Development of a Guidebook in Support of the NASA R&M Standard

This paper describes a guidebook currently in development to support the application of the NASA R&M Standard [1]. NASA-STD-8729.1A identifies the objectives and strategies for how to develop a system or design that is reliable and maintainable. Rather than requiring a checklist of mandatory tasks, such as specific design or Reliability & Maintainability (R&M) analyses, the standard explains objectives that need to be accomplished, and how to accomplish the objectives in the form of strategies. Currently, the standard presents the hierarchy without defining or explaining elements, or how to use the hierarchy efficiently. This is where this accompanying guideline comes into play; the guideline helps clarify through discussion and examples the standard in more detail, and how to apply it in real world situations that engineers face every day.

Guidebook for Limited Sample Probability of Detection (LS-POD) Demonstration for Signal-Response Nondestructive Evaluation (NDE) Methods

This document provides guidance for performing limited sample probability of detection (LS-POD) demonstration testing with smaller numbers of flawed specimens than the 29 required for the Point Estimate POD method referenced in NASA Standard 5009B. This document is specifically applicable to NASA programs and projects where NASA Special NDE methods are used to inspect fracture critical human spaceflight metallic hardware when the minimum number of flawed specimens required for the Point Estimate POD method referenced in NASA Standard 5009B (2019) are not available.

Pumped Storage Hydropower Valuation Guidebook: A Cost-Benefit and Decision Analysis Valuation Framework

As an energy storage technology, pumped storage hydropower (PSH) supports various aspects of power system operations. However, determining the value of PSH plants and their many services and contributions to the system has been a challenge. While there is a general understanding that PSH resources provide many services and benefits for the operation of power systems, estimating the value of these services—and especially the monetary value of some of those services—has been a challenge. The objective of this project, funded by the U.S. Department of Energy’s (DOE’s) Water Power Technologies Office (WPTO), is to advance the state of the art in assessing the value of PSH plants and their contributions to the power system. The specific goal is to develop detailed, step-by-step valuation guidance that PSH developers, plant owners or operators, and other stakeholders can use to assess the value of existing or potential new PSH plants and their services. The specific goals of this project are: (1) to develop comprehensive and transparent valuation guidance that will support consistent valuation assessments and comparisons of PSH projects or project design alternatives, (2) to test the PSH valuation guidance and its underlying methodology by applying it to two selected PSH projects, and (3) to transfer and disseminate the PSH valuation guidance to the hydropower industry, PSH developers, and other stakeholders. The authors believe that the application of a consistent, transparent, and repeatable valuation process will advance valuation assessments and allow stakeholders to compare valuation analyses performed for different PSH projects or design alternatives. It will also increase the acceptance of valuation results and enable better understanding of the true value that PSH technology brings to the grid.

Business Opportunities in Clean Energy Supply Chains: Guidebook for Small and Medium-Sized Automotive Suppliers

This is the final report for the referenced TCF award which ran from Oct. 2019 through Jan. 2024 in conjunction with the industry partner Swift Solar. The long duration of the program was due to several factors including the pandemic and a technical work stoppage due to changes in the scope. Additionally, Swift’s business focus shifted during the course of the program. As a result of these factors, this program underwent two distinct modifications that dramatically changed the work scope. The following report is organized into three separate sections, each of which addresses a distinct work scope. Those scope changes, what necessitated them, and any new tasks/milestones are given, briefly, at the top of each section. The work performed was research on the hybrid halide perovskites (HHP), both the absorber material itself as well as other material layers that are required in a full device stack. At the start of the period of performance, there were two distinct challenges that we sought to address: (1) a wide band gap absorber (>1.6 eV), and (2) a recombination layer for tandem devices that provided good sequestration of the individual cell absorber materials in their respective device layers. NREL had previously published, and patented, advancements in both of these areas and they were the focus of much of the work throughout the program. The auto manufacturing space is evolving quickly. Sales of various electrified vehicles (xEVs) continue to grow steadily, which has medium to long-term ramifications for the thousands of U.S. manufacturers and hundreds of thousands of workers that contribute to the domestic automotive supply chain. In tandem with this growth in xEV sales, domestic clean energy manufacturing is surging (both for the xEV supply chain and other technologies), with public incentives spurring billions in private sector investment. Moreover, the next 2–3 years will see new and expanded industrial facilities come online to make products like hydrogen electrolyzers, solar panels, batteries, advanced electronics—and will create new supply chain needs and business opportunities as they do. DOE’s Office of Manufacturing and Energy Supply Chains (MESC) and Argonne National Laboratory developed this report to help automotive manufacturers—alongside various business support partners— understand these trends and their response options, and to make the most of current federal assistance programs for manufacturers. These market changes may create opportunities for small- and medium-sized manufacturers (SMMs) to expand production, grow profit margins, and diversify their businesses. For instance, SMMs could take advantage of engineering and process design similarities with new end-use industries that might enable greater business growth and stability as markets continue to change.

Material Compatibility with Space Storable Propellants. Design Guidebook

An important consideration in the design of spacecraft for interplanetary missions is the compatibility of storage materials with the propellants. Serious problems can arise because many propellants are either extremely reactive or subject to catalytic decomposition, making the selection of proper materials of construction for propellant containment and control a critical requirement for the long-life applications. To aid in selecting materials and designing and evaluating various propulsion subsystems, available information on the compatibility of spacecraft materials with propellants of interest was compiled from literature searches and personal contacts. The compatibility of both metals and nonmetals with hydrazine, monomethyl hydrazine, nitrated hydrazine, and diborance fuels and nitrogen tetroxide, fluorine, oxygen difluoride, and Flox oxidizers was surveyed. These fuels and oxidizers encompass the wide variety of problems encountered in propellant storage. As such, they present worst case situations of the propellant affecting the material and the material affecting the propellant. This includes material attack, propellant decomposition, and the formation of clogging materials.

Volcanism of the Eastern Snake River Plain, Idaho: A comparative planetary geology-guidebook

The Planetary Geology Field Conference on the central Snake River Plain was conceived and developed to accomplish several objectives. Primarily, field conferences are sponsored by the National Aeronautics and Space Administration to draw attention to aspects of terrestrial geology that appear to be important in interpreting the origin and evolution of extraterrestrial planetary surfaces. Another aspect is to present results of recent research in a region. A final objective of this conference is to bring together investigators of diverse backgrounds who share a common interest in the Snake River Plain. The Snake River Plain appears to be similar in surface morphology to many volcanic regions on the Moon, Mars, and possibly Mercury. Therefore, the Snake River Plain, in combination with the relatively good state of preservation, the lack of forests or other heavy vegetation, and the good network of jeep trails, is an area nearly ideal for analog studies.

Hydrogen from coal cost estimation guidebook

In an effort to establish baseline information whereby specific projects can be evaluated, a current set of parameters which are typical of coal gasification applications was developed. Using these parameters a computer model allows researchers to interrelate cost components in a sensitivity analysis. The results make possible an approximate estimation of hydrogen energy economics from coal, under a variety of circumstances.
