Establishing a scientific and technical information program: Planning and resource management

In the last 50 years, technological advances have accelerated at a rate unprecedented in history. We are experiencing a tremendous expansion of scientific and technological effort in many directions, and the result is a fantastic increase in the accumulation of scientific and technical information (STI) and knowledge. An integral part of the research and development (R&D) process is the STI associated with it. STI is both a raw material (input) and a product (output) of this process. The topics addressed include the following: the value of STI, management of an STI program, program policy and guidance, organizational structure, data sources, training/orientation, and the current information environment.

Fingerprinting of Materials: Technical Supplement

This supplement to the Guidelines for Maintaining a Chemical Fingerprinting Program has been developed to assist NASA personnel, contractors, and sub-contractors in defining the technical aspects and basic concepts which can be used in chemical fingerprinting programs. This material is not meant to be totally inclusive to all chemical fingerprinting programs, but merely to present current concepts. Each program will be tailored to meet the needs of the individual organizations using chemical fingerprinting to improve their quality and reliability in the production of aerospace systems.

Technical needs and research opportunities provided by projected aeronautical and space systems

The overall goal of the present task is to identify the enabling and supporting technologies for projected aeronautical and space systems. A detailed examination was made of the technical needs in the structures, dynamics and materials areas required for the realization of these systems. Also, the level of integration required with other disciplines was identified. The aeronautical systems considered cover the broad spectrum of rotorcraft; subsonic, supersonic and hypersonic aircraft; extremely high-altitude aircraft; and transatmospheric vehicles. The space systems considered include space transportation systems; spacecrafts for near-earth observation; spacecrafts for planetary and solar exploration; and large space systems. A monograph is being compiled which summarizes the results of this study. The different chapters of the monograph are being written by leading experts from governmental laboratories, industry and universities.

NASA scientific and technical information program multimedia initiative

This paper relates the experiences of the NASA Scientific and Technical Information Program in introducing multimedia within the STI Program framework. A discussion of multimedia technology is included to provide context for the STI Program effort. The STI Program's Multimedia Initiative is discussed in detail. Parallels and differences between multimedia and traditional information systems project development are highlighted. Challenges faced by the program in initiating its multimedia project are summarized along with lessons learned. The paper concludes with a synopsis of the benefits the program hopes to provide its users through the introduction of multimedia illustrated by examples of successful multimedia projects.

NASA scientific and technical program: User survey

Results are presented of an intensive user requirements survey conducted by NASA's Scientific and Technical Information (STI) Program with the goal of improving the foundation for the user outreach program. The survey was carried out by interviewing 550 NASA scientists, engineers, and contractors and by analyzing 650 individual responses to a mailed out questionnaire. To analyze the user demographic data, a data base was built and used, and will be applied to ongoing analysis by the NASA STI Program.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 26: The relationship between technology policy and scientific and technical information within the US and Japanese aerospace industries

Government technology policy has nurtured the growth of the aerospace industry which is vital to both the U.S. and Japanese economies. Japanese technology policy differs significantly from U.S. technology policy, however, particularly with respect to the production, transfer, and use of scientific and technical information (STI). In this paper, we discuss the unique position of the aerospace industry in the U.S. and Japan, U.S. and Japanese aerospace policy, and the role of STI in the process of aerospace innovation. The information-seeking behaviors of U.S. and Japanese aerospace engineers and scientists are compared. The authors advocate the development of innovation-adoption technology and STI policy goals for U.S. aerospace and the inclusion of an aerospace knowledge diffusion transfer system with an 'active' component for scanning and acquiring foreign aerospace technology and STI.

Nuclear Propulsion Technical Interchange Meeting, volume 1

The Nuclear Propulsion Technical Interchange Meeting (NP-TIM-92) was sponsored and hosted by the Nuclear Propulsion Office at the NASA Lewis Research Center. The purpose of the meeting was to review the work performed in fiscal year 1992 in the areas of nuclear thermal and nuclear electric propulsion technology development. These proceedings are a compilation of the presentations given at the meeting (many of the papers are presented in outline or viewgraph form). Volume 1 covers the introductory presentations and the system concepts and technology developments related to nuclear thermal propulsion.

The NASA Scientific and Technical Information Program: Exploring challenges, creating opportunities

The NASA Scientific and Technical Information (STI) Program offers researchers access to the world's largest collection of aerospace information. An overview of Program activities, products and services, and new directions is presented. The R&D information cycle is outlined and specific examples of the NASA STI Program in practice are given. Domestic and international operations and technology transfer activities are reviewed and an agenda for the STI Program NASA-wide is presented. Finally, the incorporation of Total Quality Management and evaluation metrics into the STI Program is discussed.

Materials And Processes Technical Information System (MAPTIS) LDEF materials data base

A preliminary Long Duration Exposure Facility (LDEF) Materials Data Base was developed by the LDEF Materials Special Investigation Group (MSIG). The LDEF Materials Data Base is envisioned to eventually contain the wide variety and vast quantity of materials data generated from LDEF. The data is searchable by optical, thermal, and mechanical properties, exposure parameters (such as atomic oxygen flux) and author(s) or principal investigator(s). Tne LDEF Materials Data Base was incorporated into the Materials and Processes Technical Information System (MAPTIS). MAPTIS is a collection of materials data which has been computerized and is available to engineers, designers, and researchers in the aerospace community involved in the design and development of spacecraft and related hardware. The LDEF Materials Data Base is described and step-by-step example searches using the data base are included. Information on how to become an authorized user of the system is included.

Optically pumped submillimeter laser heterodyne receivers - Astrophysical observations and recent technical developments

NASA's prospective sub-mm-wave astrophysical missions encompass the Small Explorer Submillimeter Wave Astronomy Satellite, scheduled for launch in 1995, the Submillimeter Intermediate Mission, and the Large Deployable Reflector; until these are operational, sub-mm observations will be conducted at mountain sites and aboard aircraft platforms. Attention is presently given to the technical challenges faced by terahertz-range receiver developers, and it is noted that optically pumped sub-mm lasers furnish the only practical local oscillation source for heterodyne receivers in the 600-3000 GHz range. An account is given of ground-based and airborne astrophysical applications of heterodyne receivers.
