Closure Report for Corrective Action Unit 116: Area 25 Test Cell C Facility, Nevada National Security Site, Nevada with ROTC-1

Just adding new file which includes CR plus new ROTC 1 and update the metadata to the following: This Closure Report (CR) presents information supporting closure of Corrective Action Unit (CAU) 116, Area 25 Test Cell C Facility. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; the U.S. Department of Energy (DOE), Environmental Management; the U.S. Department of Defense; and DOE, Legacy Management (FFACO, 1996 [as amended March 2010]). CAU 116 consists of the following two Corrective Action Sites (CASs), located in Area 25 of the Nevada National Security Site: (1) CAS 25-23-20, Nuclear Furnace Piping and (2) CAS 25-41-05, Test Cell C Facility. CAS 25-41-05 consisted of Building 3210 and the attached concrete shield wall. CAS 25-23-20 consisted of the nuclear furnace piping and tanks. Closure activities began in January 2007 and were completed in August 2011. Activities were conducted according to Revision 1 of the Streamlined Approach for Environmental Restoration Plan for CAU 116 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2008). This CR provides documentation supporting the completed corrective actions and provides data confirming that closure objectives for CAU 116 were met. Site characterization data and process knowledge indicated that surface areas were radiologically contaminated above release limits and that regulated and/or hazardous wastes were present in the facility. The Record of Technical Change 1 updated the use restriction information.

Big Hole Drilling Support for Nuclear Testing, 1985-1992: An Architectural Survey of the Area 1 Subdock, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) planned to demolish two buildings at the Area 1 Subdock at the Nevada National Security Site (NNSS) in Nye County, Nevada, to meet environmental management mission requirements. A review was conducted under Title 54 United States Code (USC) § 306101 (commonly known as Section 106 of the National Historic Preservation Act) and its implementing regulations, 36 Code of Federal Regulations (CFR) Part 800. As a result, a Memorandum of Agreement (MOA) was developed to mitigate the effects of the building demolitions. Stipulation III.B of the MOA requires an architectural survey of the Area 1 Subdock. Prior to this survey, the Subdock had not been systematically recorded. Therefore, an area of approximately 33 hectares (81 acres) was surveyed for historic properties by Desert Research Institute personnel. This effort resulted in the identification, recording, and evaluation of the potential Area 1 Subdock Historic District (SHPO Resource No. D377), including the identification of its contributing components. This district is recommended as eligible for the National Register of Historic Places (NRHP) under Criteria A and C. It contains 14 primary resources which include individual buildings, structures, storage yards, and infrastructure. Of these resources, all except one are recommended as elements that contribute to the district during its period of significance corresponding to nuclear testing from 1985 through 1992. Four of the resources (B18847, B18848, S2772, S2773) are recommended as individually eligible for the NRHP.

Streamlined Approach for Environmental Restoration (SAFER) Plan for Corrective Action Unit 114: Area 25 EMAD Facility Nevada National Security Site, Nevada, (Rev.0, with ROTC 1)

This Streamlined Approach for Environmental Restoration (SAFER) Plan addresses the actions needed to achieve closure for Corrective Action Unit (CAU) 114, Area 25 EMAD Facility, identified in the Federal Facility Agreement and Consent Order (FFACO). CAU 114 comprises the following corrective action sites (CASs) located in Area 25 of the Nevada National Security Site (formerly, the Nevada Test Site): 25-41-03, EMAD Facility; 25-99-23, Manned Control Car (MCC) and Engine Installation Vehicle (EIV); and 25-33-05, Building 3901, Engine Transport System Maintenance Building. This plan provides the methodology for field activities needed to gather the necessary information for closing CAU 114. There is sufficient information and process knowledge from historical documentation and investigations of similar sites regarding the expected nature and extent of potential contaminants to recommend closure of CAU 114 using the SAFER process. Additional information will be obtained by conducting a field investigation before selecting the appropriate corrective actions for CAU 114. It is anticipated that the results of the field investigation and implementation of corrective actions will support a defensible recommendation that no further corrective action is necessary. The purpose of the corrective action investigation will be to document and verify the adequacy of existing information; to affirm the decision for either clean closure, closure in place, or no further action; and to provide sufficient data to implement the corrective action. The actual corrective action selected will be based on characterization activities implemented under this SAFER Plan. If specific conditions or findings fall outside the bounds of the SAFER Plan, the Nevada Division of Environmental Protection (NDEP) will be consulted to determine the path forward before proceeding. Upon completion of SAFER activities, a closure report will be prepared and submitted to NDEP for review and approval. The schedule for completion of the closure report will be established at the FFACO annual meeting.

