Addressing Regulatory Challenges to Tribal Solar Deployment: Key Findings

Tribal land in the United States represents approximately 2% of the country's total landmass and holds more than 5% of solar photovoltaic potential (Doris, Lopez, and Beckley 2013). This resource is largely untapped. Many Tribes note that regulatory challenges often are roadblocks to taking advantage of solar potential. This report serves as a summary of a larger project, Addressing Regulatory Challenges to Tribal Solar Deployment. The project seeks to unlock some of this potential by bringing Tribal, regulatory, utility, and other stakeholders together to articulate key barriers to Tribal solar adoption and develop replicable solutions. By increasing institutional capacity and developing frameworks, trainings, and a technical document repository for regulatory bodies, utilities, and Tribes, this project can help expand an emerging market.

Beam Dynamics Challenges of a Far-Future ERL-Based Collider - The Ghost Collider In a recent paper, Valery Telnov proposed a linear collider based on twin axis cavities [1]. In a subsequent presentation, Erk Jensen proposed a modification with intra-bucket energy recovery [2], which eliminates higher order mode excitation. Interestingly, this means that there is no need for large aperture SRF cavities and high-power HOM couplers. The Ghost Collider adopts these ideas, and adds the concept of four-beam collisions (initially proposed by Joel LeDuff [3]) to remove beam-beam interactions and disruption. This concept brings up a series of new beam dynamics problems which make optimization of the parameters difficult. The case for an EIC Theory Alliance: Theoretical Challenges of the EIC

We outline the physics opportunities provided by the Electron Ion Collider (EIC). These include the study of the parton structure of the nucleon and nuclei, the onset of gluon saturation, the production of jets and heavy flavor, hadron spectroscopy and tests of fundamental symmetries. We review the present status and future challenges in EIC theory that have to be addressed in order to realize this ambitious and impactful physics program, including how to engage a diverse and inclusive workforce. In order to address these many-fold challenges, we propose a coordinated effort involving theory groups with differing expertise is needed. We discuss the scientific goals and scope of such an EIC Theory Alliance.

Review of requirements and challenges

The development of an electron ion collider (EIC) as the next frontier in nuclear physics has been proposed by the National Academy of Sciences. A collider capable of meeting unprecedented energy and luminosity requirements imposes formidable technical challenges in many accelerator physics disciplines. Two EIC concepts have been proposed, one by Jefferson Lab based on a ring-ring collider design with strong ion cooling based on a magnetized beam. The high-energy polarized electron beam would be generated by the present 12 GeV CEBAF accelerator. The other concept proposed by Brookhaven National Laboratory is based on utilizing the existing RHIC ring and a polarized electron beam injected into an additional storage ring. Multiple cooler schemes are being explored for future luminosity upgrades. This talk summarizes the requirements and challenges on the electron source for the various cooler concepts being proposed.

Assessment of Offshore Wind Energy Opportunities and Challenges in the U.S. Gulf of Mexico

This report identifies and discusses opportunities and challenges for offshore wind energy development in the Gulf of Mexico (GOM). The results indicate that offshore wind energy has the potential to be a viable clean energy option to help the region meet the U.S. goals to achieve carbon neutrality by 2050. Many technical challenges are discussed but most can be resolved with engineering solutions that are available to the industry.

Challenges and successes in establishing a multipurpose fuels and materials irradiation capsule [Slides]

This presentation discusses the challenges and success related to designing and fabricating multipurpose capsules for irradiation experiments for irradiation within the Advanced Test Reactor (ATR) to be presented at tje DEVICE-MTR irradiation experiment design working group meeting hosted by the Japanese Atomic Energy Agency (JAEA). The information herein is limited to the design of the capsules only and no programmatic information from any project supporting the design of the multipurpose capsule is discussed. The intent of the design team was establish a capsule design that could accommodate multiple different irradiation project needs for the irradiation of nuclear fuel and materials of interest in the nuclear field. The main points of the presentation are as follows: use of tin as a molten thermal bond material was selected for the fueled capsule design and was found to be inadequate as it would corrode the stainless steel at high temperatures, this capsule design has high sensitivity to manufacturing of the gas gap and control of the gas mixture, and the fueled capsule has experienced welding challenges with the inner capsule material 800H Incoloy.

Exploring the Adoption Challenges of Post-Quantum Cryptography in EV Charging Infrastructure

The rapid evolution of electric vehicle (EV) technology and the corresponding growth of the Electric Vehicle Charging Infrastructure (EVCI) brings to light significant cybersecurity concerns, notably in the context of emerging post-quantum computing capabilities. This report, prepared by Pacific Northwest National Laboratory (PNNL) under the U.S. Department of Energy contract, delves into the challenges associated with integrating Post-Quantum Cryptography (PQC) into EVCI to safeguard against potential quantum computing threats. Post-quantum computers will eventually be able to invalidate technologies secured through public key cryptography. As part of this effort, the primary gaps and challenges in the EVCI were investigated with a focus on comparing traditional algorithms against PQC algorithms. One of the notable findings was that the P-521 algorithm was frequently surpassed in performance by PQC algorithms. This document provides a thorough examination of the hurdles the industry can expect when transitioning to PQC within the EVCI, such as interoperability concerns, the computational and memory demands of PQC algorithms, and the organizational readiness for such a transition. It emphasizes the necessity of a forward-thinking approach to cybersecurity, advocating for early and strategic engagement among EVCI stakeholders to ensure a seamless and cost-effective migration to quantum-resistant cryptographic standards. Through this report, the authors aim to catalyze awareness and action among policymakers, industry leaders, and cybersecurity professionals towards fortifying the EVCI against emerging quantum threats, thereby securing the infrastructure essential for the future of electric mobility.

