Tunable electrochemical pathway for high-purity REMs and CMs

This report details a comprehensive research initiative focused on developing a technical research plan for the efficient and sustainable production of rare earth elements (REEs) and critical materials (CMs) from coal-based resources, specifically lignite coal from the Williston Basin in North Dakota. The project’s methodology centers on the design and evaluation of a tunable electrochemical pathway (TEP), an innovative approach aimed at achieving high-purity rare earth oxides (REOs), rare earth salts (RES), and CMs. This research is crucial for addressing the growing demand for these materials in clean energy technologies, electric vehicles, and high-tech applications, while reducing the United States’ reliance on foreign supply chains.

Measurement of Close-in Ground Motion from an Underground Chemical Explosion

Understanding the geophysical response near an underground explosion is crucial for generating insights into the source and emplacement conditions that produce distinct observations in monitoring scenarios occurring at greater distances. Recently, Shot A of the Low Yield Nuclear Monitoring (LYNM) Physics Experiment 1 (PE1) series was conducted at the Nevada National Security Site to provide ground truth for subsurface explosion signal models. This experiment resulted in measuring near-source ground motion at distances ranging from 70 to 1000 m/kt with a 99% success rate, yielding high-fidelity knowledge of the near-field response that can serve as benchmarks for future numerical modeling and experiment planning. However, technical challenges exist in observing near-source phenomena while safeguarding sensitive data acquisition components from the detrimental effects of ground motion in the subsurface. This report outlines tools and techniques to address challenges associated with observing near-source accelerations and within the tunnel drift of the PE1 test bed. Additionally, we describe key systems designed with both modern advancements and legacy guidance to maximize the collection of high-quality ground motion data, which may be applied to constitutive and computational models, leading to new or improved understanding of the near- and far-field signals produced by underground explosions.

Results for the January 2023 Semiannual Tank 50 Salt Solution Sample

In this Technical Report, the chemical and radionuclide contaminant results from the January 2023 Semiannual sample of Tank 50 salt solution are presented in tabulated form. The information from this characterization will be used by Savannah River Mission Completion (SRMC) for the transfer of aqueous waste from Tank 50 to the Saltstone Production Facility (SPF), where the waste will be treated and disposed in the Saltstone Disposal Facility. This Technical Report compares results, where applicable, to SPF Waste Acceptance Criteria (WAC) LIMITS and TARGETS that were established at the time the Tank 50 sample was obtained.1 The chemical and radionuclide contaminant results from the characterization of the January 2023 semiannual sampling of Tank 50 were requested by SRMC personnel via a Task Technical Request (TTR)2 and details of the testing are presented in the Savannah River National Laboratory (SRNL) Task Technical and Quality Assurance Plan (TTQAP).3 This Technical Report is part of Deliverable 2 relating to Task 1 from the SRMC request.2 Data pertaining to the regulatory limits for Resource Conservation and Recovery Act (RCRA) metals per Task 2 from the SRMC request will be obtained semiannually for the January 2023 and July 2023 Tank 50 samples.

The Value of Sharing and Consolidating Critical Community, Electricity, and Natural Hazard Information

The California Public Utilities Commission (CPUC) sought support for the development of database schema specifications for a bi-directional data portal that would foster cross-jurisdictional collaboration necessary to improve resilient energy infrastructure planning processes. This technical assistance activity involved Berkeley Lab researchers reviewing 34 local/tribal government hazard mitigation plans to assess (1) the natural hazards that communities are most concerned about; (2) the variety of–and terminology used to describe–critical community infrastructure; and (3) the availability of GIS information that could be incorporated into CPUC-mandated "Microgrid Planning Portals". In addition, we develop a common, but generic data taxonomy showing what fields to collect to encourage consolidating and sharing of this information in the future. Finally, we partnered with the Bishop Paiute tribal government to demonstrate the value of combining electricity infrastructure, natural hazard layers, and critical community infrastructure into a series of maps. The project demonstrated that a single system containing both electric utility and community infrastructure data—as well as information about natural hazards—will help the state of California, the IOUs, first responders, and long-term planners better prepare for—and thus lower their exposure to these ongoing and emerging hazards. The project also identified a number of challenges that will need to be overcome before it is possible to stand up a single system to display this information.

Igiugig Comprehensive Energy Plan Implementation Assistance

In 2023, the National Laboratory of the Rockies (NLR) partnered with the Renewable Energy Alaska Project (REAP) to provide technical assistance to Igiugig through the US Department of Energy's Energy Transitions Initiative Partnership Project (ETIPP). The overall objective of this ETIPP project was to provide technical support to help the community achieve their energy goal of reducing diesel fuel for electricity by 50% by 2030 through the implementation of high priority strategies defined in their 2022 Community Energy Plan. Technical support focused on evaluating additional renewables and renewable heating scenarios, identifying heat recovery system design options for high penetration renewables, investigation power quality and line loss issues, and supporting integration of battery energy storage.

Electric Vehicle Supply Equipment (EVSE) Study for Vernon County, Wisconsin [Slides]

Viroqua is a town in Wisconsin with a population of approximately 4,500. The Vernon County Energy district is a local nonprofit in Viroqua that provides energy education, individualized energy consulting and coaching to residents and businesses. They have a very good relationship with our county government and wish to support their efforts. The Vernon County government is currently working on a comprehensive plan and would like to include planning for electric vehicle (EV) charging infrastructure in the plan. They are seeking guidance on logical phases for implementation and identifying the best locations for Level 2 and Level 3 EV chargers. NREL provided technical input on strategic planning for electric vehicle (EV) adoption and electric vehicle supply equipment (EVSE) expansion in Vernon County through the Clean Energy to Communities (C2C) Expert Match technical assistance program. NREL provided strategic planning support for EV expansion planning in Vernon County and siting considerations for locating EVSE.

