Technical problems of design and flight qualification of the proposed classes of surface insulation materials and leading edge materials were reviewed. A screening test plan, a preliminary design data test plan and a design data test plan were outlined. This program defined the apparent critical differences between the surface insulators and the leading edge materials, structuring specialized screening test plans for each of these two classes of materials. Unique testing techniques were shown to be important in evaluating the structural interaction aspects of the surface insulators and a separate task was defined to validate the test plan. In addition, a compilation was made of available information on proposed material (including metallic TPS), previous shuttle programs, pertinent test procedures, and other national programs of merit. This material was collected and summarized in an informally structured workbook.
Description of the analysis, design, fabrication, and test of the engineering model of the ATFE diode. Included is a review of several diode concepts that led to selection of the liquid blockage technique for shut-off. The diode is made of stainless steel, 26 in. long, 0.375-in. nominal OD, with self-filling spiral artery wick and ammonia working fluid. In the normal heat pipe mode, at ambient temperatures, the diode capacity is 85 W. For flight, the pipe will deliver 20 W with a 9 F temperature difference between the external evaporator and condenser surfaces. Reverse mode conduction is less than 1.5 W with a 260 F temperature difference.
An incremental theory and numerical procedure to analyze a three-dimensional thermoelastoplastic structure subjected to high temperature, surface heat flux, and volume heat supply as well as mechanical loadings are presented. Heat conduction equations and equilibrium equations are derived by assuming a specific form of incremental free energy, entropy, stresses and heat flux together with the first and second laws of thermodynamics, von Mises yield criteria and Prandtl-Reuss flow rule. The finite element discretization using the linear isotropic three-dimensional element for the space domain and a difference operator corresponding to a linear variation of temperature within a small time increment for the time domain lead to systematic solutions of temperature distribution and displacement and stress fields. Various boundary conditions such as insulated surfaces and convection through uninsulated surface can be easily treated. To demonstrate effectiveness of the present formulation a number of example problems are presented.

An energy budget approach to evaluating the SKYLAB X/5-detector S-192 data for prediction of soil moisture and evapotranspiration rate was pursued. A test site which included both irrigated and dryland agriculture in Southern Texas was selected for the SL-4 SKYLAB mission. Both vegetated and fallow fields were included. Data for a multistage analysis including ground, NC-130B aircraft, RB-57F aircraft, and SKYLAB altitudes were collected. The ground data included such measurements as gravimetric soil moisture, percent of the ground covered by green vegetation, soil texture, net radiation, soil temperature gradients, surface emittance, soil heat flux, air temperature and humidity gradients, and cultural practices. Ground data were used to characterize energy budgets and to evaluate the utility of an energy budget approach for determining soil moisture differences among twelve specific agricultural fields.

The principal concepts of the Keeney and Raiffa approach to multiattribute decision analysis are described. Topics discussed include the concepts of decision alternatives, outcomes, objectives, attributes and their states, attribute utility functions, and the necessary independence properties for the attribute states to be aggregated into a numerical representation of the preferences of the decision maker for the outcomes and decision alternatives.
