Plowing Through the Cost Barrier: Zero Energy K-12 Schools for Less: Preprint

There is a perception that zero energy K–12 schools cost more than conventional schools. Zero energy schools provide a number of unique benefits to school districts, students and staff, and communities. Among other things, a zero energy school requires far less energy to operate than a conventional school and uses on-site renewable energy systems to offset that reduced energy load. The money saved on energy can often be used to enhance educational programs. But does the extra value come at a premium? Research findings indicate that not only can zero energy schools be designed and built on conventional school budgets, they can cost less. In an integrated design and construction process, the cost of zero energy measures can be offset by, for example, downsizing heating, ventilating, and air-conditioning systems, reducing both life cycle and first costs. These findings are based on an examination of 88 zero energy or zero energy ready schools across the United States built during the last 15 years. The data collected on these schools include capital costs and the experiences of owners and design teams. The goal was to understand the perceived cost barrier, given that each building was built with a predetermined budget. The results will help future school stakeholders, program administrators, and design teams counter the perceived cost barriers. Successful strategies for achieving zero energy at no initial cost are presented. The lessons learned from existing zero energy schools can help transform the market such that all new schools can be zero energy.

The Pine Ridge-Mayo National Aeronautics and Space Administration Telemedicine Project: Program Activities and Participant Reactions

OBJECTIVE: To determine the response of participants to the Pine Ridge-Mayo National Aeronautics and Space Administration telemedicine project. DESIGN: We describe a 3-month demonstration project of medical education and clinical consultations conducted by means of satellite transmission. Postparticipation questionnaires and a postproject survey were used to assess the success of the activity. MATERIAL AND METHODS: Patients and employees at the Pine Ridge Indian Health Service Hospital in southwestern South Dakota and employees at Mayo Clinic Rochester participated in a telemedicine project, after which they completed exit surveys and a postproject questionnaire to ascertain the acceptability of this mode of health care. RESULTS: Almost all Pine Ridge and Mayo Clinic participants viewed the project as beneficial. The educational sessions received favorable evaluations, and almost two-thirds of the patients who completed evaluations thought the consultation had contributed to their medical care. More than 90% of the respondents from Pine Ridge and more than 85% of the respondents from Mayo Clinic Rochester said that they would recommend participation in this project to others. More than 90% of respondents from Pine Ridge and 80% of Mayo respondents agreed with the statement that the project should continue. CONCLUSION: These data suggest that a program of clinical consultation services, professional education, and patient education available by telemedicine might be viewed as beneficial.

A full-scale fire program to evaluate new furnishings and textile materials developed by the National Aeronautics and Space Administration

A program of experimental fires was carried out to establish the advantages offered by new materials for improved fire safety. Four full-scale bedrooms, differing only in the materials used to furnish them, were built and burned to provide comparative data on the fire hazards produced. Cost and availability differences were not considered. The visual evidence provided by TV and photographic coverage of the four experimental room fires showed clearly that the rooms responded very differently to a common ignition condition. Resistance to the ignition and spread of fire was substantially improved in the rooms furnished completely or partially with the new materials.

National Aeronautics and Space Administration fundamental research program. Information utilization and evaluation, appendices

Important points presented and recommendations made at an information and decision processes workshop held in Asilomar, California; at a data and information performance workshop held in Houston, Texas; and at a data base use and management workshop held near San Jose, California are summarized. Issues raised at a special session of the Soil Conservation Society of America's remote sensing for resource management conference in Kansas City, Missouri are also highlighted. The goals, status and activities of the NASA program definition study of basic research requirements, the necessity of making the computer science community aware of user needs with respect to information related to renewable resources, performance parameters and criteria for judging federal information systems, and the requirements and characteristics of scientific data bases are among the topics reported.

National Aeronautics and Space Administration fundamental research program. Information utilization and evaluation

In the second half of the 1980's NASA can expect to face difficult choices among alternative fundamental and applied research, and development projects that could potentially lead to improvements in the information systems used to manage renewable resources. The working group on information utilization and evaluation believes that effective choices cannot be made without a better understanding of the current and prospective problems and opportunities involved in the application of remote sensing to improve renewable research information systems. A renewable resources information system is defined in a broad context to include a flow of data/information from: acquisition through processing, storage, integration with other data, analysis, graphic presentation, decision making, and assessment of the affects of those decisions.

