U.S. Efforts in Support of Examinations at Fukushima Daiichi (November 2021 Meeting Notes with Updated Information Requests)

Information obtained from Fukushima Daiichi Nuclear Power Station (Daiichi) is required to inform future Decontamination and Decommissioning (D&D) activities, improving the ability of the Tokyo Electric Power Company Holdings, Incorporated (TEPCO Holdings) to characterize potential hazards and to ensure the safety of workers involved with cleanup activities. This information also has important implications for the safety and operation of U.S. commercial nuclear power plants. This document summarizes results from the Fiscal Year 2022 (FY2022) U.S. effort to review Daiichi information and extract insights to enhance the safety of existing and future nuclear power plant designs. This U.S. effort, which was initiated in 2014 by the Department of Energy Office of Nuclear Energy, is completed by a group of experts in reactor safety and plant operations that identify examination needs and evaluate recent Daiichi examination data to address these needs. Fukushima-related information and associated discussions during forensics meetings benefit operating, new, and advanced reactors. Significant safety insights are being obtained in several areas: system and component performance, radionuclide surveys and sampling, debris end-state location, combustible gas effects, and plant operations and maintenance. In addition to reducing uncertainties related to severe accident modeling progression, these insights have and continue to be used to update guidance for severe accident prevention, mitigation, and emergency planning. As discussed in this document, revised operator guidance was successfully used to improve operator response during a loss of off-site power event at the Duane Arnold Energy Center plant. Reduced uncertainties in modeling the events at Daiichi improve the realism of reactor safety evaluations that inform future D&D activities. U.S. evaluations of information from Fukushima and input regarding future examinations are of interest to several organizations within Japan. Meeting presentations by Japan describe how comments and recommendations documented in prior U.S. forensics effort reports, including consensus information requests developed by forensics effort participants, are considered in future Fukushima D&D activities. As discussed in this report, TEPCO Holdings considered these information requests in their D&D planning activities. An updated list of consensus information requests is included in this FY2022 report.

Assembly and Functional Test of NRAD Heated Instrumentation Rig

This is a technical report (TEV-4296) which documents the configuration and materials of construction for a heated sensor test conducted in the NRAD reactor. It is being reviewed for external release so that operators of university reactors can evaluate whether this level of documentation will be acceptable for similar tests conducted in their reactors. The Objective section of this TEV is reproduced below. The purpose of this TEV is to document assembly and functional testing of a device which is designed to allow advanced sensors to be temporarily placed at the periphery of the NRAD reactor. While in this location, the operational characteristics of the sensors can be evaluated while they are exposed to a neutron flux. This device (or “rig”) consists of a cartridge heater surrounded by six guide tubes, which are in turn surrounded by insulation and an aluminum dry tube. The heater allows for the sensors to be tested while at elevated temperature.

Thermal-Hydraulics Modeling and Simulations of Hot Pool Using the SAS-CFD Coupled Code

The main goal of this activity is to test the dynamic coupling of the SAS4A/SASSYS-1 (SAS) and CFD models, using a recently patched version of the SAS code intended to address an undocumented limitation that hindered the Versatile Test Reactor (VTR) simulation efforts in FY21. As described in previous VTR calculation reports, the undocumented limitation in SAS v5.4 does not allow the user to activate the CFD coupling option during restart calculations. Since the analysts were unaware of this limitation, prior SAS-CFD simulation results for the protected station blackout (PSBO) transient were erroneous. Root-cause analysis was performed to determine the cause of this undocumented limitation in SAS v5.4, the SAS software was updated in a new patch, and the SAS-CFD simulations were repeated with this patched software. The results of the SAS-CFD simulations documented in this report show that the software patch does address the cited issue, and that the patched software indeed supports the activation of the CFD coupling model in restart calculations. The SAS development team will determine the schedule for implementing the patch in an official software release. This report documents updated SAS-CFD simulations of the PSBO transient response in the VTR. The hot pool is modeled with the CFD code STAR-CCM+, which is coupled at the flow boundaries to the SAS model of the primary heat transport system. SAS computes the mass flow rate and temperature at each core subassembly outlet, the thermal insulation cavity bypass, and the IHX inlet windows. CFD in turn computes the absolute pressure and temperature at each of these boundaries. The SAS code will ignore the temperature data at flow boundaries where flow is directed into the hot pool, i.e., at the core subassembly outlets unless flow reversal occurs. Similarly, CFD will ignore temperature data at boundaries where the flow is directed out of the hot pool, i.e., at the IHX inlets except under flow reversal. The focus of this work is to ensure that the SAS software patch addresses the undocumented limitation described in prior VTR calculation reports, rather than the accurate assessment of thermal stratification in the VTR during protected transients. This motivates the development of a new, simplified CFD model with a coarser mesh to accelerate the testing process. The updated model, and simplifying assumptions, are documented in this report. In future work, the thermal stratification assessment should be performed in more detail. The simplified CFD model can be improved by performing grid convergence studies sensitivity studies of turbulence parameters (e.g., Prandtl number, turbulence production and dissipation parameters) on temperature distributions and thermal stratification.

June 2022 Permeability Measurements in P-Tunnel, Nevada National Security Site

This document describes gas permeability measurements made in June 2022 in P-Tunnel at the Nevada National Security Site (NNSS). Four boreholes (AC-1, GI-5, GI-6, and HF-1) were tested with a dual packer system. The pressure versus flow rate data that were collected are analyzed using a numerical simulation method that captures compressible gas flow in partially saturated porous media using a close approximation to the geometry of the test setup. The first part of this document begins with data collection and a description of the packer assembly followed by details on data acquisition, measurement instrumentation, and equipment followed by a description of pre-test system verification. Next, the implementation of testing in the field is described, including how specific locations were chosen for testing. The second part of this document describes the numerical simulations used to back-out permeability from the pressure versus flow rate data. First, the numerical model is described, including assumptions. Next the details of the mesh that represents the experiment are described. A method for generating type curves in pressure versus flow rate space is presented and finally the data are mapped to permeability. We conclude with a discussion of the results.

Results of the Short-Term Analyses of the Salt (Macro) Batch 5 Tank 41H Qualification Sample (Resample)

Savannah River National Laboratory (SRNL) analyzed samples from Tank 41H in November 2021 in support of qualification of Salt Waste Processing Facility (SWPF) Salt Batch 5. This document reports the short-term results of the analyses of samples of Tank 41H. Analysis of the Tank 41H Salt Batch 5 sample indicates that the material does not display any unusual characteristics or observations, such as floating solids, the presence of large amounts of solids, or unusual colors. Further sample results will be reported in a future document. This report satisfies part of Deliverable 3 of the Technical Task Request (TTR). After a data review it was found that the original results reported in the revision 0 of this document were actually from Salt Batch 4 (Tank 21H). A new set of samples was sent for analysis to satisfy deliverable 3 of the TTR. The results from the original analyses have been replaced with the recent analyses of the actual Salt Batch 5 sample.
