Advanced Reactor Safeguards: 2022 Program Roadmap

The Advanced Reactor Safeguards (ARS) program was established in 2020 as part of appropriations for the Advanced Reactor Demonstration Program (ARDP) through the Office of Nuclear Energy in the Department of Energy. The goal of this program is to help address near term challenges that advanced nuclear reactor vendors face in meeting domestic Material Control and Accountancy (MC&A) and Physical Protection System (PPS) requirements for U.S. construction. The technical work in the program is meant to (1) support nuclear reactor vendors with advanced MC&A and PPS designs for next generation reactors, (2) provide technical bases for the regulator, and (3) promote the integration of Safeguards and Security by Design early in the design process. Existing domestic regulations for safeguards and security, as outlined in the Code of Federal Regulations, were written for large light water reactors, and rule-making efforts are underway to develop regulations more suited to different reactor designs. The ARS program seeks to remove roadblocks in the deployment of new and advanced reactors by solving regulatory challenges, reducing safeguards and security costs, and utilizing the latest technologies and approaches for robust plant monitoring and protection. This roadmap discusses the goals of the ARS program, current research, and program plan for the next five years.

Responses to Nonconformances, AIHA Onsite Assessment August 29-31, 2022

A nonconformance report (NCR) was not generated to document the original Beryllium (Be) positive result being changed to negative due to an oversight by the lab. The sample was re-analyzed on the Agilent ICP-OES which includes software to deal with interferences and resulted in a negative for Be. In order to determine the cause of the false positive, which was originally thought to be due to the Titanium interference in the sample, the laboratory analyzed a blank and a reporting limit standard with 5 ppm and 10 ppm of Titanium added in. These were analyzed on the Perkin Elmer ICP 5 instrument to see if the positive Be was reproducible.

2022 Accomplishments Report Template

Chromium-doped UO 2 fuels is an industrially important Accident Tolerant Fuel (ATF) due to the ability to increase the average grain size relative to standard UO 2 . However, there is a lack of knowledge of the thermophysical properties of these doped fuels, which is necessary for accurately modeling the in-pile performance. The work accomplished this FY focused on developing large grain Cr-doped UO 2 pellets as a function of Cr content and subsequently measuring the thermophysical and mechanical properties. The microstructural variations were also investigated to evaluate chromium formation within the microstructure of the sintered pellets.

Improvements to the Simplified Loads Methodology in IEC 61400-2: November 22, 2021 - November 21, 2022

The "Simplified Loads Model" (SLM) of IEC 61400-2 provides a simple methodology to assess the structural integrity of a small wind turbine (SWT). The SLM is unique to the small wind turbine standard. It was included to allow SWT manufacturers with limited resources to undertake integrity checks at a reasonable cost in time and resources and avoid the expense of detailed aeroelastic simulations. Unfortunately, the SLM has gained the reputation of being overly conservative and this has reduced its value to the SWT community and its use in SWT design and certification. Conservatism in design standards is needed but excessive conservatism is not. The aim of this report is to address the principal areas of excess conservatism and recommend changes to the SLM that preserve its simplicity but reduce the excess. The changes for the ultimate loads are consistent with their treatment in aeroelastic modelling for certification and with related codes for wind loading on structures. The recommendations for a new fatigue design load case are also based on aeroelastic simulations, in this case of five SWTs of varying configurations with rated power from 2.4 to 50 kW. It is also pointed out the design load case for yawed operation omits an important term. The recommended inclusion of this term would make the SLM slightly more conservative for this case.

Michigan Hydrogen and Fuel Cell Electric Vehicle Deployment Plan: H2 FCEV Roadmap 2022

This report describes a roadmap for hydrogen fuel cell electric vehicles in the state of Michigan. This plan provides links to relevant information to assess, plan, and initiate hydrogen and FCEV deployment to help meet the energy, economic, and environmental goals for the State of Michigan. Policies and incentives that support hydrogen and fuel cell technology will increase deployment, thus increasing production and creating jobs throughout the supply chain. As deployment increases, an economy of scale will develop and manufacturing costs will decline, positioning hydrogen and fuel cell technology to compete more effectively in a global market without incentives. Policies and incentives to purchase and support the deployment of FCEVs, FCEBs, and hydrogen refueling can be coordinated regionally to maintain this advanced clean transportation sector as a global exporter for long-term growth and economic development. Overall, the execution of this plan will maintain Michigan's role as a global showcase for regionally manufactured transportation technology while reducing NOx and CO 2 emissions and as new jobs are created for businesses and industry.

U.S. Solar Photovoltaic System and Energy Storage Cost Benchmarks, With Minimum Sustainable Price Analysis: Q1 2022

NREL's bottom-up cost models can be used to assess the minimum sustainable price (MSP) and modeled market price (MMP) of PV and storage systems having various configurations. MSP can be used to estimate future potential cost-reduction opportunities for PV and PV-plus-storage systems, thus helping guide research and development aimed at advancing cost-effective system configurations. MMP can be used to understand the cost of systems under recent market conditions. The MSP data in this annual benchmarking report will be used to inform the formulation of, and track progress toward, the Solar Energy Technologies Office's Government Performance and Reporting Act cost targets.

Fiberboard Properties and Degradation Rates for Storage of 9975 Shipping Package in KAC (2022 Status Report)

Thermal, mechanical, and physical properties have been measured on fiberboard samples following accelerated aging for up to 17 years. The aging environments include elevated temperature up to 250 °F (the maximum allowed service temperature for fiberboard in 9975 packages) and elevated humidity. Accelerated aging results have been analyzed and used to build aging models. Correlations relating several properties (thermal conductivity, energy absorption, weight, dimensions, and density) to their rate of change in potential storage environments have been developed. Combined with an estimate of the actual conditions the fiberboard experiences in K-Area Complex (KAC), these models allow development of service life predictions. KAC completed calculations that supported extending the service life of 9975 packages with 3013 containers in storage from 20 years to 40 years. These calculations addressed the potential for degraded fiberboard properties following 40 years in storage using degradation models developed previously. Due to differences in containers, 9975 packages with non-3013 containers are only approved for 20 years of storage. The updated degradation models developed in this report have been compared to the assumptions in those calculations, and the current results for fiberboard dimensions, density, radial thermal conductivity, and energy absorption remain consistent with those calculations. The axial thermal conductivity degradation rate slightly exceeds calculations estimate of 0.5% per year between 130 and 160 °F. Additional data will continue to be collected to permit future refinements to the models and assumptions. Some of the predicted degradation rates presented in this report are extreme. However, these relate to environments that do not exist within KAC or would be postulated only as upset conditions that would not likely persist for an extended period. For a typical package stored in KAC with approximately 10-12 watts internal heat load or less, and ambient temperatures below 90 °F, the fiberboard assemblies experience storage conditions less severe than any of the aging environments. Fiberboard in conforming packages with lower internal heat loads should experience little or no degradation and is expected to provide a service life beyond the currently approved 40 year storage period. Packages with higher internal heat loads may not continue to perform their required safety functions beyond 40 years. Ultimately, service life will be determined by the cumulative effect of degradation from all the conditions these packages might encounter. The results and model predictions presented in this report are applicable to 9975 packages with cane or softwood fiberboard overpack assemblies. These degradation models do not address the effects of non-conforming conditions such as the presence of excess moisture and mold or beetle infestations.
