Science Coordination in Support of the US Weather Research Program Office of the Lead Scientist (OLS) and for Coordination with the World Weather Research (WMO) Program

This document is the final report of the work of the Office of the Lead Scientist (OLS) of the U.S. Weather Research Program (USWRP) and for Coordination of the World Weather Research Program (WWRP). The proposal was for a continuation of the duties and responsibilities described in the proposal of 7 October, 1993 to NSF and NOAA associated with the USWRP Lead Scientist then referred to as the Chief Scientist. The activities of the Office of the Lead Scientist (OLS) ended on January 31, 2005 and this report describes the activities undertaken by the OLS from February 1, 2004 until January 3 1, 2005. The OLS activities were under the cosponsorship of the agencies that are members of the Interagency Working Group (IWG) of the US WRP currently: NOAA, NSF, NASA, and DOD. The scope of the work described includes activities that were necessary to develop, facilitate and implement the research objectives of the USWRP consistent with the overall program goals and specific agency objectives. It included liaison with and promotion of WMO/WWW activities that were consistent with and beneficial to the USWRP programs and objectives. Funds covered several broad categories of activity including meetings convened by the Lead Scientist, OLS travel, partial salary and benefits support, publications, hard-copy dissemination of reports and program announcements and the development and maintenance of the USWRP website. In addition to funding covered by this grant, NCAR program funds provided co-sponsorship of half the salary and benefits resources of the USWRP Lead Scientist (.25 FTE) and the WWRP Chairman/Liaison (.167 FTE). Also covered by the grant were partial salaries for the Science Coordinator for the hurricane portion of the program and partial salary for a THORPEX coordinator.

The In-Space Propulsion Technology Project Low-Thrust Trajectory Tool Suite

The ISPT project released its low-thrust trajectory tool suite in March of 2006. The LTTT suite tools range in capabilities, but represent the state-of-the art in NASA low-thrust trajectory optimization tools. The tools have all received considerable updates following the initial release, and they are available through their respective development centers or the ISPT project website.

Trajectory Browser Website

The Trajectory Browser is a web-based tool developed at the NASA Ames Research Center to be used for the preliminary assessment of trajectories to small-bodies and planets and for providing relevant launch date, time-of-flight and V requirements. The site hosts a database of transfer trajectories from Earth to asteroids and planets for various types of missions such as rendezvous, sample return or flybys. A search engine allows the user to find trajectories meeting desired constraints on the launch window, mission duration and delta V capability, while a trajectory viewer tool allows the visualization of the heliocentric trajectory and the detailed mission itinerary. The anticipated user base of this tool consists primarily of scientists and engineers designing interplanetary missions in the context of pre-phase A studies, particularly for performing accessibility surveys to large populations of small-bodies. The educational potential of the website is also recognized for academia and the public with regards to trajectory design, a field that has generally been poorly understood by the public. The website is currently hosted on NASA-internal URL http://trajbrowser.arc.nasa.gov/ with plans for a public release as soon as development is complete.

The PMDP Roadmap

NASA's complex and highly technical missions rely on effective project teams and managers. Since 1993, through its Project Management Development Process (PMDP), the Academy of Program and Project Leadership (APPL) has offered direction to the Agency's project practitioners as they advance in their careers. PMDP helps identify and sequence professional experiences, courses, and other project-based learning experiences that support individual career goals and center activities by outlining competencies at four levels of development. The result is that PMDP provides NASA project practitioners with a road map to the knowledge and competencies appropriate for their job and the jobs to which they aspire. Plus, new this year, APPL has rolled out its electronic Project Management Development Process (ePMDP) tool, a learning management system that includes a dynamic presentation of the PMDP levels, competency areas, competency organizational structures, Individual Development Plans (IDP), and online PMDP enrollment. APPL's website, www.appl.nasa.gov, provides access to ePMDP as well as other online resources for NASA practitioners enrolled in the Project Management Development Process.