Addendum to Underground Test Area (UGTA) Closure Report for Corrective Action Unit 98: Frenchman Flat Nevada National Security Site, Nevada

This addendum to the CR for CAU 98, Frenchman Flat, NNSS, Nevada (compiled in DOE/EMNV, 2019) defines the long-term monitoring approach after a five-year evaluation of water sampling results, water-level measurements, and trends in water-level measurements. The approach was developed by Navarro and discussed in the report Corrective Action Unit 98: Frenchman Flat Five-Year Evaluation Nevada National Security Site, Nevada (DOE/EMNV, 2022), which was approved by NDEP. Sections 4.0 and 5.0 of the CR were rewritten to reflect the approach discussed in the five-year evaluation. Appendix C contains well construction diagrams that have been updated since the original CR was published. Appendix D contains updated Use Restriction (UR) forms and maps. NDEP requested an addendum instead of a complete revision to the Frenchman Flat CR so the history of the CR would not be lost.

Finding of adverse effect and proposed mitigation for the removal of three primary resources and twenty-four accessory resources within the mercury historic district, area 23, nevada national security site, nye county, nevada

The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) proposes the removal of three primary resources and 24 accessory resources in Mercury on the Nevada National Security Site (NNSS) in Nye County, Nevada. The majority of the resources are concrete pads that have previously been recorded as either primary resources or accessory resources thereof within the Mercury Historic District (MHD). They represent the former locations of environmental support program buildings including a greenhouse (MHD Resource C312), warehouses (Resource C293), offices (Resource C314), dormitories (Resource C298), and two of unknown purpose (Resource C292). The other resources include a buried storage tank and sidewalks.

Identification and evaluation for the mercury solar photovoltaic array and battery energy storage system, area 23, nevada national security site, nye county, nevada

The U.S. Department of Energy (DOE), in conjunction with the National Nuclear Security Administration Nevada Field Office (NNSA/NFO), proposes to construct a solar photovoltaic (PV) energy generation array and an associated Battery Energy Storage System (BESS) in the town of Mercury at the Nevada National Security Site (NNSS) in Nye County, Nevada. The purposes of the development of this facility are to support long-term efforts to modernize Mercury and to provide energy-resilient infrastructure and climate adaptation needs.

This report includes visual inspection results, descriptions of maintenance and repair activities, and recommendations for CY 2025 for use restrictions (URs) at corrective action sites (CASs) located on the Nevada National Security Site and on the Nevada Test and Training Range (NTTR) that are accessed through the NNSS Main Gate. This document is arranged by project activity (i.e., Industrial Sites, Soils, and Defense Threat Reduction Agency [DTRA]); then by corrective action unit (CAU); and then by CAS. Post-closure UR inspections are performed on an annual basis, unless as noted in text. Post-closure UR inspections verify the condition of physical controls required by each UR, which may include the following activities: • Visual verification of the legibility of signs • Visual inspection of fencing, signs, monuments, and/or markers for indications of wear • Visual inspection of soil covers for indications of subsidence, erosion, or unauthorized use Deficiencies in UR requirements that were identified during CY 2024 inspections and not addressed in the CY 2024 report are addressed in this CY 2025 report.

Using groundwater noble gas measurements to confirm paleorecharge hypotheses at Pahute Mesa, Nevada National Security Site, Nevada, USA

Pahute Mesa (Nevada, USA) was the site of 85 underground nuclear tests between 1965 and 1992 whose residual radio-chemical inventory poses a contaminant threat to local groundwater resources. To assess the fate and transport of these radionuclides in groundwater, several geochemical studies, including this one, have been conducted to understand long-term groundwater flow patterns at, and downgradient of, Pahute Mesa. Groundwater samples from the Pahute Mesa area at the Nevada National Security Site were analyzed for noble gases ( 3 He/ 4 He isotopic ratio and He, Ne, Kr, Ar and Xe concentrations) to infer groundwater recharge temperatures and provide additional evidence in support of groundwater flow patterns and the presence of late-pluvial Pleistocene groundwater. These data confirm recent findings (based on groundwater geochemistry and isotope compositions) that most recharge in the area occurred under temperature conditions much cooler than are found today, except near major drainages where ephemeral run of continues to recharge shallow groundwater. These noble gas data indicate that noble gas recharge temperatures and terrigenic He components have been reset where groundwater has flowed upward over barriers formed by caldera margins, or near the regional discharge area (Oasis Valley) where shallow groundwater has interacted with shallow soil gas. This evidence from groundwater noble gas measurements, in combination with other isotopic and geochemical studies, supports the current understanding of the unusual hydrogeology and recharge history of Pahute Mesa.

