SURE (Science User Resource Expert): A science planning and scheduling assistant for a resource based environment

SURE (Science User Resource Expert) is one of three components that compose the SURPASS (Science User Resource Planning and Scheduling System). This system is a planning and scheduling tool which supports distributed planning and scheduling, based on resource allocation and optimization. Currently SURE is being used within the SURPASS by the UARS (Upper Atmospheric Research Satellite) SOLSTICE instrument to build a daily science plan and activity schedule and in a prototyping effort with NASA GSFC to demonstrate distributed planning and scheduling for the SOLSTICE II instrument on the EOS platform. For the SOLSTICE application the SURE utilizes a rule-based system. Development of a rule-based program using Ada CLIPS as opposed to using conventional programming, allows for capture of the science planning and scheduling heuristics in rules and provides flexibility in inserting or removing rules as the scientific objectives and mission constraints change. The SURE system's role as a component in the SURPASS, the purpose of the SURE planning and scheduling tool, the SURE knowledge base, and the software architecture of the SURE component are described.

Definition of propulsion system for V/STOL research and technology aircraft

Wind tunnel test support, aircraft contractor support, a propulsion system computer card deck, preliminary design studies, and propulsion system development plan are reported. The Propulsion system consists of two lift/cruise turbofan engines, one turboshaft engine and one lift fan connected together with shafting into a combiner gearbox. Distortion parameter levels from 40 x 80 test data were within the established XT701-AD-700 limits. The three engine-three fan system card deck calculates either vertical or conventional flight performance, installed or uninstalled. Design study results for XT701 engine modifications, bevel gear cross shaft location, fixed and tilt fan frames and propulsion system controls are described. Optional water-alcohol injection increased total net thrust 10.3% on a 90 F day. Engines have sufficient turbine life for 500 hours of the RTA duty cycle.

SAR image data compression for an on-line archive system

This paper summarizes the investigation of SAR image data compression for an on-line archive data distribution system. This system is planned for the ground processing system of Alaska SAR Facility (ASF) and Shuttle Imaging Radar (SIR-C). The objective of the SAR image data compression is to enable the data archive system to provide the remote users a large data base with good image quality, short response time, low transfer cost, and minimal decoding complexity. The requirements and limitations of the on-line archive data distribution system are presented. The effects of SAR image data characteristics on data compression are addressed. The users' survey results suggest that compression ratios between 10:1 and 20:1 appear suitable. Based on the algorithm evaluation results, the two-level tree-searched vector quantization technique has been recommended as the SAR image data compression algorithm for the on-line archive data distribution system.

Using Time Series Data Products to Support ASHRAE’s Historic and Future Climate Data Needs through NASA’s POWER Web Services

To address the data needs for resilience and sustainability of building systems within ASHRAE, the NASA Prediction of Worldwide Energy Resource (POWER) project facilitates the use of NASA Earth Science data on a long-term, global scale. Solar data from several NASA projects and meteorological data from NASA assimilation models have been reformatted and disseminated to the public via a user friendly web GIS-enabled based data portal (https://power.larc.nasa.gov) in selectable data formats, immediately amenable to key industry wide decision support tools such as EnergyPlus. Time series of potential climate conditions from downscaled climate simulations are being made available for similar statistics and formats. An emphasis is placed upon obtaining and utilizing time series data to conduct analysis of building system performance for current and planning building systems for energy savings and greenhouse gas emissions. This presentation has the learning following learning objectives for the ASHRAE community: 1) Learn how NASA POWER’s web service suite can provide supplementary solar and surface meteorological data parameters, including a discussion of uncertainty. 2) Learn how downscaled climate scenario information can be provided to evaluate potential future requirements. The presentation is part of a forum entitled, "Weather Data for Large-Scale Building Energy Modeling".

Factors Influencing the Selection of the Systems Integration Organizational Model Type for Planning and Implementing Government High-Technology Programs

While there has been extensive research in defining project organizational structures for traditional projects, little research exists to support high technology government project s organizational structure definition. High-Technology Government projects differ from traditional projects in that they are non-profit, span across Government-Industry organizations, typically require significant integration effort, and are strongly susceptible to a volatile external environment. Systems Integration implementation has been identified as a major contributor to both project success and failure. The literature research bridges program management organizational planning, systems integration, organizational theory, and independent project reports, in order to assess Systems Integration (SI) organizational structure selection for improving the high-technology government project s probability of success. This paper will describe the methodology used to 1) Identify and assess SI organizational structures and their success rate, and 2) Identify key factors to be used in the selection of these SI organizational structures during the acquisition strategy process.