Application of a Prize Mechanism to Address Data Utilization Challenges at Utilities

The electric industry sector is facing an “explosion” of data from a variety of sources. Electric sector stakeholders need to define how to capitalize on large datasets, both those they create and those from other sources (like data on weather, buildings, electric vehicles, etc.), to improve reliability and resilience and meet the changing system dynamics from renewable integration. For the electricity sector to fully utilize these vast new datasets, it must undergo a transformation in how it manages data quality, storage, and processing. The U.S. Department of Energy (DOE) Office of Electricity (OE) is committed to accelerating research, development, and demonstration of new technologies and tools within the electricity sector to advance reliability, resilience, and affordable operation of the power system. Through the prize mechanism, OE identified two widespread data-related challenges for utilities—load modeling and data analysis automation—and offered an opportunity for utilities and teams of software engineers to identify additional challenges faced by utilities. After completing one round of the American-Made Digitizing Utilities Prize, OE, the National Renewable Energy Laboratory (NREL) as the prize administrator, and Pacific Northwest National Laboratory (PNNL) as the domain experts have compiled the results and lessons learned to feed into the second round of the prize.

Challenges, Industry Practice, and Research Opportunities for Protection of IBR-Rich Systems

The objective of this technical report is to outline the challenges of protection design for power systems rich in inverter-based resources (IBRs), synthesize current industrial practices, review new approaches from recent literature, and explore future opportunities in protection. IBRs are experiencing widespread adoption across both transmission and distribution systems. When present in significant quantities, IBRs challenge the performance of many traditional protection functions. To address these issues, the industry has developed sophisticated protection schemes that involve advanced relaying techniques in highly engineered pilot projects. However, these schemes are expensive and time-consuming to develop, build, and test. Researchers have proposed a number of new approaches for protection in IBR-rich distribution systems. Despite their potential, these new approaches do not address some major shortcomings of industry approaches stemming from complexity, practical requirements, and reliability.

Addressing Experimental Challenges in Probing Dark Energy with Accuracy and Precision with the Rubin Observatory Legacy Survey of Space & Time (LSST)

With support from this award, the Stanford group under the leadership of PI Patricia Burchat focused on pixel-level algorithms that are key to the investigation of dark energy with the Vera C. Rubin Observatory Legacy Survey of Space and Time (LSST). The work was carried out through strong engagement in the DOE-supported LSST Dark Energy Science Collaboration (DESC), for which the PI served as Deputy Spokesperson (07/2019 - 07/2021) and Technical Coordinator (07/2021 - 07/2023). Members of the Burchat group are Full DESC members and are among scientists who have been accepted to join the Rubin Observatory System Integration, Test, and Commissioning (SIT-Com) effort. The specific intellectual focus of the group was the optimization of gravitational lensing as a probe of the evolution of the distribution of dark matter in space and time to learn about the nature of dark energy. The Stanford group pursued an integrated research program to understand in detail, and then remediate or calibrate, systematic effects that could limit the sensitivity of the LSST to cosmic shear as a dark energy probe -- particularly those related to our understanding of the atmospheric point spread function (PSF), challenges associated with blended galaxy images, and impacts of residual camera artifacts. Key to this work was developing, enhancing, and validating the fidelity of simulations that play a key role in the development of our understanding of subtle systematic biases and then using these simulations to develop techniques to characterize and mitigate biases, and associated algorithms for implementation in the LSST or DESC science pipelines. The group’s work included contributions to the open-source GalSim simulation package, which is widely used in the community; simulations and studies of spatial correlations of atmospheric PSFs; studies of temporal correlations of the atmospheric PSF; impacts of chromatic PSFs on cosmic shear calibration; continued studies of anisotropic Gaussian process interpolation of PSF models across the focal plane; and measuring and mitigating impacts of residual camera artifacts on cosmic shear. A primary impact of this work is that it increases the scientific discovery potential of the DOE and NSF investments in the Rubin Observatory Legacy Survey of Space \& Time, by addressing challenges in interpreting astronomical images through more accurate descriptions of the blurring of images due to the atmosphere. Specifically, this work impacts our ability to understand the fundamental nature of dark energy.