Section 110 Documentation of a Douglas AD-2 Skyraider Crash Site, Area 1, Nevada National Security Site, Nye County, Nevada

The National Nuclear Security Administration, Nevada Field Office has undertaken a Section 110 current condition assessment of the unanticipated discovery of an aviation crash site in Nye County, Nevada. Because no undertaking is planned, an area of potential effect (APE) was not defined. A study area of 0.55 acres was established to delineate the general extent of the debris scatter and establish a boundary for the cultural resource documentation of the site by Desert Research Institute (DRI). The Douglas AD-2 Skyraider drone crash site (26NY17011) is recommended eligible for the National Register of Historic Places (NRHP) under Significance Criterion A, as a physical remnant of Project 5.1 “Atomic Weapons Effects on AD Type Aircraft in Flight,” one of the series of military effects studies conducted as part of Shot Simon during Operation Upshot-Knothole in 1953. Furthermore, the site is eligible under Criterion D because closer examination of the debris could address research questions concerning the Type 1 Remote Control Equipment developed by the Naval Air Experimental Station that was onboard to remotely pilot the aircraft.

Record of Technical Change for Addendum to the Closure Report for Corrective Action Unit 113: Area 25 R-MAD Facility, Nevada National Security Site, Nevada

This addendum to the Closure Report for Corrective Action Unit 113: Area 25, Reactor Maintenance, Assembly, and Disassembly Facility, Building 3110, Nevada Test Site, Nevada, DOE/NV--891-VOL I-Rev. 1, dated July 2003, provides details of demolition, waste disposal, and use restriction (UR) modification for Corrective Action Unit 113, Area 25 R-MAD Facility. Demolition was completed on July 15, 2010, when the last of the building debris was disposed. Final field activities were concluded on August 30, 2010, after all equipment was demobilized and UR signs were posted. This work was funded by the American Recovery and Reinvestment Act.

DATASET RELEASE AND QUALITY CONTROL REVIEW OF LIVERMORE NEVADA NETWORK (LNN) RECORDINGS OF A SUBSET OF NEVADA NUCLEAR SECURITY SITE NUCLEAR EXPLOSIONS FROM 1979 TO 1992.

Geophysical research on historical nuclear tests is an important aspect of future monitoring capabilities in seismic research. This research is challenging due to the limited number of digital seismic recordings during the peak of nuclear testing (1945-1992). These limited records are unique and non-reproducible data with potential high research impact. Releasing available nuclear explosion seismic records to the explosion monitoring community is thus of high value and is the motivation for this dataset release. The target of this effort was on compilation and quality control of regional seismic records of nuclear explosions recorded on Lawrence Livermore National Laboratory stations ELK, KNB, LAC, and MNV, known collectively as the Livermore National Network (LNN) (Figure 1). LNN was established in the early 1960s for the primary purpose of monitoring underground nuclear testing at the former Nevada Test Site (NTS), now known as the Nevada Nuclear Security Site (NNSS) following the signing of the Limited Test Ban Treaty (LTBT). LNN consisted initially of short-period vertical component Benioff’s recorded on film located at Mina, NV (MNV) and Kanab, Utah (KNB). LNN added two additional stations at Landers, CA (LAC) and Elko, NV (ELK) in 1967 and upgraded equipment to broadband seismometers recorded on frequency modulation (FM) tapes from 1967-1979, followed by digital recordings after 1979 (Jarpe, 1989). The digital recordings were on a variety of now obsolete media, including 9-track, Exabyte, and DAT tapes. Jarpe (1989) describes the seismic station instrumentation details over the period of deployment. LNN recorded valuable non-repeatable unique data of several hundreds of nuclear explosions at NNSS, as well as earthquakes and chemical and mining explosions (Walter, 2020). The details of these nuclear tests are provided in the Department of Energy Report NV-209 Rev 16 (DOE, 2015).

Additional information will be obtained by conducting a field investigation before selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible recommendation that no further corrective action is necessary. This will be presented in a closure report that will be prepared and submitted to the Nevada Division of Environmental Protection (NDEP) for review and approval.

The purpose of this CR is to provide justification and documentation supporting the recommendation that no further corrective action is needed for CAU 578 based on the implementation of the corrective actions listed in Table ES-1.
