The papers included in these proceedings represent the most interesting and current topics being pursued by personnel at GSFC's Networks Division and supporting contractors involved in Space, Ground, and Deep Space Network (DSN) technical work. Although 29 papers are represented in the proceedings, only 12 were presented at the conference because of space and time limitations. The proceedings are organized according to five principal technical areas of interest to the Networks Division: Project Management; Network Operations; Network Control, Scheduling, and Monitoring; Modeling and Simulation; and Telecommunications Engineering.
This volume is the seventh in an ongoing series on aerospace project management at NASA. Articles in this volume cover the 1993 Conference: perspectives in NASA program/project management; the best job in aerospace; improvements in project management at NASA; strategic planning...mapping the way to NASA's future; new NASA procurement initiatives; international cooperation; and industry, government and university partnership. A section on resources for NASA managers rounds out the publication.
Abstracts from the conference are presented. The topics covered include the following: next generation software systems and languages; databases, catalogs, and archives; user interfaces/visualization; real-time data acquisition/scheduling; and IRAF/STSDAS/PROS status reports.
Satellite-based mobile communications systems provide voice and data communications to users over a vast geographic area. The users may communicate via mobile or hand-held terminals, which may also provide access to terrestrial cellular communications services. While the first and second International Mobile Satellite Conferences (IMSC) mostly concentrated on technical advances, this Third IMSC also focuses on the increasing worldwide commercial activities in Mobile Satellite Services. Because of the large service areas provided by such systems, it is important to consider political and regulatory issues in addition to technical and user requirements issues. Topics covered include: the direct broadcast of audio programming from satellites; spacecraft technology; regulatory and policy considerations; advanced system concepts and analysis; propagation; and user requirements and applications.
Papers presented at the 8th Annual Summer Conference are categorized as Space Projects and Aeronautics projects. Topics covered include: Systematic Propulsion Optimization Tools (SPOT), Assured Crew Return Vehicle Post Landing Configuration Design and Test, Autonomous Support for Microorganism Research in Space, Bioregenerative System Components for Microgravity, The Extended Mission Rover (EMR), Planetary Surface Exploration MESUR/Autonomous Lunar Rover, Automation of Closed Environments in Space for Human Comfort and Safety, Walking Robot Design, Extraterrestrial Surface Propulsion Systems, The Design of Four Hypersonic Reconnaissance Aircraft, Design of a Refueling Tanker Delivering Liquid Hydrogen, The Design of a Long-Range Megatransport Aircraft, and Solar Powered Multipurpose Remotely Powered Aircraft.
The AIAA/NASA Conference on Intelligent Robotics in Field, Factory, Service, and Space (CIRFFSS '94) was originally proposed because of the strong belief that America's problems of global economic competitiveness and job creation and preservation can partly be solved by the use of intelligent robotics, which are also required for human space exploration missions. Individual sessions addressed nuclear industry, agile manufacturing, security/building monitoring, on-orbit applications, vision and sensing technologies, situated control and low-level control, robotic systems architecture, environmental restoration and waste management, robotic remanufacturing, and healthcare applications.
The papers presented at the conference reflect the multidisciplinary nature of the International Space University (ISU) and its alumni. The first papers presented hold special relevance to the design projects, and cover such topics as lunar-based astronomical instrumentation, solar lunar power generation, habitation on the moon, and the legal issues governing multinational astronauts conducting research in space. The next set of papers cover various technical issues such as project success assessment, satellite networks and space station dynamics, thus reflecting the diverse backgrounds of the ISU alumni.
Proceedings from symposia of the Technology 2003 Conference and Exposition, Dec. 7-9, 1993, Anaheim, CA, are presented. Volume 2 features papers on artificial intelligence, CAD&E, computer hardware, computer software, information management, photonics, robotics, test and measurement, video and imaging, and virtual reality/simulation.

Individual sessions addressed the following topics: (1) vision systems integration and architecture; (2) selective perception and human robot interaction; (3) robotic systems technology; (4) military and other field applications; (5) dual-use precommercial robotic technology; (6) building operations; (7) planetary exploration applications; (8) planning; (9) new directions in robotics; and (10) commercialization.
The Fifth Combined Manufacturers' and Technologists' Airborne Windshear Review Meeting was hosted by the NASA Langley Research Center and the Federal Aviation Administration in Hampton, Virginia, on September 28-30, 1993. The purpose was to report on the highly successful windshear experiments conducted by government, academic institutions, and industry; to transfer the results to regulators, manufacturers, and users; and to set initiatives for future aeronautics technology research. The formal sessions covered recent developments in windshear flight testing, windshear modeling, flight management, and ground-based systems, airborne windshear detection systems, certification and regulatory issues, and development and applications of sensors for wake vortices and for synthetic and enhanced vision systems. This report was compiled to record and make available the technology updates and materials from the conference.
The goal of the Fourth High Alpha Conference, held at the NASA Dryden Flight Research Center on July 12-14, 1994, was to focus on the flight validation of high angle-of-attack technologies and provide an in-depth review of the latest high angle-of-attack activities. Areas that were covered include, high angle-of-attack aerodynamics, propulsion and inlet dynamics, thrust vectoring, control laws and handling qualities, tactical utility, and forebody controls.

The conference's purpose was to inform the fluid physics community of research opportunities in reduced-gravity fluid physics, present the status of the existing and planned reduced gravity fluid physics research programs, and inform participants of the upcoming NASA Research Announcement in this area. The plenary sessions provided an overview of the Microgravity Fluid Physics Program information on NASA's ground-based and space-based flight research facilities. An international forum offered participants an opportunity to hear from French, German, and Russian speakers about the microgravity research programs in their respective countries. Two keynote speakers provided broad technical overviews on multiphase flow and complex fluids research. Presenters briefed their peers on the scientific results of their ground-based and flight research. Fifty-eight of the sixty-two technical papers are included here.
