The seminar on the problems of providing air service to low and medium density points is reported. National transport policies and programs are discussed along with the technology aspects. Recommendations for ATC, CAB, and FAA are included.
Complete seasonal ERTS-1 coverage of Atlantic coastal wetlands from Delaware Bay to Georgia provides a basis for assessment of temporal data for wetland mapping, evaluation, and monitoring. Both MSS imagery and digital data have proved useful for gross wetland species delineation and determination of the upper wetland boundary. Tidal effects and (band to band or seasonal) spectral reflectance differences make it possible to type vegetatively coastal wetlands in salinity related categories. Management areas, spoil disposal sites, drainage ditches, lagoon-type developments and highway construction can be detected indicating a monitoring potential for the future. A northern test site (Maryland-Virginia) and a southern test site (Georgia-South Carolina), representing a range of coastal marshes from saline to fresh, were chosen for intensive study. Wetland maps were produced at various scales using both ERTS imagery (bands 5 and 7) and digital data (bands 4, 5 and 7).
NASA's Applications Technology Satellite-6 is being used to test a variety of new space communications concepts requiring the use of a geosynchronous-orbit spacecraft. These include broadcast of health and education television programs to small, low-cost ground receiving units in remote regions. Other studies to be conducted are related to aeronautical and maritime communications, position-location, and traffic-control techniques. Questions concerning spacecraft tracking and data relay are also investigated. The 1,402 kg spacecraft consists essentially of an Earth Viewing Module connected to a deployable reflector antenna. Details regarding the planned experiments and the spacecraft design are discussed and a brief history of the ATS program is presented.

The procedures and services available for educating and training potential users of remote sensing technology are discussed along with approaches for achieving an in-house capability for the analysis of remotely sensed data using numerical techniques based on pattern recognition principles. Cost estimates are provided where appropriate.
A simplified method of analysis was used in which all flights at a 'simulated' airport were assumed to operate from one runway in a single direction. For this simulated airport, contours of noise exposure forecast were obtained and evaluated. A flight schedule of the simulated airport which is representative of the 23 major U. S. airports was used. The effect of banning night-time operations by four-engine, narrow-body aircraft in combination with other noise reduction options was studied. The reductions in noise which would occur of two- and three-engine, narrow-body aircraft equipped with a refanned engine was examined. A detailed comparison of the effects of engine cutback on takeoff versus the effects of retrofitting quiet nacelles for narrow-body aircraft was also examined. A method of presenting the effects of various noise reduction options was treated.
A number of technology experiments conducted with the satellite are discussed, giving attention to a very high resolution radiometer experiment, a radio frequency interference experiment, a millimeter wave propagation experiment, a COMSAT propagation experiment, a cesium bombardment ion engine experiment, an advanced thermal control flight experiment, a spacecraft attitude experiment, a radio beacon experiment, and environmental measurements experiments. Special investigations considered are related to the use of a spacecraft vibration accelerometer, a quartz crystal microbalance contamination monitor, and a television camera.
A two-wavelength (X band and L band) multiplexed synthetic aperture side-looking airborne radar (SLAR), providing parallel- and cross-polarized images, has been tested for application in mapping vegetation and water resources. Indications of the relative heights, densities, surface roughness and other parameters provided by the multiplexed radar imagery can be used to differentiate and map various types of vegetation. The multiplexed SLAR is superior to thermal IR imagery and aerial photography for determining heights of vegetation and water-land boundaries.

The feasibility of using 30-passenger jet aircraft to service low density, short haul markets was analyzed. Aircraft characteristics, market potential, and economic factors were among the areas evaluated.
High-altitude color infrared photography of a 70,000 acre site north of Tucson, Ariz., has been used to construct maps for land-use planning. Remote sensing data on land use, soil type, vegetation type, ground water recharge areas, and slope were categorized and digitized. Individual categories were assigned ranks indicating their suitability for urban development. Maps of individual characteristics were weighted according to their importance in a given land-use decision, and composite maps indicating good, average, and poor locations for a given type of development were plotted. These composite maps were found to be in good agreement with ground truth results.

Water monitoring system includes equipment and techniques for waste water sampling sensors for determining levels of microorganisms, oxygen, chlorine, and many other important parameters. System includes data acquisition and display system that allows computation of water quality information for real time display.
The impact on the passenger of all aspects of the carrier vehicle physical environment that affect his acceptance of the ride was studied. While motion and vibration are recognized as prime factors affecting subjective reactions, ride quality includes other factors as well (e.g., noise, roominess, etc.) which also can be important. Variables (both subjective and objective) involved and of the interacting effects between variables are identified.
The use of remote sensing in studying, monitoring, and understanding the Chesapeake Bay was examined. References to multispectral scanning, laser techniques, infrared microwave, and radar were made. These aspects were then analyzed with multidimensional models, digital analysis, and holographic projections.

A study plan for quantifying the relationship between human annoyance and the noise level of individual aircraft events is studied. The validity of various noise descriptors or noise metrics for quantifying aircraft noise levels are assessed.