Geographic Information Systems and Web Page Development

The Facilities Engineering and Architectural Branch is responsible for the design and maintenance of buildings, laboratories, and civil structures. In order to improve efficiency and quality, the FEAB has dedicated itself to establishing a data infrastructure based on Geographic Information Systems, GIs. The value of GIS was explained in an article dating back to 1980 entitled "Need for a Multipurpose Cadastre which stated, "There is a critical need for a better land-information system in the United States to improve land-conveyance procedures, furnish a basis for equitable taxation, and provide much-needed information for resource management and environmental planning." Scientists and engineers both point to GIS as the solution. What is GIS? According to most text books, Geographic Information Systems is a class of software that stores, manages, and analyzes mapable features on, above, or below the surface of the earth. GIS software is basically database management software to the management of spatial data and information. Simply put, Geographic Information Systems manage, analyze, chart, graph, and map spatial information. At the outset, I was given goals and expectations from my branch and from my mentor with regards to the further implementation of GIs. Those goals are as follows: (1) Continue the development of GIS for the underground structures. (2) Extract and export annotated data from AutoCAD drawing files and construct a database (to serve as a prototype for future work). (3) Examine existing underground record drawings to determine existing and non-existing underground tanks. Once this data was collected and analyzed, I set out on the task of creating a user-friendly database that could be assessed by all members of the branch. It was important that the database be built using programs that most employees already possess, ruling out most AutoCAD-based viewers. Therefore, I set out to create an Access database that translated onto the web using Internet Explorer as the foundation. After some programming, it was possible to view AutoCAD files and other GIS-related applications on Internet Explorer, while providing the user with a variety of editing commands and setting options. I was also given the task of launching a divisional website using Macromedia Flash and other web- development programs.

Enhancement of the Earth Science and Remote Sensing Group's Website and Related Projects

The major problem addressed throughout the term was the need to update the group's current website, as it was outdated and required streamlining and modernization. The old Gateway to Astronaut Photography of the Earth website had multiple components, many of which involved searches through expansive databases. The amount of work required to update the website was large and due to a desired release date, assistance was needed to help build new pages and to transfer old information. Additionally, one of the tools listed on the website called Image Detective had been underutilized in the past. It was important to address why the public was not using the tool and how it could potentially become more of a resource for the team. In order to help with updating the website, it was necessary to first learn HTML. After assisting with small edits, I began creating new pages. I utilized the "view page source" and "developer" tools in the internet browser to observe how other websites created their features and to test changes without editing the code. I then edited the code to create an interactive feature on the new page. For the Image Detective Page I began an evaluation of the current page. I also asked my fellow interns and friends at my University to offer their input. I took all of the opinions into account and wrote up a document regarding my recommendations. The recommendations will be considered as I help to improve the Image Detective page for the updated website. In addition to the website, other projects included the need for additional, and updated image collections, along with various project requests. The image collections have been used by educators in the classroom and the impact crater collection was highly requested. The glaciers collection focused mostly on South American glaciers and needed to include more of the earth's many glaciers. The collections had not been updated or created due to the fact that related imagery had not been catalogued. The process of cataloging involves identifying the center point location of the image and feature identification. Other project needs included collecting night images of India in for publishing. Again, many of the images were not catalogued and the database was lacking in night time imagery for that region. The last project was to calculate the size of mega fans in South Africa. Calculating the fan sizes involved several steps. To expedite the study, calculations needed to be made after the base maps had been created. Using data files that included an outline of the mega fans on a topographic map, I opened the file in Photoshop, determined the number of pixels within the outlined area, created a one degree squared box, determined the pixels within the box, converted the pixels within the box to kilometers, and then calculated the fan size using this information. Overall, the internship has been a learning experience for me. I have learned how to use new programs and I developed new skills. These These skills can help me as I enter into the next phase of my career. Learning Photoshop and HTML in addition to coding in Dreamweaver are highly sought after skills that are used in a variety of fields. Additionally, the exposure to different aspects of the team and working with different people helped me to gain a broader set of skills and allowed me to work with people with different experiences. The various projects I have worked on this summer have directly benefitted the team whether it was completing projects they did not have the time to do, or by helping the team reach deadlines sooner. The new website will be the best place to see all of my work as it will include the newly designed pages and will feature my updates to collections.

