Ahtna Tribal Energy Planning and Technical Assistance Project (Final Report)

Ahtna Intertribal Resource Commission (AITRC) provided technical assistance and capacity building activities for eight (8) tribal communities in the Ahtna region to: 1. reduce energy costs; 2. improve community wildfire readiness and biomass utilization; 3. provide local food security; and 4. reduce unemployment, poverty and outmigration in the Ahtna villages. AITRC provided community education on energy needs, conservation and efficiency, issues and options, assisted the tribes in identifying appropriate renewable energy systems, and increased their capacity to implement successful energy projects that employed local tribal members. AITRC also successfully assisted the member Tribes and Alaska Native Corporations in pursuing additional funding to advance their energy goals and projects, including Tribal Resiliency Planning, community biomass heating and wood resource assessment projects, and hydroelectric.

DOE provides targeted technical assistance for manufacturers pursuing energy and resource efficiency

The U.S. Department of Energy (DOE) is committed to providing the industrial sector with resources and funding to support the development of innovative new technologies and processes. Previously, DOE’s Advanced Manufacturing Office was the front door of the department for many manufacturers. This office focused on two main missions: driving innovation in manufacturing technologies, and reducing energy and emissions related to manufacturing. These missions complemented each other in many ways, but as attention in these areas grew, so too did the need for specialization. In October 2022, the Advanced Manufacturing Office was reorganized into two new offices: the Advanced Materials and Manufacturing Technologies Office (AMMTO) and the Industrial Efficiency and Decarbonization Office (IEDO). For emissions-heavy industries, such as ceramics and glass, the latter office provides research and development funding, technical assistance, and demonstration support to help manufacturers along their journey to reduce emissions and increase resource efficiency. This article overviews the portfolio of resources applicable to ceramic and glass manufacturers through IEDO, including programs that were portioned into this office during the split and new offerings that were added since then. These programs and resources include energy management support, technology-specific guidance, and in-plant technical assistance.

Energy Transitions Initiative Partnership Project: Bainbridge Island, Washington: Cohort 2 Technical Assistance: Improving Resilience

The City of Bainbridge Island (COBI) applied for and received technical assistance from the Energy Transitions Initiative Partnership Program (ETIPP) in part to achieve their goal of 100% renewable electricity generation by 2040, five years ahead of the Washington State goal. Their second goal of increasing energy resilience is discussed in this report. Pacific Northwest National Laboratory (PNNL) completed the technical analysis aspects of the project, supported by the community partner Spark Northwest and the program administrator, the National Renewable Energy Laboratory (NREL). PNNL worked with the Community Lead and stakeholders to ensure selection of hazards and energy infrastructure of highest priority and integration of existing expertise into the analysis. We have also worked to align analysis with current activities conducted by Puget Sound Energy (PSE), and other efforts within the Bainbridge Island community around resilience. This report, conducted under the ETIPP project in partnership with COBI, aims to build on this existing knowledge base with a specific energy focus, to identify hazards and threats to critical energy infrastructure, summarize the risk, and identify and analyze remaining resilience gaps.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

Hawaii Fish Company Inc. Technical Assistance Voucher (Abstract)

For the past several years, the National Renewable Energy Laboratory (NREL), Sandia National Laboratories (SNL), and Pacific Northwest National Laboratory (PNNL) have provided technical assistance to the recipients of Department of Energy (DOE) -funded voucher programs, namely American-Made Challenges (AMC), the Incubator Program, and the Small Business Vouchers Program. Drawing on lessons learned and from first-hand experiences, NREL is leading a new holistic and streamlined voucher program aimed at strengthening ties between American innovators and the national labs. This new program, “Vouchers to Enable Laboratory and Organizational Collaboration for Innovation and Technology Improvements,” or VELOCITI, will leverage the successful elements of past programs, create administrative efficiencies, and enable the buildout of a national program to drive strong relationships between entrepreneurs and the national labs to accelerate the roll-out of new technologies in the US solar sector. This work will evaluate Hawaii Fish Company’s (HFC’s) floating renewable energy-powered aeration systems, designed primarily for aquaculture ponds, with crossover applications to farm ponds, reservoirs, and other water bodies. Notably, HFC’s systems include a variety of configurations, such as direct-solar systems, battery-storage systems, and systems with a secondary wind turbine option. HFC is planning to refine and commercialize their renewable energy aeration platforms. Presently, HFC is fabricating multiple configurations of the systems for deployment in multiple locations in the U.S. PNNL will apply technical expertise to assist in these goals, benefitting the industry partner by giving them an understanding of the performance of their systems. The technical objectives of this project are to understand system performance and reliability, determine a path toward certification, and model the performance of the systems in different locations.

This webinar is for prospective applicants (i.e., remote, island, and islanded communities) interested in applying to the U.S. Department of Energy's Energy Transitions Initiative Partnership Program (ETIPP) in spring of 2022. This webinar provides an overview of ETIPP and technical assistance, introduces the ETIPP regional partners, summarizes two ongoing ETIPP projects, discusses the 2022 application process, and closes with a question-and-answer session. This webinar is hosted by the National Renewable Energy Laboratory, which is part of the ETIPP partner network.

National Technology & Engineering Solutions of Sandia, LLC Technical Assistance With Dine College (Final CTAP Report)

Under the CTAP Statement of Work, Sandia was tasked with providing technical assistance to Dine College to create a testing program to determine hazardous contaminant levels in donated hand sanitizer. Sandia will loan instrumentation, provide a procedure, and act as technical advisor. The challenge for on-site testing lies in a balance of testing capability/speed, complexity, and cost of operations. Instruments that allow fastest and least expensive operation will be validated for performance for this sample problem (hand sanitizer w/ poisonous methanol or 1-propanol). The objective of this project is to enable Dine College personnel to perform on-site testing.

