Experiments by the New England Division (NED), Corps of Engineers with LANDSAT-1 data collection and imaging systems are reported. Data cover the future usefulness of data products received from satellites such as LANDSAT in the day to day operation of NED water resources systems used to control floods.
User-oriented panels were formed to examine practical applications of information or services derived from earth orbiting satellites. Topics discussed include: weather and climate; uses of communication; land use planning; agriculture, forest, and range; inland water resources; retractable resources; environmental quality; marine and maritime uses; and materials processing in space. Emphasis was placed on the interface of the space transportation system (STS) with the applications envisioned by the user panels. User requirements were compared with expected STS capabilities in terms of availability, carrying payload to orbit, and estimated costs per launch. Conclusions and recommendations were reported.
The remote sensing of snowpack characteristics with surface installations or with an airborne system could have important applications in water resource management and flood prediction. To derive some insight into such applications, the electromagnetic response of multilayer snow models is analyzed. Normally incident plane waves are assumed at frequencies ranging from 10 to the 6th power to 10 to the 10th power Hz, and amplitude reflection coefficients are calculated for models having various snow-layer combinations, including ice sheets. Layers are defined by a thickness, permittivity, and conductivity; the electrical parameters are constant or prescribed functions of frequency. To illustrate the effect of various layering combinations, results are given in the form of curves of amplitude reflection coefficients, versus frequency for a variety of models. Under simplifying assumptions, the snow thickness and effective dielectric constant can be estimated from the reflection coefficient variations as a function of frequency.
The remote sensing activities of the Department of Interior are summarized. The use of satellite imagery in land and water management is described. Specific topics discussed include: land use mapping, exploration and discovery of metal, oil, and gas deposits, location of geological faults, and repetitive monitoring of dynamic environmental phenomena related to water resources.
Remote sensing techniques provide important information for land and water use planning organizations in order to assess coastal developments and their impact on water resources, sediment transport, erosion, and marine biology. Political expediency requires pertinent data acquisition and data dissemination to local populations for coastal zone management decision making.

The author has identified the following significant results. Results have demonstrated the suitability of satellite retransmission as a means of obtaining near real time data from remote areas in Canada. Capital costs of the equipment installed at a gaging station are reasonable, and indications are that the DCPs do not require much maintenance. The potential impact on water resources data gathering activities is considerable.
With the continental United States divided into ten forest and grassland ecosystems, the Ten Ecosystem Study (TES) is designed to investigate the feasibility and applicability of state-of-the-art automatic data processing remote sensing technology to inventory forest, grassland, and water resources by using Land Satellite data. The study will serve as a prelude to a possible future nationwide remote sensing application to inventory forest and rangeland renewable resources. This plan describes project design and phases, the ten ecosystem, data utilization and output, personnel organization, resource requirements, and schedules and milestones.
Attempts at operational usage of the LANDSAT imagery by non NASA users are studied with particular emphasis on profitable use of the imagery, as contrasted with investigations concerned with research and development of a technology. An evaluation is given of the functional capabilities of the LANDSAT follow-on and ground systems designs in terms of user requirements and desiderata for data measurements, products, and parameters. Applications survey groups (ASGs) were formed for mineral and petroleum exploration, inland water resources, land inventory, and agriculture. The members were drawn from all segments of the user community: Federal agencies, state and local governments or agencies (or from associations of such constituencies), industry and universities. They were selected so that in aggregate they would be able to adequately assess the state-of-the-art in their technical areas and represent this in the ASG deliberations.
Models designed to support the hydrologic studies associated with urban water resources planning require input parameters that are defined in terms of land cover. Estimating the land cover is a difficult and expensive task when drainage areas larger than a few sq. km are involved. Conventional and LANDSAT based methods for estimating the land cover based input parameters required by hydrologic planning models were compared in a case study of the 50.5 sq. km (19.5 sq. mi) Four Mile Run Watershed in Virginia. Results of the study indicate that the LANDSAT based approach is highly cost effective for planning model studies. The conventional approach to define inputs was based on 1:3600 aerial photos, required 110 man-days and a total cost of $14,000. The LANDSAT based approach required 6.9 man-days and cost $2,350. The conventional and LANDSAT based models gave similar results relative to discharges and estimated annual damages expected from no flood control, channelization, and detention storage alternatives.
