Corrective Action Decision Document/Corrective Action Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa Nevada National Security Site, Nevada, Revision 2

This revision was prepared to document changes to the data-collection activities. Specifically, the drilling and completion of the wells have been revised, and enhancements to the surface geophysics measurements have been included. Corrective action is needed because underground radioactive contamination exists in these areas resulting from historic underground nuclear testing. The PM CAUs are located in the northwestern portion of the Nevada National Security Site and comprise 82 corrective action sites. A total of 85 underground nuclear detonations took place within the area covered by the PM CAUs between 1965 and 1992 and resulted in the release of radionuclides in the subsurface in the vicinity of the test cavities.

Local-Regional Surface Wave Dispersion Analysis using Ambient Noise Data of the Southern Nevada National Security Site Area

This report details seismic ambient noise analysis to improve seismic velocity estimates of the southeastern Nevada National Security Site (NNSS). We compare two different methods for estimating surface wave dispersion curves from ambient noise cross-correlations: frequency time analysis (FTAN) and Aki’s cross-spectral method (XSpec). We find that XSpec performs better for our local-regional dataset and frequency content. Using phase velocity estimates from XSpec, we build a preliminary phase velocity dispersion dataset, which contains data for 1,054 station pairs and 8,905 discrete phase velocity measurements for periods between 0.5 and 13 s. This phase velocity dataset will be incorporated into an updated local-regional P and S wave velocity model of the southeastern NNSS in the future and is expected to improve upon shallow velocity estimates.

Federal Facility Agreement and Consent Order Nevada National Security Site Use Restriction Management Plan, Revision 2

This Use Restriction Management Plan (URMP) provides the information needed to create, modify, and manage use restrictions (URs) for sites on the Nevada National Security Site (NNSS), and sites accessed through the NNSS main gate, that were closed using the corrective action alternative (CAA) of closure in place under the Federal Facility Agreement and Consent Order (FFACO). It addresses URs established under the FFACO for releases related to the development, testing, and production of nuclear weapons that are located on the NNSS and that are accessed through the NNSS main gate. FFACO URs are established at sites where contamination remains at levels exceeding final action levels (FALs) or is forecasted to exceed Safe Drinking Water Act (SDWA) maximum contaminant levels (CFR, 2025a) over the next 1,000 years following completion of corrective actions. Administrative URs are established at Industrial Sites and Soils sites where contamination remains at levels exceeding industrial action levels as defined in the Soils RBCA document. All URs stipulate restrictions sufficient to ensure the protection of human health, safety, and the environment.

Y-12 National Security Complex Biological Monitoring and Abatement Program—2024 Calendar Year Report

This report provides the results of the CY 2024 sampling of East Fork Poplar Creek (EFPC) as part of the Y-12 National Security Complex (Y-12) Biological Monitoring and Abatement Program (BMAP). The results are presented in the context of historical trends. The Y-12 BMAP was developed in 1985 to demonstrate that the effluent limits established for Y-12 protected the classified uses of the receiving stream, particularly the growth and propagation of aquatic life (Loar et al. 1989). Over the years, the BMAP has become an important and valuable long-term measure of stream conditions resulting from actions and activities at the Y-12 Complex. The BMAP currently consists of three tasks: (1) bioaccumulation monitoring, (2) benthic macroinvertebrate community monitoring, and (3) fish community monitoring. The benthic macroinvertebrate community monitoring task includes studies to evaluate the receiving stream’s biological integrity annually in comparison with Tennessee Water Quality Criteria following Tennessee Department of Environment and Conservation (TDEC) protocols. In addition to presenting the EFPC biological monitoring results, this report includes results from Comprehensive Environmental Response, Compensation, and Liability Act–funded BMAP programs in Bear Creek and McCoy Branch (presented in Appendixes A and B, respectively), as required in the Y-12 National Pollutant Discharge Elimination System (NPDES) permit. Additional biological testing at the Y-12 Complex includes toxicity testing of select storm drains as required in the NPDES permit. Although toxicity testing is not formally part of the BMAP, toxicity testing results from 2024 are provided in Appendix C.

Seismic velocity modeling and earthquake relocations for the southern Nevada National Security Site (NNSS), with a focus on Rock Valley

The Rock Valley Direct Comparison (RV/DC) is the third phase of the Source Physics Experiment (SPE; Snelson et al., 2014), a project aimed at improving seismic discrimination between explosive sources and natural earthquakes. Phases I and II of SPE focused on studying the generation of shear waves in endmember geologies (granite and alluvium, respectively), while Phase III aims to detonate a chemical explosion co-located with the source region of the 1993 Rock Valley earthquake sequence, located in the Rock Valley Fault Zone (RVFZ), in the southern portion of the Nevada Test Site (now the Nevada National Security Site, or NNSS).
