The adversary process in technology assessment

An Agency which would act as a responsible technological ombudsman is proposed for inclusion in the technology assessment mechanism. The agency would be charged solely with the function and responsibility to probe and identify the negative factors and present them to Congress and the public. It is felt that in the development of technology in private sectors there are assessments and controls exerted by the public. However, in governmental technology, the agencies involved tend to emphasize the useful and beneficial aspects, and it is pointed out that the administrative agencies also tend to develop unwholesome affinities to the industries they regulate. It is also felt that scientific and engineering experts have a bias in favor of accomplishing what they think can be accomplished. The proposed devil's advocate agency would investigate the areas of hazards and potential hazards, and would subject Congress to the pressures of public opinion.

A method of hardware qualification for flight by analyses, similarity and integrated testing

The results are described of a study on four pieces of flight hardware from the Saturn 1U and S-4B stages to determine whether the objectives of the formal qualification tests on that hardware could have been obtained within that program by methods other than performing the qualification tests. These methods include qualification by analyses, similarity and integrated testing, i.e., distribution of the objectives among the other tests in the program. It was found that it is feasible to delete the requirements for formal qualification testing provided that it is accomplished early in the program to allow adequate planning for accomplishing the qualification objectives by other means. Additionally, a scorekeeping system was defined that is simple, straightforward, easy to implement. This scorekeeping system provides complete visibility of equivalent qualification status at any point during the program. A set of groundrules for implementing this study was established as a result of findings on the specific items of hardware studied.

Pulsed metallic-plasma generators.

A pulsed metallic-plasma generator is described which utilizes a vacuum arc as the plasma source. The arc is initiated on the surface of a consumable cathode which can be any electrically conductive material. Ignition is accomplished by using a current pulse to vaporize a portion of a conductive film on the surface of an insulator separating the cathode from the ignition electrode. The film is regenerated during the ensuing arc. Over 100 million ignition cycles have been accomplished by using four 0.125-in. diameter zinc cathodes operating in parallel and high-density aluminum-oxide insulators. Among the applications being investigated for the generator are metal deposition, vacuum pumping, electric propulsion, and high-power dc arc interruption.

Feasibility study of a zero-gravity (orbital) atmospheric cloud physics experiments laboratory

A feasibility and concepts study for a zero-gravity (orbital) atmospheric cloud physics experiment laboratory is discussed. The primary objective was to define a set of cloud physics experiments which will benefit from the near zero-gravity environment of an orbiting spacecraft, identify merits of this environment relative to those of groundbased laboratory facilities, and identify conceptual approaches for the accomplishment of the experiments in an orbiting spacecraft. Solicitation, classification and review of cloud physics experiments for which the advantages of a near zero-gravity environment are evident are described. Identification of experiments for potential early flight opportunities is provided. Several significant accomplishments achieved during the course of this study are presented.

On multidisciplinary research on the application of remote sensing to water resources problems

This research is directed toward development of a practical, operational remote sensing water quality monitoring system. To accomplish this, five fundamental aspects of the problem have been under investigation during the past three years. These are: (1) development of practical and economical methods of obtaining, handling and analyzing remote sensing data; (2) determination of the correlation between remote sensed imagery and actual water quality parameters; (3) determination of the optimum technique for monitoring specific water pollution parameters and for evaluating the reliability with which this can be accomplished; (4) determination of the extent of masking due to depth of penetration, bottom effects, film development effects, and angle falloff, and development of techniques to eliminate or minimize them; and (5) development of operational procedures which might be employed by a municipal, state or federal agency for the application of remote sensing to water quality monitoring, including space-generated data.

Radiometer-deployment subsystem

A radiometer-deployment subsystem for the Nimbus E spacecraft was designed, developed, and qualified for space use. The dimensions of the radiometer are 0.9 meter square by 0.1 meter, and its weighs 32 kilograms. Rigidly secured to the spacecraft during launch, the radiometer is deployed when the spacecraft reaches orbit. Deployment is achieved without permitting any portion of the radiometer to intersect the field of view of the infrared horizon scanner. This accomplishment necessitated a nonlinear deployment profile, which was accomplished by using a four-bar linkage composed of arms, cams, pivots, and steel tapes.

