Baseline vs. DER Scenario

Projections and associated uncertainty estimates are generated for a variety of user-selectable EV charging sessions, electricity tariffs, subsidy levels, revenue schemes, charging station configurations, and on-site solar and/or storage options. The outputs are presented in CHIP's web portal browser in the form of easily interpretable graphics (interactive graphs and bar charts) that facilitate convenient comparison among different scenarios to aid decision-making. The user should bring assumptions for modeling on simulation planning horizon, number of EV charging sessions per year, electricity costs (energy and demand charge rates; flat versus time-of-use rate), site capital costs (equipment for EV chargers and transformer), solar PV, and battery energy storage (kW).

Transportation Hub Infrastructure Expansion: Decision Support Under Uncertainty

The Athena project (www.athena-mobility.org) has worked to investigate the relationship between the Dallas-Fort Worth Airport (DFW) and the greater Dallas area in order to better understand and therefore better inform future decision-making regarding the critical infrastructure that influence mobility between the airport and the city. Through this work, infrastructure related to curbside pickup and drop-off, parking, public transit, and the road network congestion were identified as critical to the operation of the DFW transportation hub. The infrastructure analysis and expansion aspect of the Athena project is focused on the restructuring of the CTA curb as a hierarchical curb and the building or repurposing of parking infrastructure as the interplay between these two areas. Many sources of uncertainty exist that may impact future airport and transportation hub operations, such as passenger volume growth, population demographic changes over time, electric vehicle (EV) adoption rates, and autonomous vehicle (AV) adoption rates. Due to these sources of uncertainty, we have selected for our research a modeling framework that can capture various types of uncertainty and hedge against those uncertainties in the optimization process. We analyze road network and curb congestion, the rise of transportation networking companies, trends in parking usage, existing policies around this infrastructure, airport revenue streams, and other contributing factors to enable infrastructure decision making with less uncertainty. To accomplish this wholistic analysis, we have developed a novel multi-stage, multi-period stochastic optimization model which considers the airport's decisions from 2025-2045 under different possible future macro trajectories and day-to-day variations in operational conditions captured as "annual representation of operations" scenarios with respective probabilities. This model has also been designed to leverage the outputs of various efforts under the Athena project to create a combined decision framework for infrastructure decisions. These various efforts include the route optimization model, the ASPIRES simulation, the mode choice model, and the SUMO traffic simulation. Our computational experiments of this system at scale have resulted in a working version of our infrastructure model which enables the explicit representation and consideration of various sources of uncertainty in the decision process to enable robust, flexible decision-making. This model has been effectively run on NREL's HPC system, Eagle, with large numbers of stochastic scenarios and shows promise as a scalable tool for robust consideration of uncertainties in airport planning. We have tested our model using 30,240 operational circumstances in total, resulting in a problem with more 200 million variables. This model was solved in several different configurations, and a workflow to simulate the performance of the infrastructure model results was developed and deployed. In general, our results indicate that a combination of remote parking, remote curb infrastructure, and dynamic pricing can generate revenue, reduce emissions, accommodate emerging technologies such as AVs and EVs, and manage airport passenger growth over time. We note the success of the proposed strategy depends on the data collection and forecasting abilities of DFW. We have also seen that the AV adoption by TNCs might necessitate larger amounts of remote curb. The results of this work inform strategies for airport infrastructure decision making, as well as demonstrate the value of an adaptable model, but also indicate that there are avenues remaining where further research would be of value.

Remote sensing R&D planning

A NASA method is described for forecasting remote sensing needs in the last decade of this century and for planning the necessary space system technology R&D. Five- and ten-year plans for earth observations in various disciplines are extrapolated forward to circa 1995 via a scenario which envisions major advances in remote sensing and information management. Space system studies identify the 'technology drivers', and development programs are initiated to develop the enabling technology. An example is given for a multipurpose large-aperture microwave radiometer spacecraft.

The RadarSAT-MAMM automated mission planner

The RadarSAT Modified Antarctic Mapping Mission (MAMM) ran from September to November 2000. It consisted of over 2400 synthetic aperture radar (SAR) data takes over Antarctica that had to satisfy coverage and other scientific criteria while obeying tight resource and operational constraints. Developing these plans is a time and knowledge intensive effort. It required over a work-year to manually develop a comparable plan for AMM-1, the precursor mission to MAMM. This paper describes the automated mission planning system for MAMM, which dramatically reduced mission-planning costs to just a few workweeks, and enabled rapid generation of 'what-if' scenarios for evaluating mission-design trades. This latter capability informed several critical design decisions and was instrumental in accurately costing the mission.

