Role of Electric Vehicles in the U.S. Power Sector Transition: A System-Level Perspective

After over a century of petroleum dominance many anticipate that electrification could disrupt the transportation energy landscape. At the same time, the electric power systems are undergoing profound changes: variable renewables are displacing conventional generation sources; distributed generation is disrupting utility business models; energy storage and other new technologies are emerging; and the traditional system based on the premise that generation is dispatched to match an inelastic demand is evolving to create a system with greater participation in power system planning and operations from traditionally passive consumers. In this context, it is important to understand how transportation electrification will impact electricity demand and in turn electricity supply, including changes in the load shapes that characterize the system and the opportunity to leverage flexible electric vehicle (EV) charging to better integrate demand and supply. Assessing the impacts of electrification on the energy system requires an understanding of how it might impact the amount and shape of electricity consumption, and how this electricity can be supplied. In particular, increased adoption of electric vehicles introduces a new source of demand altogether, potentially very flexible. Moreover, electrification could shift the consumption of natural gas between sectors, thereby affecting the economics for natural gas-fired generation relative to other electricity generation options. Several factors will impact the evolution of the power system under a widespread electrified future, which, in turn, could have far-reaching effects on future energy costs and emissions.

Integrated Modeling Tools for Thermal Analysis and Applications

Integrated modeling of spacecraft systems is a rapidly evolving area in which multidisciplinary models are developed to design and analyze spacecraft configurations. These models are especially important in the early design stages where rapid trades between subsystems can substantially impact design decisions. Integrated modeling is one of the cornerstones of two of NASA's planned missions in the Origins Program -- the Next Generation Space Telescope (NGST) and the Space Interferometry Mission (SIM). Common modeling tools for control design and opto-mechanical analysis have recently emerged and are becoming increasingly widely used. A discipline that has been somewhat less integrated, but is nevertheless of critical concern for high precision optical instruments, is thermal analysis and design. A major factor contributing to this mild estrangement is that the modeling philosophies and objectives for structural and thermal systems typically do not coincide. Consequently the tools that are used in these discplines suffer a degree of incompatibility, each having developed along their own evolutionary path. Although standard thermal tools have worked relatively well in the past. integration with other disciplines requires revisiting modeling assumptions and solution methods. Over the past several years we have been developing a MATLAB based integrated modeling tool called IMOS (Integrated Modeling of Optical Systems) which integrates many aspects of structural, optical, control and dynamical analysis disciplines. Recent efforts have included developing a thermal modeling and analysis capability, which is the subject of this article. Currently, the IMOS thermal suite contains steady state and transient heat equation solvers, and the ability to set up the linear conduction network from an IMOS finite element model. The IMOS code generates linear conduction elements associated with plates and beams/rods of the thermal network directly from the finite element structural model. Conductances for temperature varying materials are accommodated. This capability both streamlines the process of developing the thermal model from the finite element model, and also makes the structural and thermal models compatible in the sense that each structural node is associated with a thermal node. This is particularly useful when the purpose of the analysis is to predict structural deformations due to thermal loads. The steady state solver uses a restricted step size Newton method, and the transient solver is an adaptive step size implicit method applicable to general differential algebraic systems. Temperature dependent conductances and capacitances are accommodated by the solvers. In addition to discussing the modeling and solution methods. applications where the thermal modeling is "in the loop" with sensitivity analysis, optimization and optical performance drawn from our experiences with the Space Interferometry Mission (SIM), and the Next Generation Space Telescope (NGST) are presented.

Thermal design trades for SAFIR architecture concepts

SAFIR is a IO-meter, 4 K space telescope optimized for wavelengths between 20 microns and 1 mm. The combination of aperture diameter and telescope temperature will provide a raw sensitivity improvement of more than a factor of 1000 over presently-planned missions. The sensitivity will be comparable to that of the JWST and ALMA, but at the critical far-IR wavelengths where much of the universe's radiative energy has emerged since the origin of stars and galaxies. We examine several of the critical technologies for SAFIR which enable the large cold aperture, and present results of studies examining the telescope optics and the spacecraft thermal architecture. Both the method by which the aperture is filled, and the overall optical design for the telescope can impact the potential scientific return of SAFIR. Thermal architecture that goes far beyond the sunshades developed for the James Webb Space Telescope will be necessary to achieve the desired sensitivity of SAFIR. By combining active and passive cooling at critical points within the observatory, a significant reduction of the required level of active cooling can be obtained.