Pioneer WEC Dashboard

SAND2026-18911O The Pioneer WEC (Wave Energy Converter) Dashboard tool visualizes real-time data from the Pioneer WEC v1 prototype, which supplies power to a mooring in the Coastal Pioneer Array. It offers up-to-date information, performance metrics, and graphical plots that enable users to monitor the prototype's efficiency. Developed using Python and Jekyll, this static website is updated daily and hosted on GitHub. Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy's National Nuclear Security Administration under contract DE-NA0003525.

NASA Propagation Studies Website

This paper describes an Internet website which provides information to enable the development of new commerical satellite systems and services by providing timely data and models about the propagation of satellite radio signals. In partnership with industry and academia, the program leverages NASA assets, currently the Advanced Communications Technology Satellite (ACTS), to obtain propagation data. The findings of the study are disseminated through refereed journals, NASA reference publications, workshops, electronic media, and direct interface with industry.

Overview of NASARTI (NASA Radiation Track Image) Program: Highlights of the Model Improvement and the New Results

This presentation summarizes several years of research done by the co-authors developing the NASARTI (NASA Radiation Track Image) program and supporting it with scientific data. The goal of the program is to support NASA mission to achieve a safe space travel for humans despite the perils of space radiation. The program focuses on selected topics in radiation biology that were deemed important throughout this period of time, both for the NASA human space flight program and to academic radiation research. Besides scientific support to develop strategies protecting humans against an exposure to deep space radiation during space missions, and understanding health effects from space radiation on astronauts, other important ramifications of the ionizing radiation were studied with the applicability to greater human needs: understanding the origins of cancer, the impact on human genome, and the application of computer technology to biological research addressing the health of general population. The models under NASARTI project include: the general properties of ionizing radiation, such as particular track structure, the effects of radiation on human DNA, visualization and the statistical properties of DSBs (DNA double-strand breaks), DNA damage and repair pathways models and cell phenotypes, chromosomal aberrations, microscopy data analysis and the application to human tissue damage and cancer models. The development of the GUI and the interactive website, as deliverables to NASA operations teams and tools for a broader research community, is discussed. Most recent findings in the area of chromosomal aberrations and the application of the stochastic track structure are also presented.

Dynamic and Responsive Distributed Energy Resource Education Solutions for Building, Fire, and Safety Department Officials (Final Technical Report)

From April 2021 through March 2024, the Interstate Renewable Energy Council (IREC) led a collaborative project to develop a free online clearinghouse of educational resources about solar photovoltaics (PV), energy storage systems (ESS), electric vehicle supply equipment (EVSE), and grid-interactive efficient building (GEB) technologies. Two websites—the Clean Energy Clearinghouse and CleanEnergyTraining.org—housed over 70 educational resources. Over the course of the three-year project, 154,272 unique visitors accessed the learning materials. Learner feedback was overwhelmingly positive. Even through the end of the project, there was sustained demand for education and communication. A primary innovation of the project was to drive multiple complementary audiences to the same place. Building owners, designers, installation contractors and developers, authorities having jurisdiction (AHJs), and fire service personnel all benefit from a shared understanding of clean energy technologies, including safety and code-related requirements. When considering the impact on the target audience, the project team worked with partners and advisors to inform resource creation and delivery in such a way as to address key motivational factors of the target audience and compel each user to seek additional information on the topic and return to the Clean Energy Clearinghouse website as their central location for more information. Resources were intentionally developed to be concise—five to 15 minutes—and accessible, meaning not overly technical. Providing basic information demystified the technologies and invited the professional to explore additional learning opportunities. Awardee and partner collaboration was key to project success. IREC facilitated collaboration among the other Topic 2 awardees, Southface and New Buildings Institute (NBI). The three awardees shared relevant information gained through discovery and validation questionnaires that informed product development and reduced duplication of effort by coordinating the development of complementary, and not competing, educational resources. Inspired by this collaboration, IREC brought on additional partners even in the final year of the project. Five regional energy efficiency organizations were part of the project, which expanded the connection between efficiency and distributed energy resources. We also included resources on the Clearinghouse that were developed through other federally funded projects, such as the Buildings Energy Efficiency Frontiers & Innovation Technologies (BENEFIT) program. The website was developed with the learner in mind, and not solely the funding source. Feedback from stakeholders throughout the project, and especially in its final year, indicated the need for continued education and facilitated communication among stakeholders to further the safe and widespread adoption of clean energy.