Systems performance monitoring for advanced manned spacecraft

Optimum system mechanizations for advanced manned spacecraft are considered. Several studies have proposed automation of the onboard system management task, with functions such as system status monitoring, configuration management, and redundancy management being accomplished under computer control. An experimental system was used in the laboratory to investigate hardware and software requirements for accomplishing these onboard system management functions. A performance monitor system is proposed for the space shuttle. This system provides support to the flight crew in the management of all onboard systems but does not perform critical switching functions during the flight phase.

A new approach to telemetry data processing

An approach for a preprocessing system for telemetry data processing was developed. The philosophy of the approach is the development of a preprocessing system to interface with the main processor and relieve it of the burden of stripping information from a telemetry data stream. To accomplish this task, a telemetry preprocessing language was developed. Also, a hardware device for implementing the operation of this language was designed using a cellular logic module concept. In the development of the hardware device and the cellular logic module, a distributed form of control was implemented. This is accomplished by a technique of one-to-one intermodule communications and a set of privileged communication operations. By transferring this control state from module to module, the control function is dispersed through the system. A compiler for translating the preprocessing language statements into an operations table for the hardware device was also developed. Finally, to complete the system design and verify it, a simulator for the collular logic module was written using the APL/360 system.

Servomechanism design techniques and applications aerospace problems

A cryogenic oxygen flow control servomechanism subsystem is described that is typical for an auxiliary power unit fuel system. Three possible types of feedback for this type of subsystem are: position with velocity feedback accomplished by gear train and synchro-transformer, position with velocity feedback accomplished by adding a rate generator and position feedback with compensating network. Servomechanisms employing any of these three types of subsystems can provide the oxygen flow control desired. The differences in performance relate primarily to steadiness of flow with the companion heat modulation. The damping ratio parameter can be used to achieve a reasonable response time.

Mariner Mars 1971 battery design, test, and flight performance

The design, integration, fabrication, test results, and flight performance of the battery system for the Mariner Mars spacecraft launched in May 1971 are presented. The battery consists of 26 20-Ah hermetically sealed nickel-cadmium cells housed in a machined magnesium chassis. The battery package weighs 29.5 kg and is unique in that the chassis also serves as part of the spacecraft structure. Active thermal control is accomplished by louvers mounted to the battery baseplate. Battery charge is accomplished by C/10 and C/30 constant current chargers. The switch from the high-rate to low-rate charge is automatic, based on terminal voltage. Additional control is possible by ground command or onboard computer. The performance data from the flight battery is compared to the data from various battery tests in the laboratory. Flight battery data was predictable based on ground test data.

Spacecraft reorientation via slewing about nonorthogonal axes

A mathematical procedure was developed which determines the exact slews relative to any known axes. The axes may be completely arbitrary; their coordinates merely reside on a data base which can be changed at any time without affecting the software. Given the desired reorientation, the procedure then determines all of the two-legged or three-legged slews which will accomplish the reorientation. For example, there are 12 possible permutations of three axes, and if they are orthogonal each always has two solutions. The nonorthogonal case, on the other hand, gives some surprising results, including the nonexistence of a solution: Consider a large reorientation where the three axes are nearly collinear. In this connection, it can be shown that every three-axis reorientation can be accomplished by three successive slews, if and only if the middle axis is perpendicular to the other two.

Delineation of major soil associations using ERTS-1 imagery

The delineation of a major soil association in the loess region of Obion County has been accomplished using ERTS-1 imagery. Channel 7 provides the clearest differentiation. The separation of other smaller soil associations in an intensive row crop agricultural area is somewhat more difficult. Soil differentiation has been accomplished visually as well as electronically using a scanning microdensitometer. Lower altitude aircraft imagery permits a more refined soil association identification and where imagery is of sufficient scale, even individual soils may be identified.

HELIOS - Co-operative solar probe.

In June 1969, the Federal Republic of Germany and the United States of America agreed on a joint cooperative solar probe project designated HELIOS. This basic agreement provides for the design, development, test and launch of two flight spacecraft (the first in mid-1974 and the second in late 1975) to within 0.3 AU of the sun. The primary purpose of the two spacecraft is to investigate the properties of and processes in interplanetary space in the direction of and close to the sun. In this technical paper, the scientific mission and German and American plans/design to accomplish this mission are presented by the German and United States Project Managers respectively. Emphasis is placed on the advanced technology required to successfully accomplish this mission.

Linear change of variable in normal systems.

Linear transformations of variable in differential correction processes cannot always be accomplished in the equations of condition, yet may be desirable to reduce high correlations. The means by which this may be accomplished in the system of normal equations is derived and the process reduced to a very simple computational algorithm.