Multi-scenario Extreme Weather Simulator application to heat waves: Ko’olauloa community resilience hub

Heat waves are increasing in severity, duration, and frequency. The Multi-Scenario Extreme Weather Simulator (MEWS) models this using historical data, climate model outputs, and heat wave multipliers. In this study, MEWS is applied for planning of a community resilience hub in Hau'ula, Hawaii. The hub will have normal operations and resilience operations modes. Both these modes were modeled using EnergyPlus. The resilience operations mode includes cutting off air conditioning for many spaces to decrease power requirements during emergencies. Results were simulated for 300 future weather files generated by MEWS for 2020, 2040, 2060, and 2080. Shared socioeconomic pathways 2-4.5, 3-7.0 and 5-8.5 were used. The resilience operations mode results show two to six times increase of hours of exceedance beyond 32.2 °C from present conditions, depending on climate scenario and future year. The resulting decrease in thermal resilience enables an average decrease of energy use intensity of 26% with little sensitivity to climate change. The decreased thermal resilience predicted in the future is undesirable, but was not severe enough to require a more energy-intensive resilience mode. Instead, planning is needed to assure vulnerable individuals are given prioritized access to air-conditioned parts of the hub if worst-case heat waves occur.

2021 Summer Resource Adequacy in the ERCOT Region

This report is an update to the NETL report on the same topic that examined the potential system performance of the Electric Reliability Council of Texas (ERCOT) system during the summer of 2020. Anticipated reserve margins in ERCOT have risen year-over-year from the 10.7 percent reported in ERCOT’s Final Seasonal Assessment of Resource Adequacy (SARA) for Summer 2020 to 15.7 percent for Summer 2021 in ERCOT’s Capacity, Demand and Reserves [CDR] report published in December 2020 and 2021 Summer Preliminary SARA published in March 2021. Using data from ERCOT’s 2021 Summer SARA, CDR, and historical performance data, six economic dispatch scenarios using PROMOD were developed to assess the risk to ERCOT of a load shedding event for Summer 2021. The results suggest that ERCOT could make it through the summer season without a loss of load event, as long as the weather remains normal. However, through a combination of scenarios, including increased demand, increased forced outages, and low wind output, ERCOT is likely to find itself operating in emergency conditions.

MODULARITY-AT-SCALE FOR COST COMPETITIVE DEPLOYMENT OF NUCLEAR ENERGY

Modularity options have been limited for traditional nuclear energy deployment due to the conventional light water reactor (LWR) safety requirements, such as high pressure retaining heavy and robust containment structures. However, a relatively new regulatory approach called ‘Functional Containment’ has potential to allow less expensive and more flexible designs for non LWRs. Functional containment provides flexibility in design and deployment based on risk informed and performance-based criteria, so that reactors are not over-designed. Non-nuclear industry has successfully used modular design approaches in automotive, aerospace, chemical processing, building construction, and ship building. These industries have shown that modular construction reduces construction time by around 30% - 50% compared to the conventional stick built approach. The nuclear industry can use similar approaches to reduce construction time and costs, balanced with safety requirements, using the functional containment approach. This paper discussing the background of modularity in nuclear energy, examples of less learned, modularity approaches in non-nuclear industries and the potential of cost and schedule savings through the emerging regulatory design flexibilities potentially enabling combination of modular deployment at different scales.

