Camp Lejeune Federal Fleet Tiger Team EVSE Site Assessment

The National Renewable Energy Laboratory (NREL) was contracted by the Department of Defense (DOD) Environmental Security Technology Certification Program (ESTCP) and the Department of Energy (DOE) Federal Energy Management Program (FEMP) to develop a web tool and complete pilot assessments for the installation of Electric Vehicle Supply Equipment (EVSE). NREL has deployed Tiger Teams comprising engineers and fleet experts to support DOD and DOE on several EVSE site assessments since 2015. However, the advancements developed in support of this report, including a cost-estimation tool and geospatial mapping tool, will enable a user-driven path to assess EVSE needs. This report details the site design recommendations for Camp Lejeune, North Carolina.

Desktop Audits: Overview, Case Studies, Guidance

The Energy Independence and Security Act (EISA) of 2007 requires that federal agencies audit 25% of their 3.1 billion square feet of covered facilities each year. Several newer, advanced options such as monitoring-based commissioning, fault detection and diagnostics, and energy management systems can help support data collection and analysis to be used for EISA compliance. The Federal Energy Management Program's (FEMP’s) Audit Decision Tree, Audit Definitions, and FEMP Guidance can be used by Agencies to determine the best approaches to evaluate their facilities. FEMP continues to develop additional resources to support agencies in meeting EISA compliance. This presentation gives an overview of desktop audits, including case studies and guidance.

Analysis of Ground Source Heat Pump ECMs: Implemented Under DOE ESPC IDIQ Contract

Several federal performance and decarbonization objectives are driving the U.S. government to transition to net-zero emissions across the federal building portfolio. The overarching purpose of this Federal Energy Management Program (FEMP)-Geothermal Technologies Office (GTO) work is to support federal facilities in accomplishing the administration’s federal building decarbonization goals. Creating awareness of existing geothermal (or ground-source) heat pump (GHP) systems deployed on federal property, implemented using performance contracts and evaluating the energy and environmental impacts of these systems, this work will assist federal facilities in considering inclusion of GHP technology energy conservation measures (ECMs) in future performance contracting project awards. This report summarizes analyses of data from GHP ECMs installed under the DOE ESPC IDIQ contract across various climate areas and geographic locations, agencies, and building use types. Through the analysis of proposed GHP ECMs and understanding key metrics on implemented GHP systems in a variety of applications, FEMP and GTO can further support federal agencies in meeting decarbonization and net-zero building goals by evaluating and incorporating GHP systems into performance contracts and communicate the benefits of this technology.

Energy management information systems (EMIS) are a broad and rapidly evolving family of tools that monitor, analyze, and control building energy use and system performance. Critical systems are often integrated with or operate on the same networks as EMIS scope systems, necessitating stable, continuous, and secure communication. When connecting EMIS to building automation and utility control systems, there are also many physical assets that could cause harm to the building and its occupants if a malicious act or human error were introduced. It is imperative to ensure all EMIS scope systems are connected securely to the EMIS and do not open vulnerable pathways to other facility networks and operations. The Federal Energy Management Program (FEMP) promotes best practices for impactful utilization of EMIS at federal facilities. This best practice document is part of a series of fact sheets created to help accelerate the market adoption and use of EMIS in the federal sector. It provides an overview of required EMIS cybersecurity standards for compliance and authority to operate along with additional recommendations.

Technology Overview: Side Stream Filtration for Cooling Towers

The Federal Energy Management Program (FEMP) identified cooling tower side stream filtration as a technology that offers key benefits to the federal sector, including the potential to reduce energy and water use, decrease operating costs, and extend cooling equipment life. This overview provides agencies with key information to deploy side stream filtration systems that may otherwise be overlooked.

Best Practices for Energy Management Information Systems Metadata Schemas

The Federal Energy Management Program (FEMP) promotes best practices for impactful utilization of Energy Management Information Systems (EMIS) at federal facilities. This best practice document is part of a series of fact sheets created to help accelerate the market adoption and use of EMIS in the federal sector. The use of standard naming conventions and a metadata schema, which may be referred to as 'data tags,' improves the ability of the EMIS to consistently analyze, visualize, and derive value from operational data. To help address these issues, this fact sheet highlights best practices for use of metadata in an EMIS stack, which can significantly reduce the initial time required to deploy an EMIS.

Best Practices for Enhancing Performance Contracts with Monitoring-Based Commissioning

Fact sheet highlights best practices for incorporating monitoring-based commissioning (MBCx), a type of energy management information system (EMIS), in performance contracts. It draws from the Federal Energy Management Program (FEMP) report, Enhancing Performance Contracts Using Monitoring-based Commissioning. MBCx is commercially available, yet is underutilized in performance contracts. MBCx can result in significant benefits for both a federal facility and the performance contractor.

UESC Overview and FEMP Resources for Project Success

The first part of this webinar provides an introduction to utility energy service contracts (UESCs) and describes the features and benefits of utilizing UESCs to install energy conservation measures at federal sites. The second part introduces the newly launched UESC On-Demand Training Series and other recently published FEMP resources. The modular series of short webinars has been designed to provide in-depth understanding of UESCs and is a great resource for federal agencies and utilities interested in UESC projects.
