Specification of parameters for development of a spatial database for drought monitoring and famine early warning in the African Sahel

Parameters were described for spatial database to facilitate drought monitoring and famine early warning in the African Sahel. The proposed system, referred to as the African Drought and Famine Information System (ADFIS) is ultimately recommended for implementation with the NASA/FEMA Spatial Analysis and Modeling System (SAMS), a GIS/Dymanic Modeling software package, currently under development. SAMS is derived from FEMA'S Integration Emergency Management Information System (IEMIS) and the Pacific Northwest Laborotory's/Engineering Topographic Laboratory's Airland Battlefield Environment (ALBE) GIS. SAMS is primarily intended for disaster planning and resource management applications with the developing countries. Sources of data for the system would include the Developing Economics Branch of the U.S. Dept. of Agriculture, the World Bank, Tulane University School of Public Health and Tropical Medicine's Famine Early Warning Systems (FEWS) Project, the USAID's Foreign Disaster Assistance Section, the World Resources Institute, the World Meterological Institute, the USGS, the UNFAO, UNICEF, and the United Nations Disaster Relief Organization (UNDRO). Satellite imagery would include decadal AVHRR imagery and Normalized Difference Vegetation Index (NDVI) values from 1981 to the present for the African continent and selected Landsat scenes for the Sudan pilot study. The system is initially conceived for the MicroVAX 2/GPX, running VMS. To facilitate comparative analysis, a global time-series database (1950 to 1987) is included for a basic set of 125 socio-economic variables per country per year. A more detailed database for the Sahelian countries includes soil type, water resources, agricultural production, agricultural import and export, food aid, and consumption. A pilot dataset for the Sudan with over 2,500 variables from the World Bank's ANDREX system, also includes epidemiological data on incidence of kwashiorkor, marasmus, other nutritional deficiencies, and synergistically-related infectious diseases.

Architecture for Survivable System Processing (ASSP)

The Architecture for Survivable System Processing (ASSP) Program is a multi-phase effort to implement Department of Defense (DOD) and commercially developed high-tech hardware, software, and architectures for reliable space avionics and ground based systems. System configuration options provide processing capabilities to address Time Dependent Processing (TDP), Object Dependent Processing (ODP), and Mission Dependent Processing (MDP) requirements through Open System Architecture (OSA) alternatives that allow for the enhancement, incorporation, and capitalization of a broad range of development assets. High technology developments in hardware, software, and networking models, address technology challenges of long processor life times, fault tolerance, reliability, throughput, memories, radiation hardening, size, weight, power (SWAP) and security. Hardware and software design, development, and implementation focus on the interconnectivity/interoperability of an open system architecture and is being developed to apply new technology into practical OSA components. To insure for widely acceptable architecture capable of interfacing with various commercial and military components, this program provides for regular interactions with standardization working groups (e.g.) the International Standards Organization (ISO), American National Standards Institute (ANSI), Society of Automotive Engineers (SAE), and Institute of Electrical and Electronic Engineers (IEEE). Selection of a viable open architecture is based on the widely accepted standards that implement the ISO/OSI Reference Model.

Technology development: A partnership that makes sense

Discussed here is an approach to how academic institutions, government entities, and industrial organizations can work effectively to utilize their relative strengths to more effectively meet common goals. The discussion relates to the University of Houston-Clear Lake (UHCL) Research Institute for Computing and Information Systems (RICIS) Program to bring about this type of triad in the Clear Lake area. It is concluded that the interfaces among these groups must remain independent to maintain a healthy counterbalance to their respective entities. However, each entity can and must understand the entire mechanism to exploit each interface to the fullest. Only through such cooperation can the continued technical success of the NASA/Clear Lake area be assured.

Intelligent Processing Equipment Research and Development Programs of the Department of Commerce

The intelligence processing equipment (IPE) research and development (R&D) programs of the Department of Commerce are carried out within the National Institute of Standards and Technology (NIST). This institute has had work in support of industrial productivity as part of its mission since its founding in 1901. With the advent of factory automation these efforts have increasingly turned to R&D in IPE. The Manufacturing Engineering Laboratory (MEL) of NIST devotes a major fraction of its efforts to this end while other elements within the organization, notably the Material Science and Engineering Laboratory, have smaller but significant programs. An inventory of all such programs at NIST and a representative selection of projects that at least demonstrate the scope of the efforts are presented.

ACSYNT - A standards-based system for parametric, computer aided conceptual design of aircraft

A group of eight US aerospace companies together with several NASA and NAVY centers, led by NASA Ames Systems Analysis Branch, and Virginia Tech's CAD Laboratory agreed, through the assistance of Americal Technology Initiative, in 1990 to form the ACSYNT (Aircraft Synthesis) Institute. The Institute is supported by a Joint Sponsored Research Agreement to continue the research and development in computer aided conceptual design of aircraft initiated by NASA Ames Research Center and Virginia Tech's CAD Laboratory. The result of this collaboration, a feature-based, parametric computer aided aircraft conceptual design code called ACSYNT, is described. The code is based on analysis routines begun at NASA Ames in the early 1970's. ACSYNT's CAD system is based entirely on the ISO standard Programmer's Hierarchical Interactive Graphics System and is graphics-device independent. The code includes a highly interactive graphical user interface, automatically generated Hermite and B-Spline surface models, and shaded image displays. Numerous features to enhance aircraft conceptual design are described.

Sudbury project (University of Muenster-Ontario Geological Survey): Field studies 1984-1989 - summary of results

In cooperation between the Ontario Geological Survey and the Institute of Geology and Institute of Planetology, geological, petrological, and geochemical studies were carried out on impact-related phenomena of the Sudbury structure during the last decade. The main results of the field studies are briefly reviewed. Footwall rocks, sublayer, and lower sections of the Sudbury Igneous Complex (SIC) were mainly mapped and sampled in the northern (Levack Township) and western (Trillabelle and Sultana Properties) parts of the north range. Within these mapping areas Sudbury Breccias (SB) and Footwall Breccias (FB) were studied; SB were also investigated along extended profiles beyond the north and south ranges up to 55 km from the SIC. The Onaping Formation (OF) and the upper section of the SIC were studied both in the north range (Morgan and Dowling Townships) and in the southern east range (Capreol and McLennan Townships).

Linking medical records to an expert system

This presentation will be done using the IMR-Entry (Intelligent Medical Record Entry) system. IMR-Entry is a software program developed as a front-end to our diagnostic consultant software MEDAS (Medical Emergency Decision Assistance System). MEDAS (the Medical Emergency Diagnostic Assistance System) is a diagnostic consultant system using a multimembership Bayesian design for its inference engine and relational database technology for its knowledge base maintenance. Research on MEDAS began at the University of Southern California and the Institute of Critical Care in the mid 1970's with support from NASA and NSF. The MEDAS project moved to Chicago in 1982; its current progress is due to collaboration between Illinois Institute of Technology, The Chicago Medical School, Lake Forest College and NASA at KSC. Since the purpose of an expert system is to derive a hypothesis, its communication vocabulary is limited to features used by its knowledge base. The development of a comprehensive problem based medical record entry system which could handshake with an expert system while creating an electronic medical record at the same time was studied. IMR-E is a computer based patient record that serves as a front end to the expert system MEDAS. IMR-E is a graphically oriented comprehensive medical record. The programs major components are demonstrated.