Public EV Charging Station Site Selection Checklist

The Joint Office of Energy and Transportation (Joint Office) provides technical assistance on planning and implementation of a national network of electric vehicle (EV) chargers and zero-emission fueling infrastructure, as well as zero-emission transit and school buses. There are several considerations that should be addressed when selecting a site for EV charging stations. The following is a checklist to assist with site selection for publicly available EV charging stations.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

SFWST Disposal Research R&D 5-Year Plan (FY2023 Update)

This FY2023 report is the second update to the Disposal Research (DR) Research and Development (R&D) 5-year plan for the Spent Fuel and Waste Science and Technology (SFWST) Campaign DR R&D activities. In the planning for FY2020 in the U.S. Department of Energy (DOE) NE-81 SFWST Campaign, the DOE requested development of a high-level summary plan for activities in the DR R&D program for the next five (5)-year period, with periodic updates to this summary plan. The DR R&D 5-year plan was provided to the DOE based initially on the FY2020 priorities and program structure (initial 2020 version of this 5-year plan) and provides a strategic summary guide to the work within the DR R&D technical areas (Control Accounts, CA), focusing on the highest priority technical thrusts. This 5-year plan is a living document (planned to be updated periodically) that provides review of SFWST R&D accomplishments (as seen on the 2021 revision of this 5-year plan), describes changes to technical R&D prioritization based on (a) progress in each technical area (including external technical understanding) with specific accomplishments and (b) any changes in SFWST Campaign objectives and/or funding levels (i.e., Program Direction). Updates to this 5-year plan include the DR R&D adjustments to high-priority knowledge gaps to be investigated in the near-term, as well as the updated longer-term DR R&D directions for the program activities. This plan fulfills the Milestone M2SF23SN010304083 in DR Work Package (WP) SF-23SN01030408 (GDSA - Framework Development – SNL).

Aquifer Injection Modeling (AIM) Toolbox User Guide

The Aquifer Injection Modeling Toolbox (“AIM Toolbox”) software was developed by the Pacific Northwest National Laboratory (PNNL) for the U.S. Environmental Protection Agency’s (EPA) to provide a collection of analytical solutions suitable for evaluating the potential extent of the area impacted by subsurface injection operations. Subsurface injection operations are regulated under the EPA’s Underground Injection Control (UIC) program and are typically related to oil/gas development, waste disposal, or subsurface mining or storage. The analytical algorithms provided in the AIM Toolbox each have different approaches/assumptions/focus with respect to the nature and processes in subsurface and the nature of the injection operations. Collectively the set of analysis algorithms provides a broader evaluation of the area that can potentially be impacted by an injection operation. By providing estimates for the injectate plume extent, the software supports technical aspects of planning, evaluation, and overseeing injection activities. That is, the results help assess when further regulatory controls (e.g., monitoring, reporting) may be required and, in the case of disposal into an underground source of drinking water, the extent of the impacted area would require exemption from protection under the Safe Drinking Water Act. The AIM Toolbox software is available as a single-page web application, providing an interface to provide the necessary inputs, and both chart and map panes for visualizing the results. This User Guide describes the AIM Toolbox software, information required, user interactions, and the underlying basis of the calculations.

Annual Report on NCSP Technical Support task in BNL during FY24

This work reports on the investigations done during FY 24 in collaboration with two 2024 Summer undergraduate interns through the DOE SULI and BNL SURP programs. These efforts were partially funded by the Nuclear Criticality Safety Program through the Technical Support Succession Plan task. The first project, developed by Ian Snider, focused on testing the impact of uncertainties in thermal cross sections for multiple materials in nuclear reactor simulations. The second project aimed implement concurrent into BNL’s machine-learning code to correct spin mis-assignments in neutron resonances, the Bayesian Resonance Reclassifier (BRR).

Annual Report on NCSP Technical Support task in BNL during FY25

This work reports on the investigations done during FY 25 in collaboration with one 2025 Summer undergraduate intern through the DOE SULI program. These efforts were partially funded by the Nuclear Criticality Safety Program through the Technical Support Succession Plan task. This project, developed by Matthew Molnar, aimed to apply the BNL’s machine-learning code to correct spin mis-assignments in neutron resonances, the Bayesian Resonance Reclassifier (BRR), to the odd-even nucleus 143 Nd. For this, the handling of spingroup classification had to be further investigated and improved.

Scalable Membrane Electrode Assembly Stack Production for Reliable Thermal Electrochemical Converters (SMART)

This Final Close Out Report documents all activities, progress, and results accomplished under the SMART project, funded by the Department of Energy (DOE), during Budget Period 1 (BP1), covering 10/01/2023 to 07/31/2025. Although official preaward approval was granted on 05/10/2024, contracting delays shifted the award and formal project start to 10/01/2024. In the absence of an official kick-off meeting, early interactions focused on planning for key technical challenges, particularly the design and logistics for the JTEC device test platform.

Irradiation And Post-Irradiation Examination Plan For A709

The Advanced Materials and Manufacturing Technologies program is proposing a neutron irradiation campaign for alloy 709 (A709) plate product developed by the Advanced Reactor Technologies program. This irradiation campaign will support the deployment of A709 (included welded components) by providing data of engineering importance, such as data that can be used for establishing end-of-life design parameters and knockdown factors for irradiated materials properties versus properties for non-irradiated material. It will also advance the scientific understanding of A709 irradiation behaviors and material property evolution, which is vital for deploying A709 components into reactors with different neutron spectra, neutron fluxes, and irradiation temperatures as well as accelerating the deployment of new product forms and weld procedures. This document presents the plan for the neutron irradiation and post-irradiation examination for A709 and the scientific and technical basis for the plan.