National Community Solar Partnership Technical Assistance: Together New Orleans [Slides]

This product is the outcome of a National Community Solar Partnership (NCSP) Technical Assistance (TA) request. TA is provided to NCSP members at no cost and upon request. Some TA, this project included, is later generalized and published to help educate the broader community, share findings, and provide best practices. Together New Orleans submitted a TA request to the NCSP aiming to obtain a third-party analysis on several rate compensation structures that could make project development more financially advantageous.

Creating an Inter-Tribal Technical Assistance Network in the Northwest Arctic

The US Department of Energy-Office of Indian Energy's (DOE-IE) support for NANA's establishment of an Inter-Tribal Assistance Network in the Northwest Arctic was a ground-breaking effort that led to many individual community successes and a regional escalation of clean energy for our tribes. Before this grant award was initiated, high penetration renewable-diesel hybrid systems were primarily aspirational. Now, after five years of intensive technical assistance and multi-institution collaboration and funding, the NANA Region has three high penetration solar-wind-battery-diesel hybrid systems and one solar-battery-diesel hybrid system fully operational with diesel-off operation occurring regularly; another solar-battery-diesel hybrid system fully funded with an RFP for construction targeted for 2023; a current grant application that was awarded to begin the final design process for solar-battery-diesel hybrid systems for four other villages in the region; and initial funding to begin a high penetration wind-battery-diesel system for the remaining village in the region. Clearly, our goal to demonstrate and replicate high penetration renewable hybrid technology has been accomplished and is increasing in scale and pace.

Port Technical Assistance Program: A Proposed Initiative to Support U.S. Ports Through Energy Innovation

This document highlights the crucial importance of the maritime sector within the United States (U.S.) economy, serving as a key node for trade and global goods transportation. U.S. ports are currently grappling with challenges posed by rising shipping demands, the health impacts of diesel fuel reliance, and the technology adoptions of global trade partners due to increasing environmental regulations. This document proposes forming a technical assistance program, led by Pacific Northwest National Laboratory (PNNL), to help U.S. ports transition to sustainable energy solutions that not only improve environmental and community outcomes, but also enhance resilience to unexpected weather events and reduce pressure on local utilities. Coordinated by PNNL, this initiative would offer a web-based platform of consolidated resources and tools for comprehensive strategic planning and cost-benefit analysis. It also seeks to establish a collaborative network between ports and national laboratories to facilitate the sharing of best practices. The document suggests that optimizing resource allocation and providing tailored support could be achieved through strategic categorization of ports within this network, with relevant attributes and examples detailed in the report. The anticipated benefits of such a program could include increased efficiency and cost savings in port operations and the advancement of scientific innovation via alternative energy research. Also, it could enhance economic growth and competitiveness in international trade by enabling ports to meet shipping demands and develop resilient critical infrastructure through informed, long-term strategies.

State Technical Assistance - New Mexico Energy and Conservation Management Division Report [Slides]

The New Mexico Energy and Conservation Management Division (ECMD) sought technical assistance to enhance their ability to evaluate program impacts using the Low-Income Energy Affordability Data (LEAD) tool. NLR assisted ECMD in leveraging the LEAD tool to calculate and analyze energy burden across electric utility service areas, enabling them to assess program outcomes more effectively. To meet ECMD's goals, NLR developed a customized methodology to calculate utility-specific energy burden metrics using census tract data and available utility service area information from the Energy Information Administration (EIA). While acknowledging some limitations in the EIA dataset, NLR estimated the percentage of households within each service territory and incorporated relevant filters such as income, housing characteristics, and other demographics from the LEAD tool. The analysis provided ECMD with a new capability to evaluate program success based on energy savings, reductions in energy burden, and other performance indicators. The data and methodology also support discussions with utilities to improve the accuracy of service territory datasets. ECMD can use the outputs to track program effectiveness and plan future initiatives. NLR offered the possibility of follow-on work, including capacity-building for ECMD to repeat the analysis independently and the option to refine the analysis with updated service.

Halau Uma: Kahikinui Community Cultural, Educational, and Resilience Center Preliminary Design Technical Assistance Summary Report

The Kahikinui Homestead Community in Maui faces energy resilience challenges due to its remote, off-grid location. This report summarizes preliminary technical assistance to design a microgrid for six modular homes using solar PV, wind, and battery storage. Results indicate that a hybrid PV and battery system, supplemented by small wind turbines, offers a cost-effective, resilient solution supporting energy independence and disaster preparedness.

U.S. DOE Southeast Combined Heat and Power Technical Assistance Partnership

During the five-year period from September 2018 to December 2023, the Industrial Efficiency and Decarbonization office (IEDO) of the U.S. Department of Energy (DOE) funded the Southeast Combined Heat and Power Technical Assistance Partnership (Southeast CHP TAP), managed the NC Clean Energy Technology Center located at NC State University (NCSU). The Southeast CHP TAP was one of ten regional CHP TAPs established to promote and assist in transforming the market for combined heat and power (CHP) and related technologies, including district energy (DE) and waste heat to power (WHP) throughout the United States. CHP, also known as cogeneration, is an efficient and clean approach to generating on-site electric power and useful thermal energy from a single fuel source.
