Rapid Analytical Methodology for Chloride Molten Salt Reactor Safeguards and Process Monitoring

Technologies that enable near real-time isotopic analysis of advanced molten salt reactor (MSR) fuels are critically needed to safeguard these reactors, increase their operational efficiency, and enable their widespread deployment with confidence. We present a systematic approach to developing near real-time dissolution and chemical isolation of U, Pu, and major fission products from highly radioactive chloride molten salt samples. Chemical yields greater than 95% were observed for both uranium and the lanthanides. Interference reduction enabled the detection and quantification of key diagnostic isotopes (including 112Ag, 147Nd, and 153Sm) that were previously undetectable in the original sample. The results from this initial scoping study lay the foundation for the development of future automated systems that can enable cost-efficient, near-real time chemical separation and analysis of extremely highly radioactive molten salt samples.

Noninvasive Thermal Mass Flow Meter for Safeguards

This project addressed the long-standing nuclear safeguards problem of detecting in a timely manner the unauthorized production of significant quantities of highly enriched uranium in gas centrifuge enrichment plants (GCEPs).

GADRAS-DRF for Safeguards (FY 2025 Mid-Year/Annual Report)

Task 1 – Extract GADRAS-DRF capabilities for a workflow intuitive to safeguards analysis. This task is almost complete. Significant improvements have been made to the functionality of customizing peak fits for use in the isotopics application, as well as peak-based FSA model analysis. The remaining tasks revolve around bug fixes, testing the application, and adding a density scroll bar to isotopics for real time analysis updates. The density scroll bar values will be reflected in summary tables and the self-shielding form accessed within isotopics.

Optimizing Geospatial Assessments for Nuclear Safeguards Applications with Large Language Models

A multidisciplinary team at Argonne National Laboratory evaluated the ability of large language models (LLMs) to identify geographic locations from open-source text and assessed post-processing measures to strengthen the reliability of those extractions in support of international nuclear safeguards. The study focused on addressing challenges such as toponym ambiguity, imprecise descriptions, and misinformation, which often undermine the accuracy of LLM-derived geospatial assessments. By integrating authoritative geospatial datasets, employing rigorous validation techniques, and leveraging human-in-the-loop processes, the project aimed to enhance the precision, transparency, and reproducibility of geospatial localization workflows. The findings demonstrate that while LLMs exhibit significant potential for accelerating geospatial analysis, their outputs require systematic grounding and verification to ensure reliability in high-stakes applications. This work contributes to the broader field of geospatial intelligence and supports strategic objectives of international organizations such as the International Atomic Energy Agency (IAEA) and the U.S. Department of Energy (DOE).

Safeguards Technology Program FY2026 Mid-Year Report for Project WBS# 24.1.3.3: Development of Procedures for Th-U Radiochronometry of Uranium Particles by LG-SIMS

Implementing 230 Th- 234 U radiochronometry of environmental uranium particles by large geometry secondary ion mass spectrometry (LG-SIMS) requires assessment, validation, and technical support before safeguards conclusions can be drawn from the information. This project investigates the most challenging aspects of LG-SIMS particle radiochronometry 230 Th- 234 U measurements through a collaboration between LANL and NIST, to provide best practices and procedures for determining high quality ages with optimized uncertainties. This includes exploration of reducing detector backgrounds, investigating the best ways to report uncertainties, and establishing recommended instrument setups.

Towards the development of resonantly enhanced laser-based diagnostics for molten salt reactor safeguards

The adoption of Generation IV molten salt reactors (MSRs) depends on the ability to implement compatible monitoring instrumentation to ensure adherence to nuclear safeguards. This task is nontrivial due to the high temperature, reactive, and chemically complex fuel and coolant components contained within these systems. Optical spectroscopy techniques such as laser-induced fluorescence (LIF) and laser-induced breakdown spectroscopy (LIBS) are candidates for monitoring instrumentation. They offer many advantages for continuous monitoring, including the ability to operate at a standoff and compatibility with liquid-phase analytes. We discuss the use of LIF for the detection of Nd, a common fission fragment, within a liquid matrix. Results show that for NdCl3 dissolved in water, the Nd I 492.45 nm resonant transition is detectable without the need to induce a plasma and that the fluorescence emission can be separated in the time domain from the laser scatter signal. Additionally, we present a setup and preliminary results for measurements of solid Nd and U using resonant LIBS. The results demonstrate element-selective measurement capabilities and provide the foundational data necessary to continue the development of laser-based MSR diagnostics. This work also helps address gaps in the literature regarding energy level assignments of Nd.

International database of reference gamma spectra for nuclear safeguards applications

Nuclear safeguards missions use gamma spectroscopy as a non-destructive measurement technique for examining nuclear materials. Despite advances in the development of detection equipment as well as software codes, one of the concerns is the lack of well-documented spectra needed to test and validate isotopic analysis codes for their applicability. To address this need, this work introduces IDB, an international database of the reference gamma spectra of uranium, plutonium and mixed oxide nuclear material samples. IDB provides access to well-characterized sets of gamma spectra described by rich metadata, including information on the sample, measurement configuration and detector specifications. These spectra are accessible in different formats, also compatible with analysis code standards, thus promoting their sustainability and maintenance.