Designing and Developing Web-Based Administrative Tools for Program Management

The task assigned for this internship was to develop a new tool for tracking projects, their subsystems, the leads, backups, and other employees assigned to them, as well as all the relevant information related to the employee (WBS (time charge) codes, time distribution, certifications, and assignments). Currently, this data is tracked manually using a number of different spreadsheets and other tools simultaneously by a number of different people; some of these documents are then merged into one large document. This often leads to inconsistencies and loss in data due to human error. By simplifying the process of tracking this data and aggregating it into a single tool, it is possible to significantly decrease the potential for human error and time spent collecting and checking this information. II. Objective The main objective of this internship is to develop a web-based tool using Ruby on Rails to serve as a method of easily tracking projects, subsystems, and points of contact, along with employees, their assignments, time distribution, certifications, and contact information. Additionally, this tool must be capable of generating a number of different reports based on the data collected. It was important that this tool deliver all of this information using a readable and intuitive interface.

Characteristics of Veterans With Depression Who Use the Veterans Choice Program of the Veterans Health Administration

Objective: The Veterans Choice Program (VCP) of the Veterans Health Administration (VHA) allowed eligible veterans to use their benefits with participating providers outside the VHA. The authors aimed to identify characteristics of veterans with depression who used or did not use mental health care through the VCP. Methods: In this cross-sectional study, the authors analyzed secondary data from the national VHA Corporate Data Warehouse. VHA administrative data were linked with VCP claims to examine characteristics of VCP-eligible veterans with depression. Further, the study sample included 595,943 unique veterans who were enrolled in the VHA before 2013, were eligible for the VCP in 2016, were alive in 2018, and had an assessed Patient Health Questionnaire–9 (PHQ-9) score or depressive disorder diagnosis documented in the VHA between 2016 and 2018. Results: Veterans who used the VCP had lower medical comorbidity scores and lived in less socioeconomically disadvantaged counties, compared with veterans who received only VHA care. VCP veterans were also more likely to have a PHQ-9 score assessment and to have higher mean depression scores. Mean counts of annual mental health visits per 1,000 veterans were markedly higher for direct VHA care than for care provided via the VCP. As a percentage of the total counts of visits per 1,000 veterans across the VCP and VHA, residential programs and outpatient procedures were the services that were most frequently delivered through the VCP. Conclusions: Between 2016 and 2018, the VCP was used primarily to augment mental health care provided by the VHA, rather than to fill a gap in care.

National Aeronautics and Space Administration Science and Engineering Apprentice Program

The National Aeronautics and Space Administration's Science and Engineering Apprentice Program for high school students is one of NASA's many efforts toward a goal of scientific literacy. It embraces science, mathematics, and technology as keys to purposeful and sustained progress and security for our nation and its people. It serves as a model for helping reform education by striving to address mechanisms to influence the knowledge, skills, and attitudes of our students. It focuses on what to do today to meet the challenges of tomorrow.

Tropospheric Wind Monitoring During Day-of-Launch Operations for National Aeronautics and Space Administration's Space Shuttle Program

The Environments Group at the National Aeronautics and Space Administration's Marshall Space Flight Center (NASA/MSFC) monitors the winds aloft at Kennedy Space Center (KSC) during the countdown for all Space Shuttle launches. Assessment of tropospheric winds is used to support the ascent phase of launch. Three systems at KSC are used to generate independent tropospheric wind profiles prior to launch; 1) high resolution Jimsphere balloon system, 2) 50-MHz Doppler Radar Wind Profiler (DRWP) and 3) low resolution radiosonde system. Data generated by the systems are used to assess spatial and temporal wind variability during launch countdown to ensure wind change observed does not violate wind change criteria constraints.

Developing Subgrantee Administrative Training for the Weatherization Assistance Program

During Fiscal Years (FY) 2019 and 2020, the National Renewable Energy Laboratory (NREL) developed a series of online trainings for the U.S. Department of Energy (DOE) Weatherization Assistance Program (WAP) to support Subgrantee administrative professionals. NREL and its subcontractor developed a series of online administrative trainings for WAP Subgrantees. In total, 29 administrative training courses were developed for WAP Subgrantees, focused on the following job roles: Weatherization Director, Fiscal Manage, Quality Assurance Manager. As of September 8, 2020, 2,840 users in nearly all WAP Grantee jurisdictions had registered with the learning management system and completed over 23,000 courses. This report provides a summary of the development process, rollout, and outreach to the WAP network, user response, and lessons learned.
