Capability Building Progression of an Insider Threat Mitigation Program at International Nuclear Power Plant

With threats to nuclear facilities continuously evolving, the development and implementation of insider threat mitigation programs is increasingly important. The Office of International Nuclear Security within the U.S. Department of Energy’s National Nuclear Security Administration (DOE/NNSA’s) developed the “Insider Threat Mitigation Program: Facility Implementation Handbook” to assist organizations to be better positioned to minimize the risks posed by malicious insiders. The handbook identified eight elements that contribute to the development and implementation of insider threat mitigation programs. This report outlines the development of a capability building progression of an insider threat mitigation program at international nuclear power plants. This information can be stand-alone or be accompanied by a technical exchange with subject matter experts to support development and implementation of programs with interested international partners.

United States Nuclear Data Program Annual Report for Fiscal Year 2025

The US Nuclear Data Program (USNDP) Annual Report for Fiscal Year 2025 summarizes the work of USNDP for the period of October 1, 2024 through September 30, 2025, with respect to the Work Plan for FY 2025 that was prepared in 2024. The Work Plan and Final Report for USNDP are prepared for the DOE Office of Science, Office of Nuclear Physics. The support for the nuclear data activity from sources outside the US Nuclear Data Program is summarized in the staffing table and Appendix A. This leverage amounts to about 22.8 FTE scientific, to be compared with 21.9 FTEs at USNDP units funded by the DOE Office of Science, Office of Nuclear Physics. Since it is often difficult to separate accomplishments funded by various sources, some of the work reported in the present report was accomplished with nuclear data program support leveraged by other funding. FY 2025 was the 25th year in which the USNDP has operated under a Work Plan developed by the program participants. The program continued to carry out important work in support of the DOE mission. The work balances the ongoing collecting, analyzing, and archiving of nuclear physics information critical to basic nuclear research and to the development and improvement of nuclear technologies with the electronic distribution of this information to users in a timely and easily accessible manner. The present section of the report consists of activity summaries for the major components of the USNDP. This is followed by an updated staff level assignment table that reflects the final distribution of effort among the tasks carried out during FY 2025. Then, we continue with the detailed status of work performed during FY 2025.

History of the Chemical Stockpile Emergency Preparedness Program – Volume 2: Lessons Learned (Final Report 2026)

The CSEP Program involved multiple federal agencies, multiple states, and numerous local units of government. The involvement of diverse agencies at different levels of government led to conflict and difficulty in resolving issues. That, in turn, led to slow progress in achieving program goals. Program management was criticized repeatedly by the U.S. General Accounting Office (GAO). After other mechanisms for interagency coordination had failed to give the desired results, FEMA and the Army agreed to form site-specific and national-level IPTs. The IPTs worked well to break the logjam and accelerate implementation of the program. Key elements of the IPTs’ success included constant interagency communication, solving problems at the lowest level, and obtaining buy-in from higher authority. The IPT technique could be applied to other emergency management and homeland security programs that require interagency coordination.

Diffractive Physics Program at the Electron–Ion Collider’s (EIC) 2 nd Detector

The Electron–Ion Collider (EIC) will be a novel experimental facility to explore the properties of gluons in nucleons and nuclei, shedding light on their structure and dynamics. The EIC community outlined the physics program of the EIC in a White Paper, and the demanding detector re quirements and potential technologies to deploy at an EIC detector were published in a comprehensive Yellow Report. The general-purpose detector resulting from these efforts, ePIC, is designed to perform a broad physics program. At the same time, the wider EIC community is strongly in favor of a second detector at the EIC. Having two general-purpose collider detec tors to support the EIC science program allows us to have cross-checks and control of systematic uncertainties for potential scientific discoveries. The second detector should feature complementary technologies where possible. It can also focus on specific measurements that are less well-addressed by ePIC. The second interaction region provides potentially improved forward detector acceptance at low pT and a secondary beam focus that enables to enhance the exclusive, tagging, and diffractive physics program. Hereby, I will present the potential capabilities of the second detector and discuss studies related to its diffractive physics program.

Evaluation Toolkit for Technical Assistance Programs

Across the United States, every home, business, industry, and government depends on abundant, reliable, and affordable electricity. Energy stakeholders have many options to improve how energy is generated, distributed, and used, but choosing the right path can be complex and challenging. To support more informed decision-making about local electricity systems, the U.S. Department of Energy (DOE) and its national laboratories provide customized technical assistance (TA) through several different programs. These TA programs are designed to support a wide range of stakeholders with a variety of needs. Technical assistance may include brief consultations with subject-matter experts, in-depth technical modeling and analysis, stakeholder engagement, and peer-to-peer exchange. Delivering effective TA is an iterative process that requires evaluation and adaptation. A comprehensive and robust evaluation framework provides the structure needed to ensure that TA programs and practitioners remain effective, responsive to industry trends, and aligned with local needs. This toolkit provides a framework—including a clear, structured process—that TA program staff can adapt to their program's goals to evaluate success.

