Resilience hazards for electric power systems are on the rise, exacerbated by both a rise in extreme weather events and manmade physical and cyber attacks. At the same time, grid modernization challenges plague the United States, covering everything from increased electrification and ambitious renewable energy targets to aging infrastructure and regulation that lags behind today’s challenges. This talk will cover an all-hazards risk based approach that addresses both rising resilience and grid modernization challenges. Examples of this approach taken for national laboratory research projects will be discussed, including a deep dive into a project that addressed black start, resynchronization, distributed control, and cybersecurity challenges for an operational microgrid up to sub-transmission voltages. As takeaways from this project are translated from demonstration scale to real-world exercises, key lessons are noted on the translation from research into practice and how this can inform risk-based research moving forward
This presentation shares unique qualities of INL that allow the lab to take ideas from a concept all the way to at-scale demonstrations. This framework is discussed in the context of the INL initiative, "Securing the Path to Net Zero."
This slide deck presents an overview of the threat landscape for renewable energy technologies. It highlights he growing penetration of renewable resources and potential impact of an attack. Standard architectures are shared to highlight where vulnerabilities may exist and attack paths to reach critical infrastructure. We discuss threat actors and attack paths. Several recent events impacting renewable energy assets or companies are explained.

Distributed energy resources (DERs) are becoming increasingly important to the electric grid, including solar energy systems. However, DERs also introduce new cybersecurity risks, including those posed by cloud computing. Standards harmonization is essential for ensuring that DERs are secure and can be safely integrated into the grid. This panel will discuss cyber standards harmonization for solar security. The panel will feature experts from the S2G Program, National Labs and Industry.

This talk will cover the cyber threat landscape and engineering mitigations for grid forming (GFM) inverters. It will discuss the penetration of inverter-based resources (IBRs) in the United States and expected growth. It will then discuss the threat landscape for IBRs based on current and expected penetration. Real-world examples of cyber incidents affecting IBRs will be presented, concluding with an introduction to Cyber-Informed Engineering (CIE) and a guide on applying it to GFM inverters.
Microgrids continue to proliferate, and they are transitioning away from using conventional generating resources to increasingly relying on inverter-based resources (IBRs) as the voltage and frequency leaders. It is crucial to evaluate the capability of IBRs to provide microgrid stability and resilience. Hardware-in-the-loop (HIL) experiments were conducted to de-risk the field deployment of the San Diego Gas & Electric Company Borrego Springs Microgrid, where a battery inverter was upgraded with grid-forming (GFM) capability to serve as the island leader. This paper presents the HIL experimental results from an HIL test bed that uses a power-hardware-in-the-loop (PHIL) interface with a power inductor that was previously developed for PHIL simulations of microgrids where the inverters need to switch modes, i.e., between grid-following and GFM as the microgrid transitions between grid-connected and islanded operation. This paper presents more details on the interface and HIL simulation results of the planned islanding and load steps in islanded operation to show the effectiveness of the inverters in managing the voltage and frequency.
What major and minor cybersecurity events affected the energy sector in the last year? What trends were observed in the events, disclosure of vulnerabilities, and other headline news? This talk will focus on real-world events put in the context of an evolving geo-political landscape. We will discuss events that had operational impact as well as events affecting third-parties with exploration of how the impact of incidents is changing as more stakeholders are involved in new projects and the complexity of the modern grid. We will focus on lessons learned from the 2024 trends that operators and their partners can apply to stay ahead of the threats in 2025.
