Multidisciplinary studies of the social, economic and political impact resulting from recent advances in satellite meteorology, volume 1

The multidisciplinary studies explore and evaluate the impact of the meteorological satellite and the concomitant impact of the data derived from it on various user groups. As expected, the primary impact related to those who would use satellite data for weather prediction and related purposes. A secondary impact was in the area of international concerns where GARP and other international meteorological activities were affected and international law was developed. A tertiary impact was exemplified by satellite photographs utilized in advertisements and related materials. The case studies, supporting studies, and independent studies all emphasize the potential of the meteorological satellite.

The impact of management science on political decision making

The possible impact on public policy and organizational decision making of operations research/management science (OR/MS) is discussed. Criticisms based on the assumption that OR/MS will have influence on decision making and criticisms based on the assumption that it will have no influence are described. New directions in the analysis of analysis and in thinking about policy making are also considered.

Social, economic and political factors associated with earth resources observation and information analyses.

Discussion of some of the interest conflicts between ecology and economics that arise, particularly in riparian environments, when a population-increase entailed growth in public service requirements is met by indiscriminate technology applications. Reviewed instances of such conflicts include the aborted cross-Florida barge canal project and the Florida Power and Light Company facility at Turkey point.

Space disposal of nuclear wastes. Volume 1: Socio-political aspects

The history and interpretation of radioactive waste management in the U.S., criteria for choosing from various options for waste disposal, and the impact of nuclear power growth from 1975 to 2000 are discussed. Preconditions for the existence of high level wastes in a form suitable for space disposal are explored. The role of the NASA space shuttle program in the space disposal of nuclear wastes, and the impact on program management, resources and regulation are examined.

Present challenges of research and technology politics

Research and technology in Germany are discussed. The rapid transfer of scientific knowledge and techniques from the laboratory to the manufacturing and industrial communities is identified as a priority. It is recommended that the government give maximum support to the aviation and space flight industries.

The politics of space - Who owns what? Earth law for space

Topics of concern in developing space law, i.e., international disagreements, the present status of space law, and requirements for future space activities, are discussed. Factors inhibiting agreements include governments that wish to control specific regions of GEO, the refusal of several countries to permit international DBS television broadcasts over their boundaries, the possibility that weapons may be placed in space, and the lack of international laws governing humans and industries in space. It is noted that any state entering an international agreement has relinquished some of its sovereignty. The Outer Space Treaty has removed celestial bodies from claims of national appropriation. States retain sovereignty over their citizens who travel in space, a problematical concept once internationally-manned settlements in space or on the moon are established. It is recommended that space law develop mainly in reaction to the implementation of new space capabilities in order to avoid hindering space activities.

The politics of Mars

This paper provides a discussion comparing past and present major accomplishments of the U.S. and the Soviet Union In space. It concludes that the Soviets are presently well ahead of the U.S. in several specific aspects of space accomplishment and speculates that the Soviet strategy ls directed towards sending a man to the vicinity of Mars by the end of this century. The paper briefly reviews a major successful multinational space endeavor--INTELSAT--and suggests that the manned exploration of Mars offers a unique opportunity for another such major international cooperative effort. The paper assesses the current attitude of U.S. leadership and the general public as uniformed or ambivalent about the perceived threat of Soviet dominance in space.

The Space Station decision - Incremental politics and technological choice

Using primary documents and interviews with participants, this book describes the events that led up to the 1984 decision that NASA should build a permanently occupied, international space station in low earth orbit. The role that civil servants in NASA played in initiating the program is highlighted. The trail of the Space Station proposal as its advocates devised strategies to push it through the White House policy review process is followed. The critical analysis focuses on the way in which 'incrementalism' (the tendency of policy makers to introduce incremental changes once projects are under way) operated in connection with the Space Station program. The book calls for a commitment to a long-range space policy.

Political and institutional factors affecting systems engineering

External groups have a significant impact on NASA's programs. Ten groups affecting NASA are identified, and examples are given for some of the them. Methods of dealing with these external inputs are discussed, the most important being good and open two way communications and an objective attitude on the part of the NASA participants. The importance of planning ahead, of developing rapport with these groups, and of effective use of NASA contractors is covered. The need for an overall strategic plan for the U.S. space program is stressed.