Mission X: Train Like an Astronaut. International Fitness Challenge

The Mission X, Train like an Astronaut, pilot project was a 2-year effort directed by the International Life Science Working Group. The pilot was funded by the Human Research Program and was lead by the Human Research Program Education and Outreach (HRPEO) project and supported by a group of space agencies providing in-kind resources. The aim was to identify an international educational outreach concept that would promote a life science topic utilizing the education and outreach expertise of the various space agencies working on the utilization of the International Space Station. This in turn serves as an inspiration for the younger generation to aspire to go further in school, and provides insight into the capability of a participating country to ensure the effort provided value for their communities and children. The pilot project developed the necessary tools to promote communications between the partners and to use materials and expertise from all the countries? space agencies. The Mission X Website (trainlikeanastronaut.org) provided a single repository for the educational activities as well as a place for the Challenge Teams to provide their progress in the international fitness challenge. It also added to the International flavor as different countries were able to share and learn about what was happening with all those involved in the 6-week challenge period. A point system was utilized to promote constructive, cooperative competition in which 4164 students participated. The points were used to help FitKid, Astro Charlie, "Walk-To-The-Moon". The 18 physical and educational Mission X activities were made available on the Mission X website in seven languages. The Mission X pilot project was considered a success in 1) the design, development, and implementation of the multi-language website, 2) the expansion of healthy lifestyle awareness, and 3) the concept for drawing an international educational community together to highlight global topics in association with human space exploration. Metrics (70 post-event surveys) and lessons learned were collated and assessed. Key Lessons Learned were 1) foster and strengthen partnerships at all levels, 2) enhance and standardize MX Training, and 3) further expansion of activities and methods to teach the importance of fitness and nutrition. Methods used to teach the importance of nutrition and fitness are provided in the report.

Public Participation in Earth Science from the ISS

The Gateway to Astronaut Photography of Earth (GAPE) is an online database (http://eol.jsc.nasa.gov) of terrestrial astronaut photography that enables the public to experience the astronaut s view from orbit. This database of imagery includes all NASA human-directed missions from the Mercury program of the early 1960 s to the current International Space Station (ISS). To date, the total number of images taken by astronauts is 1,025,333. Of the total, 621,316 images have been "cataloged" (image geographic center points determined and descriptive metadata added). The remaining imagery provides an opportunity for the citizen-scientist to become directly involved with NASA through cataloging of astronaut photography, while simultaneously experiencing the wonder and majesty of our home planet as seen by astronauts on board the ISS every day. We are currently developing a public cataloging interface for the GAPE website. When complete, the citizen-scientist will be able to access a selected subset of astronaut imagery. Each candidate will be required to pass a training tutorial in order to receive certification as a cataloger. The cataloger can then choose from a selection of images with basic metadata that is sorted by difficulty levels. Some guidance will be provided (template/pull down menus) for generation of geographic metadata required from the cataloger for each photograph. Each cataloger will also be able to view other contributions and further edit that metadata if they so choose. After the public inputs their metadata the images will be posted to an internal screening site. Images with similar geographic metadata and centerpoint coordinates from multiple catalogers will be reviewed by NASA JSC Crew Earth Observations (CEO) staff. Once reviewed and verified, the metadata will be entered into the GAPE database with the contributors identified by their chosen usernames as having cataloged the frame.