Integration of Safety, Security, and Safeguards During Design and Operations: A Technical Assessment and Regulatory Considerations for Advanced Reactor and Advanced Fuel Fabrication Facilities

This report presents the current state of knowledge, technology, methodologies, and tools that could be implemented to realize the robust integration of safety, security, and safeguards (3S) for advanced nuclear reactors (ARs) and advanced nuclear fuel cycle facilities. This report was motivated by the global development of ARs which are expected to play a key role in meeting domestic energy and climate objectives. Domestically, with many ARs in the early design phase, the integration of 3S provides an opportunity to achieve risk reduction while using less resources than traditional light water reactors by leveraging interdependencies and synergies between each domain. In addition, domestic policy considerations encourage the convergence of each 3S domain through facility design and operations. Therefore, there is a need to better understand the interdependencies and integration between 3S across ARs and advanced reactor fuel cycle facilities’ lifecycles including design, construction, and operational phases.

ComPort: Rigorous Testing Methods to Safeguard Software Porting (Final UW Report)

This report summarizes the University of Washington’s contributions to the ComPort project, Rigorous Testing Methods to Safeguard Software Porting, funded under the U.S. Department of Energy, Office of Science, Office of Advanced Scientific Computing Research (ASCR), award number DE-SC0022081. UW’s work addressed numerics-driven correctness challenges arising in heterogeneous and rapidly evolving computing environments. Our efforts focused on developing interactive analysis tools, correctness-preserving rewriting systems, semantic-aware code-transformation infrastructure, and multi-language support for reproducible numerical experiments.

Toxicological safeguards in the manned Mars missions

Safeguards against toxic chemical exposures during manned Mars missions (MMMs) will be important for the maintenance of crew health and the accomplishment of mission objectives. Potential sources include offgassing, thermodegradation or combustion of materials, metabolic products of crew members, and escape of chemical from containment. Spacecraft maximum allowable concentration (SMAC) limits will have to be established for potential contaminants during the MMMs. The following factors will be used in establishing these limits: duration of mission, simultaneous exposure to other contaminants, deconditioning of crew members after long periods of reduced gravity, and simultaneous exposure to ionizing radiation. Atmospheric contaminant levels in all compartments of the transit spacecraft and Manned Mars Station (MMS) will be monitored at frequent intervals with a real time analyzer. This analyzer will be highly automated, requiring minimal crew time and expertise. The atmospheric analyzer will find other usages during the MMMs such as analyzing Martian atmospheres and soils, exhaled breath and body fluids of crew members, and reaction products in chemical processing facilities.

Safeguarding Porpoises

The NetMark 1000 by the Dukane Corporation, used to safeguard porpoises from net entanglement, employs technology developed in the late 1960s by NASA engineers at the Langley Research Center. It is based on an underwater location aid, able to withstand high impact, then emit multidirectional signals for hours on end, originally used in the retrieval of NASA payloads following watery touch-downs on Earth. Dukane and Burnett Electronics later obtained a license from NASA, further improving on the beacon design. In a large scale experiment off the coast of New Hampshire in autumn of 1994, it was found that the use of acoustic alarms appears to hold considerable promise in reducing the number of harbor porpoises killed in the sink gill nets in the Gulf of Maine. Dukane has sold well over 100,000 units. Applications of the pinger are also expanding to other animal species.

Advanced Reactor Safeguards & Security Program: Cybersecurity Scenarios

The use of digital control systems and automation in advanced nuclear power systems introduces different types of vulnerabilities compared to legacy (i.e. analog) control systems that cyber adversaries can exploit. These vulnerabilities pose a challenge to reactor operators and cyber operations staff due to the dynamic nature of the event in which a human response or a lack of response can potentially evolve into a worsening plant condition. Using the Department of Homeland Security Cyber and Infrastructure Security Agency’s (CISA) critical infrastructure exercise framework, this document presents several cyber security scenarios typical of digital control systems that could be used in advanced reactor designs. These scenarios can be used in tabletop exercises to evaluate cyber security posture or conduct training on different aspects of cyber security, including detection, threat hunting using indicators of compromise, evaluating incident response, risk mitigation, incident reporting, information sharing and recovery.

GADRAS-DRF Validation for Safeguards and Custom Peak Fit Enhancements

In previous years, SGTech funded enhancements to the isotopics routine in the software called Gamma Detector Response and Analysis Software-Detector Response Function (GADRAS-DRF), including the addition of peak fit customization capabilities. A project was also funded that focused on implementing a peak-based model fitting routine, allowing model fitting to be performed without dependence on export-controlled cross-sections. In FY25 significant improvements were made to the custom peak fitting interface, accompanied by several validation studies within GADRAS-DRF. These studies encompassed IsotopeID performance, distributed source analysis, isotopics validation, and activity estimation. Additionally, the peak-only model fitting option was validated using an HPGe measurement of a rotating drum with line sources.