Addressing the data and real-time challenges in large scale particle physics experiments through AI and in situ computing technologies

Modern high energy physics experiments are faced not only with the challenge of having to deal with extremely high data rates but with the need to process data quickly to meet real time constraints. At Fermilab, we explore the use of novel computing technologies and techniques to address these challenges. I will discuss my R&D efforts in applying such computing solutions to enhance the multi-messenger astronomy capabilities and improve the overall physics performance of large-scale LArTPC based neutrino experiments. These efforts offer excellent opportunities for fruitful collaboration.

Microreactor Transportation Emergency Planning Challenges

This report discusses microreactor transportation emergency planning and response challenges. The emphasis of the report is on transporting a microreactor containing irradiated fuel by highway and rail. The report first discusses microreactors in general, including microreactor fuel types and the use of hazardous material in microreactor designs. The report presents a microreactor concept of operations for transport highway, rail, and vessel and presents several transportation regulatory challenges associated with microreactors. Updates contained in this report include the transportation implications of revising the uranium lung absorption category for tri-structural isotropic (TRISO) particle fuel, discussion of exercises and drills including the 2024 Naval Spent Nuclear Fuel Transportation Accident Demonstration with the Shoshone-Bannock Tribes and the State of Idaho, and Tribal and State perspectives on microreactor transportation emergency response planning. Additional microreactor transportation external engagement activities conducted during FY2024 are also discussed. The report discusses the implications of the recent East Palestine, Ohio, rail accident for transportation emergency response planning. Included in this update is a discussion of H.R. 8996, the Railroad Safety Enhancement Act of 2024.

Investigation of the Challenges of Offshore Wind in Ultradeep Water

Floating offshore wind technology allows offshore wind energy systems to be deployed in water depths that are inaccessible with conventional fixed bottom technology. Several floating offshore wind energy pilot projects have demonstrated reliable operation of the technology in water depths between 200 m and 300 m. Building on that experience, commercial-scale projects are being developed in areas out to 1,300 m depths. In some regions there is substantial resource potential for wind energy generation in even deeper waters, however, increasing depths may introduce new challenges for installation, maintenance, and repair. In this report, we consider technical, environmental, and economic challenges for floating offshore wind energy in ultradeep water, defined here as depths between 1,300 m and 3,000 m.

Whole Algae Hydrothermal Liquefaction and Upgrading: A review of progress and challenges and insight into the future

This report summarizes the research at Pacific Northwest National Laboratory (PNNL) to evaluate the economic viability and environmental impact of using microalgae to produce fuels and other products via hydrothermal liquefaction (HTL). Over the past several years, PNNL has examined key aspects of feedstock cost and availability, formatting and conversion techniques, and the utilization of all HTL products. Investigations of feedstock cost led to opportunities to work with cost-advantaged algal feedstocks that can be provided at minimal cost for HTL processing. Cost-advantaged algae include wastewater-grown algae and harvested algal blooms. Although farm-cultivated algae offer the best possible biomass composition and scalability for HTL processing, the cost of the feedstock is too high to yield an economically competitive biofuel. Processing cost-advantaged feedstocks creates other unique challenges in adapting HTL to upgrade biomass with higher than typical ash content and less preferred composition (low lipid). Despite the challenges, HTL of cost-advantaged algae results in economically competitive pricing scenarios and significant advantages in reducing net emissions below 70% of the petroleum baseline. The utilization of a variety of potential non-fuel products from algal HTL, such as the use of HTL solids as a cement additive, provides a significant reduction in net emissions by offsetting emissions from other carbon-intense products. This report presents an analysis of the research conducted at PNNL to develop an economically and environmentally beneficial process for algae HTL.

Utility Perspective on Protection Challenges with High Penetration of IBRs

Utilities have seen rapid increase in Solar, Wind, and Battery Energy Storage Resources that interconnect to their electric system through Inverters. Inverter-Based Resources (IBRs) have fault current characteristics that are unlike the fault current response of traditional rotating-machine-based generators, which is well known and repeatable. IBR’s non-traditional fault current behavior is due to the IBR control scheme, which is configured to provide a clean AC output but also protect the inverter’s sensitive power electronics devices from damage, one source of which is overcurrent. This results in low fault current magnitude, low or no negative sequence current injection, the variability of sequence component currents, the variability of voltage with respect to current angles, and the lack of inertia. The control scheme also results in a fault current response that can vary between manufactures and between models of the same manufacturer. High penetration of IBRs can adversely affect the protection schemes applied in areas with high penetration of IBRs. With the proliferation of IBRs, utilities are finding out that conventional protection schemes are not adequately equipped to protect the electric systems. This is mainly because the existing protection elements and practices have been designed based on the fault current response of conventional rotating machines. In several cases, the available literature does not provide any clear solution for the issues when the protection scheme does not operate properly near IBRs. This report / presentation identifies various protection challenges due to IBRs that industry is facing, from the utility perspective. Instead of facing on one issue, this report looks broadly on all the challenges that system protection has experienced with high penetration of IBRs. Based on the IBR response from various utilities during real fault events and gathering perspective from different utility SMEs via questionnaire, the report summarizes on gathered data and internal experiences.