Web Site Development Support

This summer I assisted the RPT Program Office in developing a design plan to update their existing website to current NASA web standards. The finished website is intended for the general public, specifically potential customers interested in learning about NASA's chemical rocket test facility capabilities and test assignment process. The goal of the website is to give the public insight about the purpose and function of the RPT Program. Working on this project gave me the opportunity to learn skills necessary for effective project management. The RPT Program Office manages numerous facilities so they are required to travel often to other sites for meetings throughout the year. Maneuvering around the travel schedule of the office and the workload priority of the IT Department proved to be quite the challenge. I overcame the travel schedule of the office by frequently communicating and checking in with my mentor via email and telephone.

Mobile and Web Game Development: Using Videogames as an Educational and Outreach Tool

Few tools reach out to capture the imagination and interests of children like video games do. As such, the development of educational applications that foster young minds' interest in science and technology become of the utmost importance. To this end, I spent my summer internship developing outreach and educational applications in conjunction with JPL's Space Place team. This small, but dedicated, team of people manages three NASA websites that focus on presenting science and technology information in such a manner that young children can understand it and develop an interest in the subjects. Besides the websites, with their plethora of educational content presented through hands-on activities, games and informative articles, the team also creates and coordinates the distribution of printed material to museums, astronomy clubs and a huge network of educators.

Data Sharing in Radiobiology; Towards FAIR

The value of scientific data depends on their findability, accessibility, integrability and reusability according to the FAIR principles. Together with the sustainability of data preservation and access, these principles underpin the long term benefits of scientific research. Within the domain of radiobiology we have a huge array of data types, themes and complexities which make standardisation of metadata, data structure and data integration very challenging. Moreover, it is clear that, for example, in the area of disaster preparedness, the ready discovery and availability of multiple types of data, for example on biological effects of exposure, climatology, ecology, human behavioural and attitudinal studies, is important for an integrated scientific approach. Because these data are spread over many databases, journal supplementary information resources and even the computers of the investigators, their discovery and reuse can be challenging. Despite exhortations from funding agencies and scientific institutions over the past two decades there is still a serious deficit in the willingness and in some cases the ability of investigators to share data, and although much may not be formally „Public domain“, information about the existence of the data, their metadata, and how to obtain them should always be available. We report the progress of work on three databases, the STORE and the NASA GeneLab and LSDA repositories to leverage the Radiation Biology Ontology (RBO), a structured terminology for metadata that can be used by all radiation biology-relevant databases to unite federated and automated data searches across multiple databases, for example using web services, and through semantic web technologies supporting data discovery. The initial primary use-cases for RBO were archiving data in the STORE database (https://www.storedb.org/), the repository used for the RadoNorm and Pianoforte Projects among others, and in the NASA Open Science Data Repository (https://osdr.nasa.gov/bio). The scope of radiobiology research ranges from basic physics to radiation oncology to sociolegal studies; no existing ontology had the necessary breadth or depth to fulfill this need. In addition, a formal ontology has the advantage of being usable for machine learning and, importantly, for tasks like data integration, knowledge extraction from the scientific literature and for query extension and data classification. Standardisation of metadata is one of the primary objectives of the FAIR principles for open data; RBO is an important landmark for FAIR-compliant radiation biology data sharing. The RBO is developed using the open-source tools of GitHub and the OBO Foundry-led Ontology Development Kit, and published through GitHub and the NIH/NCBI BioPortal website. This initial phase of concept modeling has yielded an ontology that has more than 300 declared concepts, with more than 3500 additional concepts imported from other OBO Foundry ontologies with relevance to radiation biology (for example, concepts from the ISO standard Basic Formal Ontology, the Environment Ontology and the Gene Ontology). We welcome input into the development of RBO and encourage its adoption.
