Integrated System Health Management: Foundational Concepts, Approach, and Implementation.

Implementation of integrated system health management (ISHM) capability is fundamentally linked to the management of data, information, and knowledge (DIaK) with the purposeful objective of determining the health of a system. It is akin to having a team of experts who are all individually and collectively observing and analyzing a complex system, and communicating effectively with each other in order to arrive to an accurate and reliable assessment of its health. We present concepts, procedures, and a specific approach as a foundation for implementing a credible ISHM capability. The capability stresses integration of DIaK from all elements of a system. The intent is also to make possible implementation of on-board ISHM capability, in contrast to a remote capability. The information presented is the result of many years of research, development, and maturation of technologies, and of prototype implementations in operational systems (rocket engine test facilities). The paper will address the following topics: 1. ISHM Model of a system 2. Detection of anomaly indicators. 3. Determination and confirmation of anomalies. 4. Diagnostic of causes and determination of effects. 5. Consistency checking cycle. 6. Management of health information 7. User Interfaces 8. Example implementation ISHM has been defined from many perspectives. We define it as a capability that might be achieved by various approaches. We describe a specific approach that has been matured throughout many years of development, and pilot implementations. ISHM is a capability that is achieved by integrating data, information, and knowledge (DIaK) that might be distributed throughout the system elements (which inherently implies capability to manage DIaK associated with distributed sub-systems). DIaK must be available to any element of a system at the right time and in accordance with a meaningful context. ISHM Functional Capability Level (FCL) is measured by how well a system performs the following functions: (1) detect anomalies, (2) diagnose causes, (3) predict future anomalies/failures, and (4) provide the user with an integrated awareness about the condition of every element in the system and guide user decisions.

A document describing shuttle considerations for the design of large space structures

A Shuttle user guide document to aid designers and analysis associated with large space structures projects is described. The format and contents are a compromise designed to satisfy the needs of several levels of users. Special features include checklists and references to source documents as a convenience to very knowledgeable readers. In addition, general, introductory and explanatory text, and art work are included for the reader less familiar with shuttle systems. Also, there are a subject index, glossary, list of acronyms, and many cross references. Throughout the document, there are suggested implications or references to the importance of the included orbiter interfaces material as it pertains to designing and planning large space structures projects. The content of the document is outlined. Shuttle payload accommodations and constraints, connections for orbiter construction fixtures, packaging, and construction space eometry are addressed.

Space Launch System (SLS) Mission Planner’s Guide

The purpose of this Space Launch System (SLS) Mission Planner’s Guide (MPG) is to provide future payload developers/users with sufficient insight to support preliminary SLS mission planning. Consequently, this SLS MPG is not intended to be a payload requirements document; rather, it organizes and details SLS interfaces/accommodations in a manner similar to that of current Expendable Launch Vehicle (ELV) user guides to support early feasibility assessments. Like ELV programs, specific payload requirements will be defined in unique documentation once manifested to fly on SLS. SLS users requiring additional mission planning information or more detailed technical interchange concerning specific SLS accommodations should contact the SLS Spacecraft/Payload Integration and Evolution (SPIE) office.

A Storm's Approach; Hurricane Shelter Training in a Digital Age

New York City's Office of Emergency Management (OEM) originally ran hundreds of classroom based courses, where they brought together civil servants to learn how to run a Hurricane Shelter (HS). This approach was found to be costly, time consuming and lacked any sense of an impending disaster and need for emergency response. In partnership with the City of New York University School of Professional studies, Gronstedt Group and Daden Limited, the OEM wanted to create a simulation that overcame these issues, providing users with a more immersive and realistic approach at a lower cost. The HS simulation was built in the virtual world Second Life (SL). Virtual worlds are a genre of online communities that often take the form of a computer-based simulated environments, through which users can interact with one another and use or create objects. Using this technology allowed managers to apply their knowledge in both classroom and remote learning environments. The shelter simulation is operational 24/7, guiding users through a 4 1/2 hour narrative from start to finish. This paper will describe the rationale for the project, the technical approach taken - particularly the use of a web based authoring tool to create and manage the immersive simulation, and the results from operational use.