Autonomous Science Restart for the Planned Europa Mission with Lightweight Planning and Execution

In this paper we present MEXEC - a lightweight on-board planning and execution system that monitors spacecraft state to robustly respond to current conditions. In addition it projects the remaining plan forward in time to detect conflicts and revise the plan. Most current planetary missions use sequence based commanding from the ground, which limits the ability to respond to on-board state varying from planned for state. This results in planning for worst-case execution time, power utilization, data volume and other resources and leads to under utilization of the spacecraft capability. It also limits the ability to respond to faults. Due to the high radiation environment at Jupiter the probability of flight software resets is high. Therefore, of particular interest to the planned Europa Mission is the capability to restart the science plan after flight software resets. In this paper we present results from running Europa flyby scenarios with flight software resets in the Europa flight software test environment. Preliminary results with the prototype scenario show MEXEC takes less than a tenth of a second to respond to resets. The development was done as part of Europa-focused flight software, but MEXEC was designed to be applicable to landers and rovers as well.

Survey Development and Initial Data: Flight Context and Pilot Techniques in Everyday Flights

The aviation industry is recognizing that flight crews routinely contribute to system safety in ways that go beyond adherence to standard operating procedures (SOPs). Our research goals were to explore a) whether a survey could shed light on pilots' contributions to adaptation and resilience in everyday flights and b) relevant assessment methods. The survey focused on challenges faced by pilots in normal operations, and on the ways that pilots anticipate and monitor those challenges. We collected responses concerning revenue flights from two pilot groups; one group also provided responses concerning a simulated scenario. The results indicated that relatively few flights proceeded exactly as in the original flight plan. Pilots routinely anticipated and adapted to changing circumstances. We discuss some design and assessment challenges encountered for a survey on this topic, we provide 5 approaches to assessment, and we present example findings as illustrations. We hope assessment methods such as these will lead to useful surveys of resilience in flight.

Air Traffic Management Response to Vertiport Closure

Increasing quantities of urban air mobility operations requires consideration of various contingencies associated with novel operational tempos and airspace management practices. This paper explores a contingency scenario in which a single vertiport closes unexpectedly during high tempo operations. Dynamic re-planning is explored as a function performed both by operators using common operating procedures and through emergency assistance from air traffic control. Implications for airspace capacity, infrastructure requirements, and vehicle energy reserves are discussed.

A Human-in-the-Loop Evaluation of Multi-Sector Planning in Mixed Equipage Airspace (MSP III)

A human-in-the-loop (HITL) simulation was conducted in May 2010 to determine the feasibility and value 01 conducting multi-sector planning (MSP) operations in a mixed equipage environment. Aircraft were categorized as equipped or unequipped based on the presence or absence of an air-ground data communications (Data Comm) capability for receiving auto-loadable clearances and transfer of communication messages from the air navigation service provider (ANSP). The purpose of the study was to determine the feasibility and possible benefits of introducing multi-sector planning in a mixed equipage context, or whether Data Comm equipage was required for MSP operations. Each test scenario presented one of three different equipage levels to the controllers (10%, 50% or 90% equipped aircraft), so that the operational impact of different equipage levels could be observed. Operational feasibility assessment addressed two related questions: (1) are MSP operations feasible for unequipped aircraft, and (2) are they feasible in a mixed equipage context. Similarly, two categories of potential benefits were explored: (1) system performance improvements (e.g., throughput, workload) associated with MSP at different equipage levels, and (2) the possibility of providing differential service for equipage through MSP operations. Tool requirements (for both planning and controller stations), as well as planning and coordination procedures - within facility (traffic management unit/operational area) and within sector (R-Side/D-Side) - were two other topics addressed in the study. Overall, results suggested that MSP operations were feasible in a mixed equipage environment and that the tools were effective with both equipped and unequipped aircraft. Using the MSP tools, traffic management coordinators were able to manage controller task load, effectively balancing throughput with complexity and controller task load at each of the three equipage levels tested.