The needs, applications, user support, research, and theoretical studies of imaging radar are reviewed. The applications of radar in water resources, minerals and petroleum exploration, vegetation resources, ocean radar imaging, and cartography are discussed. The advantages of space imaging radar are presented, and it is recommended that imaging radar be placed on the space shuttle.
The use of remotely sensed data for eliminating abuses and mismanagement of land and water resources in Michigan is discussed. Applications discussed include inventory of mosquito breeding sites; analysis of biomass in old field ecosystems used for wastewater recycling; areas for agricultural use; and preservation of the Grand Mere Dune environment. Services to users are described and contact activities reported.
The author has identified the following significant results. Average radar response for L-band like polarized system appeared to be related to the watershed runoff coefficients when the viewing angle was approximately 42 deg off nadir. Four requirements for radar systems used to verify applications of active microwave for water resources were identified: (1) first generation digital data will be required; (2) radar should be calibrated both internally and externally; (3) new systems should avoid radom use; and (4) images should be geometrically rectified prior to delivery to the user.
A rectangular (7 x 14 km) area 40 km S of Madrid was remote-sensed with a three-stage recognition process. Ground truth was established in the first phase, airborne sensing with a multispectral scanner and photographic cameras were used in the second phase, and Landsat satellite data were obtained in the third phase. Agronomic and hydrological photointerpretation problems are discussed. Color, black/white, and labeled areas are displayed for crop recognition in the land-use survey; turbidity, concentrations of pollutants and natural chemicals, and densitometry of the water are considered in the evaluation of water resources.
A description is presented of the Fourmile Run Study which has been conducted to evaluate Landsat remote sensing as a method of defining input parameters required by urban hydrologic planning models. The evaluation was a part of water resource planning investigations concerning the Fourmile Run Watershed. The investigations involved an examination of the relationship between urban development and flooding for the Fourmile Run Basin. The study indicates that Landsat data provide a suitable source of land cover data for investigations conducted at the planning level. An estimation of the percentage of impervious area on the basis of Landsat data is less expensive than a use of aerial photos in planning studies. Only limited success could be achieved when Landsat data were used for smaller areal units.
Disciplines to benefit from the LANDSAT Follow-on System include agriculture, petroleum and mineral exploration, hydrologic land use, water resources management, forestry, land use planning and monitoring, and soil management. The annual quantified benefits are in the range of 420 to 970 million (FY 1976 dollars). The operational system sized to achieve the quantified benefits involves a single orbiting satellite with a backup satellite in launch readiness. The ground system includes a basic processing system which feeds information to three user systems - one for agriculture, one for hydrologic land use, and a third for all other users. The resulting present worth benefit cost ratio is at least equal to four with a reasonable likelihood of exceeding nine. This benefit cost ratio is evaluated for an infinite time horizon at the discount rate of 10 percent.
An outline is given of the mission objectives and requirements, system elements, system concepts, technology requirements and forecasting, and priority analysis for LANDSAT D. User requirements and mission analysis and technological forecasting are emphasized. Mission areas considered include agriculture, range management, forestry, geology, land use, water resources, environmental quality, and disaster assessment.
A detailed programmatic and technical development plan for active microwave technology was examined in each of four user activities: (1) vegetation; (2) water resources and geologic applications, and (4) oceanographic applications. Major application areas were identified, and the impact of each application area in terms of social and economic gains were evaluated. The present state of knowledge of the applicability of active microwave remote sensing to each application area was summarized and its role relative to other remote sensing devices was examined. The analysis and data acquisition techniques needed to resolve the effects of interference factors were reviewed to establish an operational capability in each application area. Flow charts of accomplished and required activities in each application area that lead to operational capability were structured.