Automated generation of spacecraft activity plans

An expert system is described which is currently in place in the ground support system of the Hubble Space Telescope (HST). Known as the Transformation system, it is used to process proposals submitted by the HST's world wide user community, converting the scientific descriptions of the astronomical observations into detailed spacecraft activities which are linked in time. These detailed activities are formatted to be both readable by the telescope operations staff and directly schedulable by the planning and scheduling portion of the ground system. The implementation of the Transformation system is particularly interesting as the system was developed at the same time that its target system (the planning and scheduling system) was being built.

Passive retention/expulsion methods for subcritical storage of cryogens: Test plan, subscale dual-screen-liner retention/expulsion system

A test program is described to demonstrate liquid-free gas venting of a subcritically stored cryogen using a passive retention/expulsion system. The test plan is specifically aimed at verifying this capability for the dual-screen-liner concept, independent of gravity level and direction. In addition, the test is designed to yield operational characteristics data for the dual-screen-liner, including: tank filling, frequency and duration of venting, cryogen temperature and pressure histories, sensitivity of pressure relief control, and the ability of the passive device to provide communication between the vapor annulus and bulk regions. Normal l-g aircraft and drop tower tests using nitrogen as the test liquid are discussed.

Real-time operational planning for the U.S. air traffic system

This paper describes an integrated planning model for the U.S. air traffic system. The approach incorporates the dual objectives of monitoring collision risk while minimizing transportation costs. Specialized solution algorithms exploit the underlying structure of the model - especially for large-scale examples. The proposed formulation is tested with real-world data for the Indianapolis control sector. Additional experiments with a CRAY X-MP/24 supercomputer show that a full-scale model can be solved under real time conditions. Despite these advances, additional work is required in developing a practical system. Suggestions are made for combining advances in computer graphics and mathematical modeling.

The Pilot Land Data System: Report of the Program Planning Workshops

An advisory report to be used by NASA in developing a program plan for a Pilot Land Data System (PLDS) was developed. The purpose of the PLDS is to improve the ability of NASA and NASA sponsored researchers to conduct land-related research. The goal of the planning workshops was to provide and coordinate planning and concept development between the land related science and computer science disciplines, to discuss the architecture of the PLDs, requirements for information science technology, and system evaluation. The findings and recommendations of the Working Group are presented. The pilot program establishes a limited scale distributed information system to explore scientific, technical, and management approaches to satisfying the needs of the land science community. The PLDS paves the way for a land data system to improve data access, processing, transfer, and analysis, which land sciences information synthesis occurs on a scale not previously permitted because of limits to data assembly and access.

Core and Off-Core Processes in Systems Engineering

An emerging methodology of organizing systems-engineering plans is based on a concept of core and off-core processes or activities. This concept has emerged as a result of recognition of a risk in the traditional representation of systems-engineering plans by a Vee model alone, according to which a large system is decomposed into levels of smaller subsystems, then integrated through levels of increasing scope until the full system is constructed. Actual systems-engineering activity is more complicated, raising the possibility that the staff will become confused in the absence of plans which explain the nature and ordering of work beyond the traditional Vee model.

Motion planning of mobile multi-limb robotic systems subject to force and friction constraints

A method is presented to generate motions for a class of multilimb robotic systems enabling them to apply large static forces over large ranges of motion without saturating actuator effort limits, system-environment friction constraints, kinematic joint limits, or geometric workspace obstacles. The approach, termed the force-workspace (FW) approach, maps these constraints into the system C-space to form constraint obstacles using a recursive subdivision process. To generate motions along which actuator efforts can be specified without violating system constraints, paths are planned that avoid these constraint obstacles. The method permits the shape of the paths to be controlled using any configuration-dependent performance criterion. The FW approach was applied to a proposed three-limb planar climbing robot whose task is to climb upwards between two vertical walls by pushing outwards to generate frictional support. Motions were planned automatically within the system FW, enabling it to lift itself upwards using two limbs at a time, and a gait was planned to enable it to switch limbs and climb continuously.

Advanced Launch System advanced development oxidizer turbopump program: Technical implementation plan

The Advanced Launch Systems (ALS) Advanced Development Oxidizer Turbopump Program has designed, fabricated and demonstrated a low cost, highly reliable oxidizer turbopump for the Space Transportation Engine that minimizes the recurring cost for the ALS engines. Pratt and Whitney's (P and W's) plan for integrating the analyses, testing, fabrication, and other program efforts is addressed. This plan offers a comprehensive description of the total effort required to design, fabricate, and test the ALS oxidizer turbopump. The proposed ALS oxidizer turbopump reduces turbopump costs over current designs by taking advantage of design simplicity and state-of-the-art materials and producibility features without compromising system reliability. This is accomplished by selecting turbopump operating conditions that are within known successful operating regions and by using proven manufacturing techniques.
