Studies and analyses of the management of scientific research and development, including implementation and application at NASA centers

Summary results obtained through the Program of Research on the Management of Research and Development (POMRAD) were presented. The nature of the overall program and the specific projects undertaken were described. Statistical data is also given concerning the papers, publications, people, and major program areas associated with the program. The actual list of papers, names of doctoral and masters theses, and other details of the program are included as appendices.

A summary of joint US-Canadian augmentor wing powered-lift STOL research programs at the Ames Research Center, NASA, 1975-1980

Several different flight research programs carried out by NASA and the Canadian Government using the Augmentor Wing Jet STOL Research Aircraft to investigate the design, operational, and systems requirements for powered-lift STOL aircraft are summarized. Some of these programs considered handling qualities and certification criteria for this class of aircraft, and addressed pilot control techniques, control system design, and improved cockpit displays for the powered-lift STOL approach configuration. Other programs involved exploiting the potential of STOL aircraft for constrained terminal-area approaches within the context of present or future air traffic control environments. Both manual and automatic flight control investigations are discussed, and an extensive bibliography of the flight programs is included.

NASA Center update: Goddard Space Flight Center

The topics covered are presented in viewgraph form and include the following: spacecraft operations, life cycle testing an the Naval Surface Warfare Center (NSWC), and destructive physical analysis at COMSAT laboratories. The subtopics under spacecraft operations are the Solar Anomalous and Magnetospheric Particle Explorer (SAMPEX), the Extreme Ultraviolet Explorer (EUVE), the Upper Atmospheric Research Satellite (UARS), the Compton Gamma Ray Observatory (GRO), the Earth Radiation Budget Satellite (ERBS), and the Hubble Space Telescope (HST). The subtopics under the life cycle testing at NSWC are the following: advanced NiCd cells from Hughes Aircraft Company/Eagle Picher Industries; conventional NiCd cells from Gates Aerospace Batteries; conventional NiCd cells from General Electric; NiCd cells from SAFT; NiH2 celss from Eagle Picher Industries; and data as of 10/26/92.

NASA Center update: Jet Propulsion Laboratory

The topics covered are presented in viewgraph form and include the following: flight project support activities for TOPEX and the Mars Observer; and research/development and engineering activities for NiCd model development, secondary lithium battery development, the sodium-NiCl2 moderate temperature battery, Li-SOCl2 batteries for the Centaur launch vehicle, and direct hydrocarbon/methanol fuel cells.

Report of results of benchmarking survey of central heating operations at NASA centers and various corporations

In recent years, Total Quality Management has swept across the country. Many companies and the Government have started looking at every aspect on how business is done and how money is spent. The idea or goal is to provide a service that is better, faster and cheaper. The first step in this process is to document or measure the process or operation as it stands now. For Lewis Research Center, this report is the first step in the analysis of heating plant operations. This report establishes the original benchmark that can be referred to in the future. The report also provides a comparison to other organization's heating plants to help in the brainstorming of new ideas. The next step is to propose and implement changes that would meet the goals as mentioned above. After the changes have been implemented the measuring process starts over again. This provides for a continuous improvement process.

Hierarchical Storage Management at the NASA Center for Computational Sciences: From UniTree to SAM-QFS

This paper presents the data management issues associated with a large center like the NCCS and how these issues are addressed. More specifically, the focus of this paper is on the recent transition from a legacy UniTree (Legato) system to a SAM-QFS (Sun) system. Therefore, this paper will describe the motivations, from both a hardware and software perspective, for migrating from one system to another. Coupled with the migration from UniTree into SAM-QFS, the complete mass storage environment was upgraded to provide high availability, redundancy, and enhanced performance. This paper will describe the resulting solution and lessons learned throughout the migration process.

Cleaning Processes across NASA Centers

All significant surfaces of the hardware must be pre-cleaned to remove dirt, grit, scale, corrosion, grease, oil and other foreign matter prior to any final precision cleaning process. Metallic parts shall be surface treated (cleaned, passivated, pickled and/or coated) as necessary to prevent latent corrosion and contamination.

NASA Center for Climate Simulation (NCCS) Advanced Technology AT5 Virtualized Infiniband Report

The NCCS is part of the Computational and Information Sciences and Technology Office (CISTO) of Goddard Space Flight Center's (GSFC) Sciences and Exploration Directorate. The NCCS's mission is to enable scientists to increase their understanding of the Earth, the solar system, and the universe by supplying state-of-the-art high performance computing (HPC) solutions. To accomplish this mission, the NCCS (https://www.nccs.nasa.gov) provides high performance compute engines, mass storage, and network solutions to meet the specialized needs of the Earth and space science user communities

Overview of Iodine Propellant Hall Thruster Development Activities at NASA Glenn Research Center

NASA is continuing to invest in advancing Hall thruster technologies for implementation in commercial and government missions. There have been several recent iodine Hall propulsion system development activities performed by the team of the NASA Glenn Research Center, the NASA Marshall Space Flight Center, and Busek Co. Inc. In particular, the work focused on qualification of the 200 W Busek BHT-200-I and the continued development of the 600 W BHT-600-I Hall thruster propulsion systems. This paper presents an overview of these development activities and also reports on the results of short duration tests that were performed on the engineering model BHT-200-I and the development model BHT-600-I Hall thrusters.

Quantum Information Systems at NASA Glenn Research Center

NASA Glenn Research Center is focused on supporting NASA goals in several mission areas from Space Exploration and Aeronautics to Science. NASA GRC is exploring how quantum metrology, models, and free-space testbeds can be integrated with NASA’s aerospace competency needs to provide an understanding of how spaceflight components work together in Quantum Information Systems. In this presentation an overview of potential focus areas for quantum systems along with current efforts to enable research and analysis of quantum systems for NASA applications will be discussed. As such, we provide an overview of device measurement capability within NASA’s Quantum Metrology Laboratory (NQML), dynamic quantum network modeling via the NASA Quantum Communications Analysis Suite (NQCAS) simulation tool, and plans for instituting an aero quantum testbed platform.