RTN-011: Rubin Observatory Plans for an Early Science Program

This document outlines Rubin Observatory's plans for a dedicated \emph{Early Science Program} to enable high-impact science prior to the first annual data release of the Legacy Survey of Space and Time (LSST). Components of the Early Science Program include releasing science-grade commissioning data products via a series of ``Data Previews,'' ramping up of the transient alert stream during commissioning, implementing a program of incremental template generation to augment alert production in the early phases of the survey, and the first LSST Data Release, DR1, based on the first 6 months of data from the LSST. A detailed breakdown of which data products can be expected when is provided. The Rubin Operations team is working closely with the science community to optimize the Early Science Program for the time-domain and solar system science achievable in the first year of operations. This is a living document; both it and the Early Science Program will continue to evolve over the course of commissioning and pre-operations in response to the state of the as-built system and to community guidance.

INTEGRATION OF DATA ANALYTICS WITH SYSTEM HEALTH PROGRAMS

Industry equipment reliability and asset management programs are essential elements that help ensure the safe and economical operation of nuclear power plants. The effectiveness of these programs is addressed in several industry developed and regulatory programs. However, these programs have proven to be labor intensive and expensive. There is an opportunity to significantly enhance the collection, analysis, and use of this information to provide more cost-effective plant operation. Additionally, there is an acute industry need to leverage advanced technology to reduce costs and improve operational effectiveness. The goal of this paper is to provide effective and efficient analytical methods and tools to support risk-informed decisions for the equipment reliability and asset management programs at nuclear power plants. This is accomplished by creating a direct bridge between component health/lifecycle data and decision making (e.g., maintenance scheduling and project prioritization). Here we are supporting typical system engineer decisions regarding maintenance activity scheduling and component ageing management. This is performed in a risk-informed context where herein the term “risk” is broadly constructed to include both plant reliability and economics. This framework combines data analytics tools to analyze equipment reliability data with risk-informed methods designed to support system engineer decisions (e.g., maintenance and replacement schedules, optimal maintenance posture) in a customizable workflow. A challenge is that the structure of this workflow strongly depends on the decision that needs to be made, the type of data available, and the constraints that need to be considered. Current methods are designed to provide specific answers to specific problems; however, these methods might prove to be inadequate even when problem settings slightly change (e.g., different types of requirements, additional dependencies between system reliability and economics). We tackled this challenge by designing framework in a flexible and modular fashion such that the user can assemble and customize his/her own workflow that integrates SSC economic lifecycle models (e.g., maintenance and replacement costs), system reliability models, and optimization methods.

Applying Social Science Methods to Assess and Improve Program Outcomes: A Case Study on the Gap Region Outreach Project

This paper outlines a replicable framework for assessing gaps, reach, and the impact of technical assistance (TA) programs, using the Energy to Communities (E2C) Gap Region Outreach Project as a case study. By applying qualitative social science methods, this framework provides tools for effectively engaging with underrepresented regions, identifying barriers to participation, and tailoring solutions to local needs. The study highlights the importance of leveraging stakeholder insights to address disparities in program engagement and participation, offering actionable recommendations to enhance program responsiveness and optimize resource allocation. This approach serves as a guide for practitioners seeking to expand the reach and effectiveness of federally funded TA programs while ensuring alignment with community priorities and capacity needs.

Measuring impacts of California agri-environmental programs using field-scale satellite data

In the past decade, California has invested over $\$$200 million in direct grants to growers to support the adoption of agricultural practices that save water and/or improve soil health while also reducing greenhouse gas emissions. Ex-post evaluation of agri-environmental outcomes of these grant programs, however, is limited. We use satellite data to monitor changes in field-level consumptive water use and greenness (i.e. normalized difference vegetation index), a proxy for agricultural productivity, for the most frequently funded crop-types (almonds, grapes, and walnuts) in two California Department of Food and Agriculture programs. Nearly 600 fields receiving funding during the 2014–2022 period were analyzed using two causal inference methods. Fields that received grants to both upgrade irrigation systems and install irrigation water management sensors showed reduced consumptive water use and greenness by an average of 3.5% and 4.2%, respectively (significant at the 10% level). In contrast, we find that the adoption of only irrigation water management sensors, which are designed to inform irrigation scheduling and management, resulted in an average increase of 4.1% and 4.8% in consumptive water use and greenness respectively (significant at the 5% level). We find negligible effects for either consumptive water use or greenness when both pump efficiency upgrades and sensors were implemented. We further find that grants for compost addition and cover cropping led to small greenness increases of 1.7% and 2.8% respectively (significant at the 10% level) and had insignificant effects on consumptive water use. Our analysis of five agri-environmental program interventions reveals that several practice outcomes may be at odds with stated program goals of reducing water use while maintaining or improving agricultural productivity.

