This report is part of a series of annual papers on Advanced Concepts and Missions Division (ACMD) publications. It contains a bibliography and corresponding abstract of all papers presented or published by personnel of ACMD during the calendar year 1971. Also included are abstracts of final reports ACMD contracted studies perfomed during this time period.
Decision makers within Governmental agencies and Congress must evaluate competing (and sometimes conflicting) proposals which seek funding and implementation. Present value analysis can be an effective decision making tool by enabling the formal evaluation of the effects of competing proposals on efficient national resource utilization. A project's costs are not only its direct disbursements, but its social costs as well. How much does it cost to have those funds diverted from their use and economic benefit by the private sector to the public project? Comparisons of competing projects' social costs allow decision makers to expand their decision bases by quantifying the projects' impacts upon the economy and the efficient utilization of the country's limited national resources. A conceptual model is established for the choosing of the appropriate discount rate to be used in evaluation decisions through the technique.
The policy making process which led to development of the Public Health Service Guidelines governing research involving human subjects is outlined. Part 1 examines the evolution of PHS Guidelines, tracing (1) evolution of thought and legal interpretation regarding research using human subjects; (2) initial involvement of the Federal government; (3) development of the government's research program; (4) the social-political environment in which formal government policy was developed; and (5) various policy statements issued by the government. Part 2 analyzes the process by which PHS Guidelines were developed and examines the values and other underlying factors which contributed to their development. It was concluded that the evolution of the Guidelines is best understood within the context of a mixed-scanning strategy. In such a strategy, policy makers make fundamental decisions regarding the basic direction of policy and subsequent decisions are made incrementally and within the contexts set by the original fundamental decisions.
A bibliographic compilation, with approximately 200 listings, on planetary quarantine is presented. Also given are scientific publications, and presentations along with an author index.
Current activities of the program to accelerate specific applications of space related technology in major public sector problem areas are summarized for the period 1 June 1971 through 30 November 1971. An overview of NASA technology, technology applications, and supporting activities are presented. Specific technology applications in biomedicine are reported including cancer detection, treatment and research; cardiovascular diseases, diagnosis, and treatment; medical instrumentation; kidney function disorders, treatment, and research; and rehabilitation medicine.
Abstracts of the technical reports are presented alphabetically by author, and subject and publication indexes are provided. There are approximately 675 entries.
A bibliography, which is a compilation of citations relating to planetary quarantine, previously listed in similar publications since 1967, is presented to provide a reference for reviewing planetary quarantine research and development.
The responses of people to special noise characteristics associated with short takeoff aircraft are discussed. The findings of studies which have yielded data that may be pertinent to community acceptance of short takeoff aircraft noise are presented. A three step program to evaluate public acceptance of short takeoff aircraft noise was conducted. The three steps were: (1) definition of short takeoff aircraft noise characteristics, (2) laboratory tests to evaluate individual responses, and (3) the use of community survey data to extrapolate conventional takeoff aircraft experience.
Current research concerning the determination of the habitat of mosquito vectors of disease is discussed. It is shown how advanced interpretative processes have enabled recognition of the breeding areas of salt marsh mosquitoes and the breeding sites of the mosquito responsible for the transmission of St. Louis strain of encephalitis and of human filariasis. In addition, remote sensing data have also been useful in the study of the habitat of endemic strains of Venezuelan encephalitis virus in Florida. The beginning of the application of remote sensing to such public health aspects as air, water, and urban degradation is noted.
An evaluation of the forces operating on the public schools which might influence their disposition toward the utilization of technology is presented. It is suggested that the wide-ranging technology and know-how generated by the Federally sponsored research and development programs can be adapted and applied to the solution of problems found in education. It is suggested that three major developments in society have great bearing on the utilization of technology in educational programs. The extent to which these factors are manifested and interrelated, and the potential significance of their combined impact are analyzed.
It is shown that the technology of remote sensing can be of great importance to the field of public health. This possibility is based on the deepened understanding of the biologies and ecologies of the vector/organism/host interelationships of arthropod-, soil-, and water-borne diseases to result from the information that remote sensing can provide.
The applicability of remote sensing in the form of aerial photography to urban public health problems is examined. Environmental characteristics are analyzed to determine if health differences among areas could be predicted from the visual expression of remote sensing data. The analysis is carried out on a socioeconomic cross-sectional sample of census block groups. Six morbidity and mortality rates are the independent variables while environmental measures from aerial photographs and from the census constitute the two independent variable sets. It is found that environmental data collected by remote sensing are as good as census data in evaluating rates of health outcomes.
A study was undertaken to analyze ways in which the institutionalization of the assessment function can affect the following phases of the public decision process: problem perception, problem definition, data assembly, invention of alternatives, evaluation of options, authorization, implementation, operation, appraisal, and modification.
A series of questionnaire studies is described, which was carried out on passengers in public service vehicles in the United Kingdom particularly cross-channel hovercraft, helicopter and train. The effectiveness of the different rating techniques employed is examined and it is demonstrated that useful and reliable information can be obtained on the effects of such physical parameters as vibration, vehicle motion and noise using rating methods which involve no external standards. Some results obtained from analysis of the survey returns are presented.
