Foundational Concepts in Simulation-Based Resilience Analysis and Design

Resilience is a topic of increasing interest–with ever-present calls from policymakers to increase the resilience of complex systems and infrastructure. However, resilience as a concept can be confusing, because of a lack of a common unified definition and frame of reference. Sometimes it can appear as if resilience analysis is merely duplicating other, more mature fields such as safety, reliability, or risk, while other times it seems as if resilience is providing an “alternative” view with limited rigor. To better understand the resilience concept (and its relation to the broader field of risk management), this paper will present the perspective of simulation-based resilience analysis and design, including some of the foundational precepts and resultant concepts defining the resilience concept. It will further present the motivation for using simulation to understand resilience and highlight some ongoing work and research challenges in this area. From this frame of reference, one can better understand the field of resilience, including how different aspects and definitions of resilience relate to each other, and how resilience relates to broader design considerations and practices.

Generating Sequential PV Deployment Scenarios for High Renewable Distribution Grid Planning: Preprint

This paper introduces a novel approach for generating solar photovoltaic (PV) plant deployment scenarios for grid integration planning. The approach guarantees consistency among scenarios of the same deployment by ensuring that higher penetration scenarios contain PV units deployed in lower penetration scenarios. It also constrains the size and spatial distribution of the PV plants and considers three placement types. A case study on a real-world distribution system proves that the precepts of scenario consistency, deployment diversity, and placement are met. The study further investigates the impact of the resulting scenarios via a stochastic hosting capacity analysis. Results indicate that the ratio between PV and load sizes, referred to as the nodal PV penetration factor (NPPF), is a key driver of the grid integration impact. By reducing the NPPF from 5 to 2, the maximum hosting capacity increased by at least 112%. The study also reveals that scenarios under random placement can lead to higher hosting capacity values.

HP in Cybersecurity: CyOTE

The U.S. Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER), through the Cybersecurity for the Operational Technology Environment (CyOTE) Program, worked with energy sector asset owners and operators (AOOs), partners, and Idaho National Laboratory (INL) to develop capabilities for AOOs to independently detect adversarial tactics, techniques, and procedures (TTPs) within their operational technology (OT) environments. Unlike the approach taken with commercial security solutions, CyOTE seeks to tie anomalies in cyber operations to a cyber-attack. By stringing together multiple techniques in the OT environment, AOOs can identify attack campaigns with ever decreasing impacts. The CyOTE methodology applies fundamental concepts of perception and comprehension to a universe of knowns and unknowns increasingly disaggregated into observables, anomalies, and triggering events. MITRE’s ATT&CK® Framework for Industrial Control Systems (ICS) is used as a common lexicon to identify a set of triggering events related to three Use Cases – Alarm Logs, Human-Machine Interface (HMI), and Remote Logins – which together account for 87 percent of the techniques commonly used by adversaries. The CyOTE methodology is also appropriate for OT-related anomalies perceived outside the three Use Cases, such as through the energy system itself.