Driving Affordable Decarbonization: Inclusive Utility Program Designs for Disadvantaged Communities

Our research team worked with 17 utility partners from various U.S. regions to study current utility program practices. We identified the key characteristics of these programs and the challenges and opportunities in implementing them. Through our research, we provide a pragmatic, design-oriented, and customer-centered perspective for effective program design and implementation. We identify 13 successful characteristics of program design that may be considered by utility partners.

Lessons from Artist in Residence Program Design and Impact

As a national laboratory, Pacific Northwest National Laboratory (PNNL) seeks to be on the leading edge of public interest research and deliver innovation, a core value of the institution. Through the support of the U.S. Department of Energy’s Water Power Technologies Office, PNNL has convened a workshop entitled Advancing Energy Futures through Art in Seattle, Washington, on August 19th and 20th, 2024. An explicit focus on Artist in Residence (AiR) programs initiates the discussion, as this is one of the few clear places where public interest research, artistic engagement, and energy futures have aligned. The workshop proposes to hear from program managers of successful AiR programs, scientists, and artists who work in the energy futures space, to discuss AiR program models and successful modalities for art and storytelling. This paper is provided as background context for workshop participants.

National Electric Vehicle Infrastructure Formula Program (ANNUAL REPORT | PLAN YEAR 2023–2024)

The 2021 Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), invests $\$$7.5 billion to build out a national electric vehicle (EV) charging network and created the Joint Office of Energy and Transportation (Joint Office) to “study, plan, coordinate, and implement issues of joint concern between the two agencies.” The BIL represents a historic effort to electrify the U.S. transportation system, which has significant potential to reduce U.S. greenhouse gas emissions and help tackle the climate crisis. The U.S. transportation sector accounts for one-third of the nation’s greenhouse gas emissions—the largest share of all primary sectors, including electricity production, industry, commercial and residential, and agriculture. The National Electric Vehicle Infrastructure (NEVI) Formula Program, one of the BIL funding programs, was launched in February 2022, providing nearly $\$$5 billion over 5 years to help states, the District of Columbia, and Puerto Rico (hereafter referred to as “states”) create a network of EV charging stations beginning with designated Federal Highway Administration (FHWA) Alternative Fuel Corridors (AFCs), with an emphasis on the Interstate Highway System. The funding is made available to the states in allocations each year pending FHWA certification of the state’s annual deployment plan. The NEVI program is in its third year, so there's a lot to celebrate. As of July 2024, 39 states have released solicitations for their NEVI programs and eight states have opened their first NEVI-funded stations (61 ports in total), which have already powered thousands of charging sessions for EV drivers across America. Additional stations are in the pipeline with more than 2,500 additional ports having been awarded or conditionally awarded by the states. All states released their Fiscal Year (FY) 2024 deployment plan updates to reflect the new minimum requirements and guidance, and several states added newly designated EV AFCs in their FY 2024 deployment plan updates, bringing the total AFC network of EV corridors to more than 81,000 miles.

Energy Technology Proving Ground Program Plan

New methods of energy production and distribution are required to meet clean energy goals and demands across all U.S. energy sectors. Idaho National Laboratory’s (INL) Integrated Energy Systems (IES) initiative is enabling clean energy research, development, and demonstration (RD&D) activities. To date, IES demonstration programs have been limited by distributed infrastructure and a lack of large-scale facilities to accommodate industry-scale research of Technical Readiness Level (TRL) 6-8 technologies. The IES initiative plans to eliminate these constraints by establishing a new research complex at INL known as the Energy Technology Proving Ground (Proving Ground) to be led by the Energy and Environment Science and Technology Directorate. The Energy and Environment Science and Technology (EES&T) directorate, one of five Idaho National Laboratory (INL) RD&D organizations, focuses on clean energy technologies that anchor the industry-enabling research of the Proving Ground. The Proving Ground will combine diverse clean energy systems into lean integrated test bed of independent multiscale capabilities available to the government and commercial industries to perform research; and will enable INL’s goal of becoming a Net-Zero entity by 2031. This program encompasses existing and new research space at both the in-town Research and Education Campus (REC) and the Arco desert site (the Site). The Proving Ground will support the maturation of IES technologies from TRL 1 through 8 by providing the infrastructure and capabilities needed to sustain a continuum of RD&D from basic science to industry-scale. To establish The Proving Ground and meet INL’s net-zero goals by 2031, nine research program areas have been identified within the IES initiative that require expanded and new capital infrastructure. This program plan provides guidance for establishing the Proving Ground at the Site for plug-and-play pilot testing and proofing of integrated energy system functionality including fission and renewable energy sources for industry driven application platforms.

