The future of aeronautical transportation; Proceedings of the Princeton University Conference, Princeton, N.J., November 10, 11, 1975

Papers are presented on first and second generation supersonic transports, the Supersonic Cruise Aircraft Research Program, wide-body subsonic transports and vertical and short takeoff and landing transports. Aspects of aircraft design are examined including the airframe, propulsion and electronics. Government regulation, cost/benefit analysis of research and development, airline economics and aircraft financing are also considered. The environmental impact of air transportation is discussed with emphasis on atmospheric emissions (including stratospheric pollution) and noise pollution. Individual items are announced in this issue.

Public policy for solar heating and cooling

Recent analyses indicated that solar heating and cooling systems for residential buildings are nearly economically competitive with conventional fossil fuel or electric systems, the former having higher initial cost but a lower operating cost than the latter. The paper examines obstacles to the widespread acceptance and use of solar space conditioning systems and explores some general policies which could help to overcome them. The discussion covers such institutional barriers limiting the adoption of solar technologies as existing building codes, financing constraints, and organizational structure of the building industry. The potential impact of financial incentives is analyzed. It is noted that a tax incentive of 25% could speed the use of solar energy by 7 to 8 years and produce an 8% reduction in fossil fuel use by 1990. A preliminary incentive package which could be helpful in promoting solar energy both at federal and state levels is proposed, and the necessary incentive level is analysed.

Analysis of economics of a TV broadcasting satellite for additional nationwide TV programs

The influence of a TV broadcasting satellite, transmitting four additional TV networks was analyzed. It is assumed that the cost of the satellite systems will be financed by the cable TV system operators. The additional TV programs increase income by attracting additional subscribers. Two economic models were established: (1) each local network is regarded as an independent economic unit with individual fees (cost price model) and (2) all networks are part of one public cable TV company with uniform fees (uniform price model). Assumptions are made for penetration as a function of subscription rates. Main results of the study are: the installation of a TV broadcasting satellite improves the economics of CTV-networks in both models; the overall coverage achievable by the uniform price model is significantly higher than that achievable by the cost price model.

Alternative management and funding options for aeronautics programs, Task 1

Research and technology will be at lower program levels with basic military research for aviation decreasing as fewer aircraft programs are initiated and the present new aircraft programs move into the prototype and production status. The key question is can industry take on the management and financing role and meet the criteria and characteristics considered essential for a viable research and technology program. The criteria for evaluating alternative approaches include an examination of the nature of the product to be provided, responsiveness to changing needs, efficiency in terms of costs, ability to provide leadership, and to provide impartial and independent evaluation of approaches, and to provide technological inputs for regulating functions.

Factors affecting the retirement of commercial transport jet aircraft

The historical background of the technology and economics of aircraft replacement and retirement in the prejet era is reviewed in order to determine whether useful insights can be obtained applicable to the jet era. Significant differences between the two periods are noted. New factors are identified and examined. Topics discussed include concern over current policies regarding deregulation, regulatory reform, and retroactive noise regulations; financing and compliance legislation; aging; economic environment and inflation; technological progress; fuel efficiency and cost; and a financial perspective of replacement decisions.

International photovoltaic program. Volume 2: Appendices

The results of analyses conducted in preparation of an international photovoltaic marketing plan are summarized. Space prospects

A strategy for keeping the Common Market's space effort independent of and competitive with NASA and the space shuttle is discussed. Limited financing is the chief obstacle to this. Proposals include an outer space materials processing project and further development of the Ariane rocket. A manned space program is excluded for the foreseeable future.

A study of industrial hydrogen and syngas supply systems

The potential and incentives required for supplying hydrogen and syngas feedstocks to the U.S. chemical industry from coal gasification systems were evaluated. Future hydrogen and syngas demand for chemical manufacture was estimated by geographic area and projected economics for hydrogen and syngas manufacture was estimated with geographic area of manufacture and plant size as parameters. Natural gas, oil and coal feedstocks were considered. Problem areas presently affecting the commercial feasibility of coal gasification discussed include the impact of potential process improvements, factors involved in financing coal gasification plants, regulatory barriers affecting coal gasification, coal mining/transportation, air quality regulations, and competitive feedstock pricing barriers. The potential for making coal gasification the least costly H2 and syngas supply option. Options to stimulate coal gasification system development are discussed.

Study of component technologies for fuel cell on-site integrated energy systems

Heating, ventilation and air conditioning equipment are integrated with three types of fuel cells. System design and computer simulations are developed to utilize the thermal energy discharge of the fuel in the most cost effective manner. The fuel provides all of the electric needs and a loss of load probability analysis is used to ensure adequate power plant reliability. Equipment cost is estimated for each of the systems analyzed. A levelized annual cost reflecting owning and operating costs including the cost of money was used to select the most promising integrated system configurations. Cash flows are presented for the most promising 16 systems. Several systems for the 96 unit apartment complex (a retail store was also studied) were cost competitive with both gas and electric based conventional systems. Thermal storage is shown to be beneficial and the optimum absorption chiller sizing (waste heat recovery) in connection with electric chillers are developed. Battery storage was analyzed since the system is not electric grid connected. Advanced absorption chillers were analyzed as well. Recommendations covering financing, technical development, and policy issues are given to accelerate the commercialization of the fuel cell for on-site power generation in buildings.

NASA's Role in Aeronautics: A Workshop. Volume 7: Background papers

The nature and implications of the current state of U.S. aviation in a world setting are examined as well as their significance for NASA's role in the nation's aeronautical future. The outlook for the 1980's is examined from the point of view of legislation, economics and finance; petroleum; manpower, metallic materials, general aviation; military aviation; transport aircraft developments; and helicopters. Possible NASA assistance to DOD and the FAA is examined and the evolution of NACA and NASA in aeronautics and of NASA's aeronautics capabilities are described.

An industrial perspective of the LANDSAT opportunity

The feasibility of enhancing LANDSAT products to provide the greatest usability low cost data possible can be determined through government sponsorship and finance of one or more task forces composed of a critical number of experts in multiple disciplines from many industries and academia. The synergism of multiple minds addressing singular problems without the creation of permanent or perpetual structures must yield output in the form of implementable specifications, even if presented as alternatives. Changes are needed within the spacecraft in order to account for Sun angle changes. The use of pointing accuracy to make geometric corrections (and possible radiometric corrections, is needed more than onboard data reduction and information extraction, which assume a proper knowledge of application and reduce potential utilization. Multilinear arrays need to be investigated and methods for sensor calibration and for determining the effects of atmospheric inversion, as well as the best way to back out the modulation transfer function must be determined.

Market assessment of photovoltaic power systems for agricultural applications in Mexico

The first year of cost-competitiveness, the market potential, and the environment in which PV systems would be marketed and employed were examined. Market elements specific to Mexico addressed include: (1) useful applications and estimates of the potential market for PV systems; (2) power requirements and load profiles for applications compatible with PV usage; (3) operating and cost characteristics of power systems that compete against PV; (4) national development goals in rural electrification and rural services, technology programs and government policies that influence the demand for PV in Mexico; (5) financing mechanisms and capital available for PV acquisition; (6) channels for distribution, installation and maintenance of PV systems; and (7) appropriate methods for conducting business in Mexico.
