MRCI Subtask 2.2: Precambrian Basement Structure, Faulting, and Stress Final Technical Summary Report

Subtask 2.2 was largely focused on compiling information about the Precambrian basement rock that underlies the MRCI region. Understanding the nature and extent of the basement rock is important in order to mitigate certain risks associated with CO2 injection. For example, this information will provide a resource for defining areas where a storage reservoir is in direct contact with the Precambrian or indirectly via a fault. Also, an understanding of the stress field in addition to fault orientations will help determine which faults may be subject to reactivation under increased pore pressures.

The space science data service: A study of its efficiencies and costs

Factors affecting the overall advantages and disadvantages of a centralized facility for both the data base and processing capability for NASA's Office of Space Science programs are examined in an effort to determine the best approach to data management in the light of the increasing number of data bits collected annually. Selected issues considered relate to software and storage savings, security precautions, and the phase-in plan. Information on the current mode of processing and on the potential impact of changes resulting from a conversion to a space science data base service was obtained from five user groups and is presented as an aid in determining the dollar benefits and advantages of a centralized system.

KARL: A Knowledge-Assisted Retrieval Language

Data classification and storage are tasks typically performed by application specialists. In contrast, information users are primarily non-computer specialists who use information in their decision-making and other activities. Interaction efficiency between such users and the computer is often reduced by machine requirements and resulting user reluctance to use the system. This thesis examines the problems associated with information retrieval for non-computer specialist users, and proposes a method for communicating in restricted English that uses knowledge of the entities involved, relationships between entities, and basic English language syntax and semantics to translate the user requests into formal queries. The proposed method includes an intelligent dictionary, syntax and semantic verifiers, and a formal query generator. In addition, the proposed system has a learning capability that can improve portability and performance. With the increasing demand for efficient human-machine communication, the significance of this thesis becomes apparent. As human resources become more valuable, software systems that will assist in improving the human-machine interface will be needed and research addressing new solutions will be of utmost importance. This thesis presents an initial design and implementation as a foundation for further research and development into the emerging field of natural language database query systems.

Develop advanced nonlinear signal analysis topographical mapping system

The Space Shuttle Main Engine (SSME) has been undergoing extensive flight certification and developmental testing, which involves some 250 health monitoring measurements. Under the severe temperature, pressure, and dynamic environments sustained during operation, numerous major component failures have occurred, resulting in extensive engine hardware damage and scheduling losses. To enhance SSME safety and reliability, detailed analysis and evaluation of the measurements signal are mandatory to assess its dynamic characteristics and operational condition. Efficient and reliable signal detection techniques will reduce catastrophic system failure risks and expedite the evaluation of both flight and ground test data, and thereby reduce launch turn-around time. The basic objective of this contract are threefold: (1) develop and validate a hierarchy of innovative signal analysis techniques for nonlinear and nonstationary time-frequency analysis. Performance evaluation will be carried out through detailed analysis of extensive SSME static firing and flight data. These techniques will be incorporated into a fully automated system; (2) develop an advanced nonlinear signal analysis topographical mapping system (ATMS) to generate a Compressed SSME TOPO Data Base (CSTDB). This ATMS system will convert tremendous amount of complex vibration signals from the entire SSME test history into a bank of succinct image-like patterns while retaining all respective phase information. High compression ratio can be achieved to allow minimal storage requirement, while providing fast signature retrieval, pattern comparison, and identification capabilities; and (3) integrate the nonlinear correlation techniques into the CSTDB data base with compatible TOPO input data format. Such integrated ATMS system will provide the large test archives necessary for quick signature comparison. This study will provide timely assessment of SSME component operational status, identify probable causes of malfunction, and indicate feasible engineering solutions. The final result of this program will yield an ATMS system of nonlinear and nonstationary spectral analysis software package integrated with the Compressed SSME TOPO Data Base (CSTDB) on the same platform. This system will allow NASA engineers to retrieve any unique defect signatures and trends associated with different failure modes and anomalous phenomena over the entire SSME test history across turbo pump families.

Machine Learning Based AFP Inspection: A Tool for Characterization and Integration

Automated Fiber Placement (AFP) has become a standard manufacturing technique in the creation of large scale composite structures due to its high production rates. However, the associated rapid layup that accompanies AFP manufacturing has a tendency to induce defects. We forward an inspection system that utilizes machine learning (ML) algorithms to locate and characterize defects from profilometry scans coupled with a data storage system and a user interface (UI) that allows for informed manufacturing. A Keyence LJ-7080 blue light profilometer is used for fast 2D height profiling. After scans are collected, they are process by ML algorithms, displayed to an operator through the UI, and stored in a database. The overall goal of the inspection system is to add an additional tool for AFP manufacturing. Traditional AFP inspection is done manually adding to manufacturing time and being subject to inspector errors or fatigue. For large parts, the inspection process can be cumbersome. The proposed inspection system has the capability of accelerating this process while still keeping a human inspector integrated and in control. This allows for the rapid capability of the automated inspection software and the robustness of a human checking for defects that the system either missed or misclassified.

Equity Considerations in Siting Consolidated Interim Storage Facilities for Commercial Spent Nuclear Fuel

Questions of equity and fairness are often raised by representatives from State, Tribal and local governments and members of the public when resolving conflicts over siting of nuclear facilities. However, the two terms are not synonymous: equity can be quantified while fairness is much more subjective. The Department of Energy's (DOE) December 2021 Request for Information sought input on how to site federal facilities for the temporary, consolidated storage of spent nuclear fuel (SNF) using a consent-based approach. It is anticipated that just such questions about equity and fairness associated with the potential emergence of more than one host site may be raised by the twelve groups of university, nonprofit and private sector partners (Consortia) working to support community engagement, inclusively involve stakeholders, build relationships, and develop innovative forms of mutual learning and public capacity to participate in the consent-based siting process for a federal consolidated interim storage facility during the current Planning & Capacity Building stage of the consent-based siting process. In terms of DOE's Integrated Waste Management System (IWMS), sociopolitical equity concepts are a factor in all aspects of IWMS development and operations and will be particularly applicable should two or more host sites become a possibility, either by the emergence of multiple volunteer hosts or by pursuit as a IWMS program strategy. This paper summarizes recent analyses that explore how four equity metrics - number of states, division of the projected SNF total by the year 2083, current population and land area - might be perceived by host communities, states and regions if two, three or four sites for hosting federal consolidated interim storage facilities were to be contemporaneously realized. Existing institutional arrangements, including Nuclear Regulatory Commission regions, Federal Energy Regulatory Commission regions and Low-Level Radioactive Waste Disposal Compacts, were selected to create hypothetically merged two, three and four-region scenarios to calculate how the four metrics balance out. Projected SNF burden was prioritized with regional contiguity of the consolidated regions a requirement for a functional scenario. The intent was not to promote or suggest any construct as a program objective; the configurations are geopolitical abstractions only to explore potential perceptions of equity. Understanding the possible issues of equity that could arise may benefit program efforts toward achieving a cooperative federalism wherein both the federal and multiple State governments share the goal of manifesting more than one federal consolidated interim storage facility. The main finding is that it is not possible to optimize for all four metrics simultaneously. The analyses demonstrate that trying to create a sense of equity by backfitting a solution to a random population and land distribution will always contain a degree of artificiality.