Assessing thermal comfort and participation in residential demand flexibility programs

Residential space-conditioning-based demand flexibility (DF) has become an increasingly sought-after method for demand-side load management to enhance grid reliability and facilitate integration of renewable energy generation. However, predicting the effectiveness and flexibility of residential DF resources is challenging due to the variability in household energy use behaviors. Current estimates show that only 50 % of projected savings from DF resources are actualized due to regulatory, technological, and social barriers. From a household perspective, concerns over thermal comfort during space conditioning-based DF events significantly impact participation decisions. Currently, there is a very limited understanding of how thermal comfort during space-conditioning-based DF events in real-world settings impacts household energy use behaviors and, consequently, the success of DF programs in achieving targeted savings. This paper proposes a method to comprehensively assess the thermal comfort implications of DF strategies and presents results of their impacts on DF event participation decisions and demand savings. Here, the proposed method was applied to a heat pump DF field study in Cordova, Alaska. The study’s key findings are: 1) DF event setpoint offsets that maintain indoor operative temperatures between 18 to 22 °C (65 to 71°F) may be preferred in Cordova, Alaska; 2) Household-level thermal comfort is more sensitive to the duration of the DF event than to the degree of temperature offset from baseline conditions; 3) The delayed impact of changes in indoor operative temperature in response to setpoint offsets, both during and after a DF event, influences occupants’ thermal comfort perceptions and willingness to persistently participate in events. The findings from application of the proposed method can help inform future larger-scale occupant-centric DF programs as it can capture information not readily available through utility and device-level energy use data. Thus, it can supplement these sources and help program administrators develop occupant-centric DF strategies, enabling more accurate predictions of participation rates and savings estimates for space-conditioning-based DF programs.

Estimated attribution of the RFS program on soybean biodiesel in the U.S. using the bioenergy scenario model

Biofuels are supported by various governmental policies in the U.S. and globally as an alternative transportation fuel for environmental, geopolitical, and economic reasons. Much debate surrounds the effectiveness of these policies as well as the overall net environmental effect of increased biofuels use. In the U.S., recent studies have shown that the Renewable Fuels Standard (RFS) Program, overall, may not have been the leading driver of the ethanol industry from 2005 to 2020, contrary to common perception. Similar scrutiny has not been applied to biodiesel. Here, this study uses the Bioenergy Scenario Model, a well-vetted system dynamics model, to retrospectively apportion historical biodiesel production between the RFS Program and other potentially influential drivers, such as the economics of biodiesel vs. diesel, the Biodiesel Tax Credit (BTC), California's Low Carbon Fuel Standard, and other factors. From 2002 to 2020 about 36% of biodiesel production can be attributed to the RFS Program, 35% to the BTC, and the rest to other factors. Thus, the overall effect of the RFS Program appears much larger on biodiesel than on corn ethanol. The finding that the same policy may have very disparate effects on different biofuels helps inform the design of future policies on biofuels.

Evaluating technology upgrades as a complement to traditional bill assistance programs

State programs to improve energy affordability and reduce energy burden (the share of income spent on energy) could mitigate concerns about rising electricity prices. Many states offer bill assistance and rebates for weatherization and rooftop solar to income-qualifying households. Here, we analyse how these approaches may complement one another to improve energy affordability. Results illustrate trade offs between program costs and energy burden reduction, as well as between a program’s upfront and ongoing costs. Generally, the three strategies complement one another to improve energy affordability at lower net present cost than bill assistance alone, with varying effects across regions. Weatherization can reduce the solar installation capacity needed, and both together can reduce or eliminate ongoing reliance on bill assistance. Under full uptake among cost-effective households, fully rebated weatherization and solar rebated at $0.48/Watt, combined with bill assistance, yield the same modelled net present cost as bill assistance alone while reducing the share of low-income owner-occupied households with high energy burdens from 66% to 19%, compared with 34% under bill assistance alone. Absent tax credits, weatherization still reduces energy burden and bill assistance program costs, whereas solar may not be cost-competitive.
