Cost estimation: An expert-opinion approach

A methodology is outlined which can be used to estimate the costs of research and development projects. The approach uses the Delphi technique a method developed by the Rand Corporation for systematically eliciting and evaluating group judgments in an objective manner. The use of the Delphi allows for the integration of expert opinion into the cost-estimating process in a consistent and rigorous fashion. This approach can also signal potential cost-problem areas. This result can be a useful tool in planning additional cost analysis or in estimating contingency funds. A Monte Carlo approach is also examined.

A summary of the ECAS performance and cost results for MHD system

The interagency-funded, NASA-coordinated Energy Conversion Alternatives Study (ECAS) has studied the potential of various advanced power plant concepts using coal and coal-derived fuel. Principle studies were conducted through prime contracts with the General Electric Company and the Westinghouse Electric Corporation. The results indicate that open-cycle coal-fired direct-preheat MHD systems have potentially one of the highest coal-pile-to-bus-bar efficiencies and also one of the lowest costs of electricity (COE) of the systems studied. Closed-cycle MHD systems may have the potential to approach the efficiency and COE of open-cycle MHD. The 1200-1500 F liquid-metal MHD systems studied do not appear to have the potential of exceeding the efficiency or competing with the COE of advanced steam plants.

A report on the use of thermal scanner data in an operational program for monitoring apparent rooftop temperatures

CENGAS, a division of Central Telephone and Utilities Corporation in cooperation with the Remote Sensing Institute, South Dakota State University, is using airborne thermal scanner data to monitor relative rooftop temperatures. Four Nebraska communities and one South Dakota community were surveyed by the Remote Sensing Institute for CENGAS. Thermal scanner data were converted to a film format and the resultant imagery has been successfully employed by CENGAS. The program places emphasis on heat losses resulting from inadequate home insulation, offers CENGAS customers the opportunity to observe a thermogram of their rooftop, and assists homeowners in evaluating insulation needs.

Results of the pollution reduction technology program for turboprop engines

A program was performed to evolve and demonstrate advanced combustor technology aimed at achieving the 1979 EPA standards for turboprop engines (Class P2). The engine selected for this program was the 501-D22A turboprop manufactured by Detroit Diesel Allison Division of General Motors Corporation. Three combustor concepts were designed and tested in a combustor rig at the exact combustor operating conditions of the 501-D22A engine over the EPA landing-takeoff cycle. Each combustor concept exhibited pollutant emissions well below the EPA standards, achieving substantial reductions in unburned hydrocarbons, carbon monoxide, and smoke emissions compared with emissions from the production combustor of this engine. Oxides of nitrogen emissions remained well below the EPA standards, also.

Nuclear Lunar Logistics Study

This document has been prepared to incorporate all presentation aid material, together with some explanatory text, used during an oral briefing on the Nuclear Lunar Logistics System given at the George C. Marshall Space Flight Center, National Aeronautics and Space Administration, on 18 July 1963. The briefing and this document are intended to present the general status of the NERVA (Nuclear Engine for Rocket Vehicle Application) nuclear rocket development, the characteristics of certain operational NERVA-class engines, and appropriate technical and schedule information. Some of the information presented herein is preliminary in nature and will be subject to further verification, checking and analysis during the remainder of the study program. In addition, more detailed information will be prepared in many areas for inclusion in a final summary report. This work has been performed by REON, a division of Aerojet-General Corporation under Subcontract 74-10039 from the Lockheed Missiles and Space Company. The presentation and this document have been prepared in partial fulfillment of the provisions of the subcontract. From the inception of the NERVA program in July 1961, the stated emphasis has centered around the demonstration of the ability of a nuclear rocket to perform safely and reliably in the space environment, with the understanding that the assignment of a mission (or missions) would place undue emphasis on performance and operational flexibility. However, all were aware that the ultimate justification for the development program must lie in the application of the nuclear propulsion system to the national space objectives.

Orbit Modelling for Satellites Using the NASA Prediction Bulletins

For some satellites the NASA Prediction Bulletins are the only means available to the general user for obtaining orbital information. A computational interface between the information given in the NASA Prediction Bulletins and standard orbit determination programs is provided. Such an interface is necessary to obtain accurate orbit predictions. The theoretical considerations and their computational verification in this interface modelling are presented. This analysis was performed in conjunction with satellite aided search and rescue position location experiments where accurate orbits of the Amateur Satellite Corporation (AMSAT) OSCAR-6 and OSCAR-7 spacecraft are a prerequisite.