Overview of the Electrification of Transportation in Hawaii

This document is a summary of electric vehicle (EV) experiences in Hawaii. It is meant to be informative but does not present any new technical analysis except for the development of key lessons learned that could be applied in similar contexts. The electrification of transportation is essential for Hawaii's energy goal. An electrification of transportation strategy complements other energy policy goals, increases clean energy impacts, and provides customer value. By the end of 2020, there were over 12,000 EVs registered in Hawaii (about 1 percent of all cars). That number is expected to grow, based on the results from recent surveys and studies in Hawaii. Surveys pointed out the need for more charging stations, especially in places where people do business or park for long periods of the day. Participation in controlled charging programs should have attractive incentives since a majority of EV owners would not be willing to interrupt their EV charging for demand response. Various studies have confirmed the EV potential in Hawaii. For example, the JUMPSmart Maui demonstration project, a public-private partnership with Japan, helped to establish the EV charging station infrastructure in Maui and provided important information about charging behaviors. A critical backbone study commissioned by the utility recommended that 3,600 public chargers be installed by 2030 on the five islands, which confirms the need for infrastructure improvements expressed in earlier surveys. The process that emerged in Hawaii can be an example to other locations, which could heed the lessons from Hawaii's EV experiences: The importance of an overarching energy goal/objective based on a shared vision; planning and pilot projects; a strategic plan (roadmap) leveraging on initial experiences; evaluation of the effectiveness/success of actions; fine-tuning as needed; close regulatory oversight and stakeholder participation.

SPARC - Plans for a New Critical Experiment Facility with a Horizontal Split Table

Several critical experiment facilities, sometimes referred to as zero power reactor facilities, have provided crucial data to aid understanding and validate nuclear-physics models since the beginning of nuclear technology. Indeed, the first man-made reactor, Chicago Pile-1, was essentially this type of reactor. However, there was a downturn in nuclear technology development toward the turn of the millennium, and the need for these specialized research facilities waned. Now there are few of these experimental facilities operational in the world and those that remain have relatively small critical assembly machines. The need for criticality safety benchmark experiments at intermediate neutron energy levels and the modern resurgence of interest in advanced reactors designs, many of which do not have historical precedents in terms of nuclear fuel composition, moderator, and coolant combinations, all combine to create a substantial need for a critical experiment facility with a large horizontal split-table (HST) machine. A HST machine is used to arrange two separate and subcritical parts of a core assembly, bring them together in a precise manner to achieve criticality using remote controls, and separate them to achieve a subcritical configuration again. A new effort was recently performed to develop user needs for a HST, assess candidate locations at the Idaho National Laboratory (INL), and develop a plan for deployment. This project is referred to as the System Physics Advanced Reactor Critical facility (SPARC). A few months after this assessment began, and shortly after as a viable pathway was emerging, a series of important presidential executive orders were issued to revitalize nuclear energy in the United States (U.S.). The relevance of SPARC to these executive orders was immediately apparent. The far-reaching potential of SPARC to these executive orders will reside in its ability to produce data which facilitates licensing of advanced nuclear reactor designs while reducing uncertainties to help increase energy production alongside new criticality safety data to enable more efficient nuclear fuel manufacture, transport, and storage.

Manatee County Clear Sky Assessment Process: Prioritizing Solar + Storage for Resilient Facilities & Communities

The Clear Sky Tampa Bay project was a 15-month collaborative research effort to support solar + storage deployment for community resilience in Florida. The Clear Sky Decision Support Toolkit is a collection of resources designed to support users in conducting solar + storage prioritization and feasibility screening assessments at critical facilities. The Tampa Bay Regional Planning Council worked with four local governments in the region to test and apply the Toolkit. This case study series describes how each partner government used the Toolkit and highlights key insights and lessons learned that other users could follow to replicate the process. Manatee County applied the Clear Sky Decision Support Toolkit to two of the county's critical facilities: Nolan Middle School, which serves as a special needs emergency shelter, and its Public Safety Complex (PSC), which houses critical services including emergency management, communications, and medical services, traffic control, and more. The PSC serves as the Emergency Operations Center during activation events. The Clear Sky assessment process improved interagency communication and coordination and informed siting decisions for a potential solar + storage system for the Manatee County PSC.
