on the information obtained from a general literature search, product literature, and visitations and interviews with manufacturers, users, and service centers. State of the art autopilots are documented with respect to total systems, components, and functions. Recommendations concerning potential areas of further research are also presented.

FBI fingerprint identification automation study: AIDS 3 evaluation report. Volume 6: Environmental analysis

The results of the analysis of the external environment of the FBI Fingerprint Identification Division are presented. Possible trends in the future environment of the Division that may have an effect on the work load were projected to determine if future work load will lie within the capability range of the proposed new system, AIDS 3. Two working models of the environment were developed, the internal and external model, and from these scenarios the projection of possible future work load volume and mixture was developed. Possible drivers of work load change were identified and assessed for upper and lower bounds of effects. Data used for the study were derived from historical information, analysis of the current situation and from interviews with various agencies who are users of or stakeholders in the present system.

A review and evaluation of the Langley Research Center's scientific and technical information program. Results of phase 1: Knowledge and attitudes survey, LaRC research personnel

The effectiveness of the Langley STI program was assessed using feedback obtained from Langley engineers and scientists. A survey research procedure was conducted in two stages. Personal interviews with 64 randomly selected Langley engineers and scientists were used to obtain information for questionnaire development. Data were then collected by means of the questionnaire which covered various aspects of the Langley STI program, utilized both open and closed ended questions and was pretested for finalization. The questions were organized around the six objectives for Phase 1. The completed questionnaires were analyzed. From the analysis of the data, recommendations were made for improving the Langley STI program.

Materials processing threshold report. 1: Semiconductor crystals for infrared detectors

An extensive search was performed of the open literature pertaining to infrared detectors to determine what constitutes a good detector and in what way performance is limited by specific material properties. Interviews were conducted with a number of experts in the field to assess their perceptions of the state of the art and of the utility of zero-gravity processing. Based on this information base and on a review of NASA programs in crystal growth and infrared sensors, NASA program goals were reassessed and suggestions are presented as to possible joint and divergent efforts between NASA and DOD.
